There is no single service in Ukraine that shows absolutely all of a person\u2019s debts. Let\u2019s take a look at where to check for different types of debt online and what to do if you discover a debt you weren\u2019t previously aware of.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<p>\u2013 There is no single register of all debts in Ukraine.<br \/>\n\u2013 Enforcement proceedings are checked via the Ministry of Justice and \u00abDiyu\u00bb.<br \/>\n\u2013 Tax arrears can be viewed in the State Tax Service\u2019s Online Portal.<br \/>\n\u2013 You can check traffic fines via the Ministry of the Interior\u2019s online services.<br \/>\n\u2013 It is worth checking loans via your credit history and the NBU register.<br \/>\n\u2013 Utility bills are checked at the suppliers\u2019 offices.<\/p>\n<\/div>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" data-section-id=\"1ae4gpw\" data-start=\"975\" data-end=\"1022\">Is it possible to check all outstanding debts in one place?<\/h2>\n<p data-start=\"1024\" data-end=\"1075\">No. That\u2019s the main thing you need to know before the check.<\/p>\n<p data-start=\"1077\" data-end=\"1307\"><strong data-start=\"1077\" data-end=\"1140\">The Unified Register of Debtors is not a register of all the debts incurred by Ukrainian citizens.<\/strong> If a person has an overdue loan, an unpaid gas bill or a tax liability, this does not necessarily mean that their surname will automatically appear in the Ministry of Justice\u2019s register.<\/p>\n<p data-start=\"1309\" data-end=\"1571\">The Unified Register of Debtors is primarily linked to <strong data-start=\"1358\" data-end=\"1390\">enforcement of decisions<\/strong>. How to check if you are listed in the Unified Register of Debtors<\/h2>\n<p data-start=\"2047\" data-end=\"2106\">It is best to start with <strong data-start=\"2067\" data-end=\"2105\">The Ministry of Justice\u2019s Unified Register of Debtors<\/strong>.<\/p>\n<p data-start=\"2108\" data-end=\"2388\">This is a public service: anyone can check the details of an individual or a legal entity. For individuals, the register contains, amongst other things, their full name, date of birth, enforcement case number and information about the authority or enforcement officer responsible for enforcement.<\/p>\n<p data-start=\"2390\" data-end=\"2427\"><span class=\"contents\" data-content-reference-start=\"2378\" data-content-reference-end=\"2460\"><span class=\"\" data-state=\"closed\"><a class=\"decorated-link cursor-pointer\" target=\"_blank\" rel=\"noopener\">The Ministry of Justice\u2019s Unified Register of Debtors<\/a><\/span><\/span><\/p>\n<p data-start=\"2429\" data-end=\"2784\">An important point to note: <strong data-start=\"2445\" data-end=\"2487\">The register does not show the exact amount of the debt<\/strong> and all the documents in the case. First and foremost, it confirms that enforcement proceedings are pending against the individual. The Ministry of Justice emphasises separately that the Unified Register of Debtors and the Automated Enforcement Proceedings System are not one and the same resource.<\/p>\n<p data-start=\"2786\" data-end=\"2937\">If the search turns up nothing, this does not guarantee that there are no debts at all. For example, the debt may not yet have reached the stage of enforcement.<\/p>\n<h2 data-section-id=\"11hlvds\" data-start=\"2939\" data-end=\"2988\">2. How to find out the details of enforcement proceedings<\/h2>\n<p data-start=\"2990\" data-end=\"3129\">If enforcement proceedings have already been brought against you, further information can be found at <strong data-start=\"3070\" data-end=\"3128\">Automated Enforcement Proceedings System \u2014 AEPS<\/strong>.<\/p>\n<p data-start=\"3131\" data-end=\"3148\">It sets out:<\/p>\n<ul data-start=\"3150\" data-end=\"3399\">\n<li data-section-id=\"1omnvxq\" data-start=\"3150\" data-end=\"3172\">enforcement documents;<\/li>\n<li data-section-id=\"c9rppt\" data-start=\"3173\" data-end=\"3202\">the details of the debtor and the creditor;<\/li>\n<li data-section-id=\"150na9x\" data-start=\"3203\" data-end=\"3256\">information about a public or private enforcement agent;<\/li>\n<li data-section-id=\"16p8948\" data-start=\"3257\" data-end=\"3269\">resolutions;<\/li>\n<li data-section-id=\"4o7114\" data-start=\"3270\" data-end=\"3308\">details of the freezing of funds and property;<\/li>\n<li data-section-id=\"1vq0r4a\" data-start=\"3309\" data-end=\"3335\">enforcement measures taken;<\/li>\n<li data-section-id=\"5sdgjh\" data-start=\"3336\" data-end=\"3399\">status of the decision\u2019s implementation.<\/li>\n<\/ul>\n<p data-start=\"3401\" data-end=\"3643\">The parties to enforcement proceedings have full access to the documents relating to a specific case. For this purpose, in particular, the following may be used <strong data-start=\"3529\" data-end=\"3554\">access ID<\/strong>, as specified in the order to commence proceedings.<\/p>\n<p data-start=\"3645\" data-end=\"3875\">There\u2019s also a simpler option \u2014 an app <strong data-start=\"3680\" data-end=\"3689\">\u00abAction\u00bb<\/strong>. In the \u00abEnforcement Proceedings\u00bb section, you can view an open case and pay the outstanding amount online. As of August 2026, this feature is operational.<\/p>\n<h2 data-section-id=\"8a55o8\" data-start=\"3877\" data-end=\"3912\">3. How to check your tax liability<\/h2>\n<p data-start=\"3914\" data-end=\"3945\">A separate category \u2014 <strong data-start=\"3933\" data-end=\"3944\">taxes<\/strong>.<\/p>\n<p data-start=\"3947\" data-end=\"4136\">It is not worth looking for them solely in the Ministry of Justice\u2019s register. Individuals can obtain the most up-to-date information about their own financial dealings with the state budget via <strong data-start=\"4084\" data-end=\"4135\">The State Tax Service\u2019s online portal<\/strong>.<\/p>\n<p data-start=\"4138\" data-end=\"4415\">Once you have logged in, you need to open the section <strong data-start=\"4181\" data-end=\"4214\">\u00abStatus of payments to the budget\u00bb<\/strong>. It shows charges, payments, penalties, overpayments and tax arrears for individual payments. The State Tax Service confirmed that this feature was operational in August 2026.<\/p>\n<p data-start=\"4417\" data-end=\"4540\">You can log in to the private area using, for example, a digital signature, BankID or Diya.Sign.<\/p>\n<p data-start=\"4542\" data-end=\"4579\"><span class=\"contents\" data-content-reference-start=\"4511\" data-content-reference-end=\"4568\"><span class=\"\" data-state=\"closed\"><a class=\"decorated-link\" href=\"https:\/\/cabinet.tax.gov.ua\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">State Tax Service Online Portal<\/a><\/span><\/span><\/p>\n<p data-start=\"4581\" data-end=\"4820\">The second option is a mobile app <strong data-start=\"4619\" data-end=\"4638\">\u00abMy Tax\u00bb<\/strong>. The State Tax Service states that, in the \u00abMy Details\u00bb section, individuals can view the status of their payments to the State Budget and information regarding any tax arrears.<\/p>\n<p data-start=\"4822\" data-end=\"4956\">This is particularly worth checking for owners of property, land and cars, as well as business owners and people who pay certain taxes themselves.<\/p>\n<h2 data-section-id=\"6oe2am\" data-start=\"4958\" data-end=\"4988\">4. How to check for traffic fines<\/h2>\n<p data-start=\"4990\" data-end=\"5035\">There are specific government services for motorists.<\/p>\n<p data-start=\"5037\" data-end=\"5160\"><a href=\"https:\/\/ukrmedia.news\/en\/vazhlyvo-znaty\/yak-pereviryty-shtrafy-pdr-za-nomerom-avto\/\">Fines for breaching the Highway Code<\/a>, recorded by automatic cameras, can be checked on the Ministry of the Interior\u2019s official website.<\/p>\n<p data-start=\"5162\" data-end=\"5367\">To search, enter <strong data-start=\"5189\" data-end=\"5219\">vehicle registration number<\/strong> and one more piece of information \u2014 for example, details from a driving licence, vehicle registration certificate or court order.<\/p>\n<p data-start=\"5410\" data-end=\"5543\">You can also view and pay for administrative offences via <strong data-start=\"5485\" data-end=\"5502\">Driver\u2019s cabin<\/strong>.<\/p>\n<p data-start=\"5545\" data-end=\"5728\">Traffic fines are also available on \u00abDii\u00bb. In 2026, the Ministry of Digital Transformation further expanded the service\u2019s functionality, notably by integrating the payment of fines into Dii.AI.<\/p>\n<p data-start=\"5730\" data-end=\"6013\">At the same time, the Ministry of the Interior has issued a warning about fraudulent messages concerning allegedly unpaid fines. In June 2026, the Ministry urged the public to verify information only through official channels and not to enter bank details on pages containing suspicious messages.<\/p>\n<h2 data-section-id=\"cd9q0t\" data-start=\"6015\" data-end=\"6067\">5. How to check whether you have any outstanding loans or arrears<\/h2>\n<p data-start=\"6069\" data-end=\"6183\">If the main question is <strong data-start=\"6101\" data-end=\"6143\">\u00abIs there a loan in my name that I\u2019m not aware of?\u00bb<\/strong>, the Unified Register of Debtors is not enough.<\/p>\n<p data-start=\"6185\" data-end=\"6226\">This needs to be checked <strong data-start=\"6205\" data-end=\"6225\">credit history<\/strong>.<\/p>\n<p data-start=\"6228\" data-end=\"6530\">Under Ukrainian law, a person has the right to <strong data-start=\"6275\" data-end=\"6372\">to obtain information about your credit history free of charge once per calendar year<\/strong> at a credit reference agency. Free access is also provided in the event that a lender refuses to enter into a credit agreement.<\/p>\n<p data-start=\"6532\" data-end=\"6694\">For example, the Ukrainian Credit Bureau confirms that you can obtain your own credit report free of charge once a year.<\/p>\n<p data-start=\"6696\" data-end=\"6785\">Your credit history shows details of any loans you have taken out and your repayment record.<\/p>\n<p data-start=\"6787\" data-end=\"6969\">It\u2019s a good idea to do this even if you\u2019re certain you haven\u2019t borrowed anything. If an entry has appeared in your history <a href=\"https:\/\/ukrmedia.news\/en\/vazhlyvo-znaty\/yak-pereviryty-kredyt-na-svoie-imia\/\">an unfamiliar loan<\/a>, you should contact the lender and the credit reference agency immediately to dispute the information.<\/p>\n<p data-start=\"6971\" data-end=\"7138\">The law expressly provides for a person\u2019s right to submit a complaint to the bureau if they disagree with the information in their credit history.<\/p>\n<h2 data-section-id=\"x8dz75\" data-start=\"7140\" data-end=\"7177\">6. What does the NBU Credit Register show?<\/h2>\n<p data-start=\"7179\" data-end=\"7270\">There is another useful government tool \u2014 <strong data-start=\"7221\" data-end=\"7269\">The National Bank of Ukraine\u2019s Credit Register<\/strong>.<\/p>\n<p data-start=\"7272\" data-end=\"7326\">However, it should not be confused with a credit reference agency.<\/p>\n<p data-start=\"7328\" data-end=\"7635\">As of 2026, the NBU\u2019s Credit Register contains information on a debtor\u2019s credit transactions if the total amount of their liabilities is <strong data-start=\"7465\" data-end=\"7496\">50,000 hryvnias or more<\/strong>. An individual may obtain information about themselves and request that it be amended or deleted in the event of an error.<\/p>\n<p data-start=\"7637\" data-end=\"7676\"><span class=\"contents\" data-content-reference-start=\"7526\" data-content-reference-end=\"7576\"><span class=\"\" data-state=\"closed\"><a class=\"decorated-link\" href=\"https:\/\/cr.bank.gov.ua\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">The NBU Credit Register<\/a><\/span><\/span><\/p>\n<p data-start=\"7678\" data-end=\"7752\">It is therefore advisable to use the following to check loans <strong data-start=\"7731\" data-end=\"7751\">both mechanisms<\/strong>:<\/p>\n<p data-start=\"7754\" data-end=\"7801\">credit reference agency \u2014 for credit history;<\/p>\n<p data-start=\"7803\" data-end=\"7905\">The NBU Credit Register \u2014 for information entered into the state register in accordance with established criteria.<\/p>\n<h2 data-section-id=\"om1n3e\" data-start=\"7907\" data-end=\"7954\">7. How to check your utility bills<\/h2>\n<p data-start=\"7956\" data-end=\"8024\">The situation with utility bills is simpler, but less centralised.<\/p>\n<p data-start=\"8026\" data-end=\"8159\"><strong data-start=\"8026\" data-end=\"8159\">There is no single national portal that shows all your water, gas, heating and electricity bills across Ukraine at the same time.<\/strong><\/p>\n<p data-start=\"8161\" data-end=\"8237\">You should therefore check this directly in the suppliers\u2019 personal accounts:<\/p>\n<ul data-start=\"8239\" data-end=\"8332\">\n<li data-section-id=\"457ji9\" data-start=\"8239\" data-end=\"8256\">electricity;<\/li>\n<li data-section-id=\"1q24byc\" data-start=\"8257\" data-end=\"8264\">gas;<\/li>\n<li data-section-id=\"10ld5of\" data-start=\"8265\" data-end=\"8282\">water supply;<\/li>\n<li data-section-id=\"q2n8gk\" data-start=\"8283\" data-end=\"8301\">heat supply;<\/li>\n<li data-section-id=\"8te2ah\" data-start=\"8302\" data-end=\"8332\">the building manager or the owners\u2019 association.<\/li>\n<\/ul>\n<p data-start=\"8334\" data-end=\"8466\">If the debt has already been recovered through the courts and enforcement proceedings have been initiated, the information may also appear in the enforcement systems.<\/p>\n<p data-start=\"8468\" data-end=\"8599\">This leads to an important conclusion: <strong data-start=\"8494\" data-end=\"8598\">The fact that a person is not listed in the Unified Register of Debtors does not mean that they have no outstanding utility bills<\/strong>.<\/p>\n<h2 data-section-id=\"1s95wza\" data-start=\"8601\" data-end=\"8647\">Why might there be a debt, yet it does not appear in the register?<\/h2>\n<p data-start=\"8649\" data-end=\"8712\">This is one of the most common mistakes made when carrying out a self-assessment.<\/p>\n<p data-start=\"8714\" data-end=\"8829\">For example, a person checks the Unified Register of Debtors, cannot find their surname and concludes: \u00abI have no debts\u00bb.<\/p>\n<p data-start=\"8831\" data-end=\"8857\">In fact, she may have:<\/p>\n<p data-start=\"8859\" data-end=\"8893\">credit card arrears;<\/p>\n<p data-start=\"8895\" data-end=\"8937\">an outstanding utility bill;<\/p>\n<p data-start=\"8939\" data-end=\"8962\">tax liability;<\/p>\n<p data-start=\"8964\" data-end=\"8977\">a recent fine;<\/p>\n<p data-start=\"8979\" data-end=\"9039\">another debt in respect of which enforcement proceedings have not yet been initiated.<\/p>\n<p data-start=\"9041\" data-end=\"9234\">The Ministry of Justice itself explains that the Unified Register contains only a limited amount of information relating to enforcement proceedings, whilst the ASVP has a more extensive database.<\/p>\n<p data-start=\"9236\" data-end=\"9300\">In other words <strong data-start=\"9242\" data-end=\"9299\">You need to check the specific type of debt you are interested in<\/strong>.<\/p>\n<h2 data-section-id=\"vbo4vy\" data-start=\"9302\" data-end=\"9343\">What to do if you discover an unknown debt<\/h2>\n<p data-start=\"9345\" data-end=\"9446\">The worst thing you can do is to transfer money straight away using the details provided in an SMS, a messaging app or on a random website.<\/p>\n<p data-start=\"9448\" data-end=\"9524\">First, check the information via an official government service or organisation.<\/p>\n<p data-start=\"9526\" data-end=\"9602\">If this is enforcement proceedings, find out the case number and the enforcement officer\u2019s contact details.<\/p>\n<p data-start=\"9604\" data-end=\"9684\">If you have a tax debt, view the details of the assessment in the State Tax Service\u2019s Online Portal.<\/p>\n<p data-start=\"9686\" data-end=\"9729\">If you\u2019ve been fined, check the decision via the Ministry of the Interior.<\/p>\n<p data-start=\"9731\" data-end=\"9834\">If you have a loan \u2014 obtain your credit history and contact the financial institution that provided the information.<\/p>\n<p data-start=\"9836\" data-end=\"10038\">If the debt is not yours or the amount is incorrect, <strong data-start=\"9884\" data-end=\"9942\">You shouldn\u2019t just pay it to \u00abget it out of the way\u00bb<\/strong>. First, you need to find out the reason for the debt and demand that the error be rectified.<\/p>\n<h2 data-section-id=\"yhxuvb\" data-start=\"10040\" data-end=\"10083\">How to check if you have any debts in 10 minutes<\/h2>\n<p data-start=\"10085\" data-end=\"10138\">For a basic check, simply follow this route:<\/p>\n<ol data-start=\"10140\" data-end=\"10485\">\n<li data-section-id=\"shcl4d\" guarantee that every possible financial claim against an individual will be found in one place, but it does allow you to check the main categories of debt that Ukrainians most commonly face.<\/p>\n<h2 data-section-id=\"1w9xafc\" data-start=\"10671\" data-end=\"10712\">Is it possible to check another person\u2019s debts?<\/h2>\n<p data-start=\"10714\" data-end=\"10723\">Partly.<\/p>\n<p data-start=\"10725\" data-end=\"10856\">The Unified Register of Debtors is public, so anyone can check whether a person is listed in it.<\/p>\n<p data-start=\"10858\" data-end=\"11013\">However, tax information, a full credit history, banking liabilities and personal data relating to enforcement proceedings are not accessible to third parties.<\/p>\n<p data-start=\"11015\" data-end=\"11143\">That is why services that promise to show, based on a telephone number or full name, <strong data-start=\"11079\" data-end=\"11116\">\u00aball a person\u2019s loans and debts\u00bb<\/strong>, should be treated with caution.<\/p>\n<h2 data-section-id=\"1y6scgk\" data-start=\"11145\" data-end=\"11184\">How often should you check your debts?<\/h2>\n<p data-start=\"11186\" data-end=\"11324\">For most people, it is sufficient to carry out a general check a few times a year, as well as before any important financial or property transactions.<\/p>\n<p data-start=\"11326\" data-end=\"11532\">It is a good idea to check your credit history at least once a year \u2014 especially as the law allows you to do so free of charge once per calendar year.<\/p>\n<p data-start=\"11534\" data-end=\"11681\">The check doesn\u2019t take long, but it can help you spot an old fine, an incorrect charge or even a loan you never applied for, in good
