The data is stored centrally in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists.<\/p>\n<p data-start=\"2306\" data-end=\"2426\">In everyday language, this register is often referred to as <strong data-start=\"2342\" data-end=\"2354\">\u00abOberig\u00bb<\/strong>. The register records a person\u2019s military registration status, whilst conscription during mobilisation is governed by separate provisions of the law.<\/p>\n<h2 data-section-id=\"v71n8f\" data-start=\"2929\" data-end=\"2965\">Who is required to register for military service<\/h2>\n<p data-start=\"2967\" data-end=\"3085\">One of the most common misconceptions is that <a href=\"https:\/\/ukrmedia.news\/en\/main-news\/viyskovyi-oblik-in-ukrayini\/\">military registration<\/a> begins only once the person has reached conscription age.<\/p>\n<p data-start=\"3087\" data-end=\"3144\">In fact, men start being registered much earlier.<\/p>\n<p data-start=\"3146\" data-end=\"3349\">Under current law, <strong data-start=\"3165\" data-end=\"3310\">Every year, from 1 January to 31 July, men who turn 17 in that calendar year must be registered for military conscription<\/strong>.<\/p>\n<p data-start=\"3351\" data-end=\"3564\">In 2026, the Ministry of Defence specifically reminded young men born in 2009 that they could complete this procedure online via Reserve+ without having to visit a military registration and enlistment centre, provided the necessary conditions were met.<\/p>\n<p data-start=\"3566\" data-end=\"3740\">It is therefore important not to confuse military registration with mobilisation: registering a 17-year-old boy means entering him into the state registration system, not conscripting him into the army.<\/p>\n<h2 data-section-id=\"6hqw71\" data-start=\"3742\" data-end=\"3775\">What happens after the age of 25<\/h2>\n<p data-start=\"3777\" data-end=\"3870\">As a general rule, a man may remain in the conscript category until he reaches the age of 25.<\/p>\n<p data-start=\"3872\" data-end=\"4111\">Once <strong data-start=\"3889\" data-end=\"3908\">aged 25<\/strong> There is a transition from the military registration of conscripts to the registration of those liable for military service. The law expressly provides for the removal of conscripts from the register upon reaching the age of 25.<\/p>\n<p data-start=\"4113\" data-end=\"4178\">What\u2019s more, you don\u2019t necessarily have to visit the TCC in person to do this.<\/p>\n<p data-start=\"4180\" data-end=\"4427\">Back in 2025, the rules were amended so that information regarding a conscript reaching the age of 25 could be entered into the register without him being summoned: the individual is removed from the conscript register and added to the register of those liable for military service.<\/p>\n<p data-start=\"4429\" data-end=\"4656\">The Ministry of Defence also reported that citizens aged <strong data-start=\"4478\" data-end=\"4493\">25\u201360 years<\/strong>, \u2026who, for certain reasons, are not registered with the military authorities without valid grounds, may be automatically registered.<\/p>\n<h2 data-section-id=\"1qf6bcw\" data-start=\"4658\" data-end=\"4710\">Military registration is increasingly being carried out automatically<\/h2>\n<p data-start=\"4712\" data-end=\"4822\">In 2026, the military registration system became even more reliant on electronic data exchange between government databases.<\/p>\n<p data-start=\"4824\" data-end=\"4991\">On 29 July, the Cabinet of Ministers adopted new procedures for maintaining the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists. It came into force <strong data-start=\"4968\" data-end=\"4990\">8 August 2026<\/strong>.<\/p>\n<p data-start=\"4993\" data-end=\"5233\">The document stipulates that records may be created and updated not only manually by staff of the relevant authorities, but also <strong data-start=\"5122\" data-end=\"5194\">automatically through electronic interaction with other state registers<\/strong>.<\/p>\n<p data-start=\"5235\" data-end=\"5378\">In other words, the situation where a citizen is required to visit the Technical Registration Centre in person for every technical change to their vehicle registration is gradually becoming a thing of the past.<\/p>\n<p data-start=\"5380\" data-end=\"5521\">The register exchanges information with other government information systems, and new data can be automatically fed into the military registration system.<\/p>\n<h2 data-section-id=\"1xl7y7e\" data-start=\"5523\" data-end=\"5561\">How to check your military registration status<\/h2>\n<p data-start=\"5563\" data-end=\"5620\">The easiest way for most people is \u2014 <strong data-start=\"5608\" data-end=\"5619\">Reserve+.<\/strong>.<\/p>\n<p data-start=\"5622\" data-end=\"5777\">The Ministry of Defence app serves as an online portal for conscripts, those liable for military service and reservists, and displays information contained in the state register.<\/p>\n<p data-start=\"5779\" data-end=\"5890\">\u0423 <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/u-schools-perevirjatymut-reserv\/\">Reserve+.<\/a> You can view your military registration status and generate an electronic military registration document.<\/p>\n<p data-start=\"5892\" data-end=\"6109\">The Ministry of Defence explains that a military registration document determines a person\u2019s eligibility for military service and is issued to conscripts, those liable for military service and reservists.<\/p>\n<p data-start=\"6111\" data-end=\"6196\">Therefore, before travelling to the TCC, it is worth first checking the information already available on Rezerv+.<\/p>\n<h2 data-section-id=\"n35kla\" data-start=\"6198\" data-end=\"6253\">Does an electronic military document have legal validity?<\/h2>\n<p data-start=\"6255\" data-end=\"6259\">Yes.<\/p>\n<p data-start=\"6261\" data-end=\"6473\">The electronic military registration document is a fully-fledged form of military registration document. It contains a QR code, which authorised personnel can use to verify its validity and ensure that the information is up to date.<\/p>\n<p data-start=\"6475\" data-end=\"6677\">In 2026, the Ministry of Defence specifically emphasised that the electronic VOD could be used, for example, in \u00abReserve+\u00bb, on the \u2018Diya\u2019 portal or in printed form with a QR code.<\/p>\n<p data-start=\"6679\" data-end=\"6808\">Therefore, the mere fact that a person does not have an old paper military ID card does not mean that they do not hold a valid military registration document.<\/p>\n<h2 data-section-id=\"x1mjwz\" data-start=\"6810\" data-end=\"6855\">What to do if the data in Reserve+ is incorrect<\/h2>\n<p data-start=\"6857\" data-end=\"6988\">Another common situation is when the app displays an incorrect address, status, details of the place of work or other information.<\/p>\n<p data-start=\"6990\" data-end=\"7109\">It is important to understand that Reserve+ is primarily <strong data-start=\"7029\" data-end=\"7072\">displays information from the national register<\/strong>, rather than creating a separate, independent database.<\/p>\n<p data-start=\"7111\" data-end=\"7344\">In 2026, the Cabinet of Ministers further expanded the scope of automatic data updates. In particular, employment data can be cross-checked against information held by the Pension Fund and updated via electronic data exchange.<\/p>\n<p data-start=\"7346\" data-end=\"7540\">The new operating procedures for the register also provide for both the automatic updating of information from government systems and the manual entry of changes by authorised persons.<\/p>\n<p data-start=\"7542\" data-end=\"7737\">Therefore, if the information has not been updated automatically or if there is an error in the register, you should use the available mechanisms for correcting the information or contact the authority responsible for maintaining the relevant records.<\/p>\n<h2 data-section-id=\"1ygdr1i\" data-start=\"7739\" data-end=\"7782\">Do you need to register with the local authorities after moving house?<\/h2>\n<p data-start=\"7784\" data-end=\"7841\">A change of address may affect your military registration.<\/p>\n<p data-start=\"7843\" data-end=\"8147\">In particular, the current regulations set out specific obligations for individuals who have changed their place of residence. Internally displaced persons are required, during mobilisation and martial law, to register for military service at the place where they are currently registered <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/kvartiry-vpo-pilot-ukraine\/\">IDPS<\/a> within the specified time limit.<\/p>\n<p data-start=\"8149\" data-end=\"8328\">The Reserve+ system now allows users to pay fines, including those for offences relating to failure to register for military service at a new address.<\/p>\n<p data-start=\"8330\" data-end=\"8467\">Therefore, after changing your address, you should not assume that all your details have automatically been updated \u2014 it is best to check your current status.<\/p>\n<h2 data-section-id=\"s487l1\" data-start=\"8469\" data-end=\"8504\">How the military registration system for women works<\/h2>\n<p data-start=\"8506\" data-end=\"8574\">For women, the rules vary depending on their level of education and field of study.<\/p>\n<p data-start=\"8576\" data-end=\"8739\">Women who are eligible on the basis of their health and age and who have obtained <strong data-start=\"8634\" data-end=\"8677\">a medical or pharmaceutical degree<\/strong>, are required to register for military service.<\/p>\n<p data-start=\"8741\" data-end=\"8910\">For women in other professions related to military registration specialities, registration is carried out on a voluntary basis.<\/p>\n<p data-start=\"8912\" data-end=\"8983\">At the same time <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/mobilisationsija-zhinok-shtrafy-skasovujut-oblik\/\">military registration of women<\/a> does not mean that it will automatically be mobilised.<\/p>\n<p data-start=\"8985\" data-end=\"9237\">The current version of the law provides that <strong data-start=\"9022\" data-end=\"9196\">Women who are registered for military service may, in the event of war, be called up for military service or enlisted on a voluntary basis to carry out defence-related work<\/strong>.<\/p>\n<p data-start=\"9239\" data-end=\"9347\">For medical and pharmaceutical professions, however, the rules on military registration remain compulsory.<\/p>\n<h2 data-section-id=\"1yqvp0n\" data-start=\"9349\" data-end=\"9389\">Is the employer responsible for maintaining military records?<\/h2>\n<p data-start=\"9391\" data-end=\"9446\">Yes, but it is not a \u00abmilitary register\u00bb that is separate from the state.<\/p>\n<p data-start=\"9448\" data-end=\"9601\">Businesses, institutions, organisations and government bodies keep <strong data-start=\"9510\" data-end=\"9561\">personal military registration of its employees<\/strong>, which fall into the relevant categories.<\/p>\n<p data-start=\"9603\" data-end=\"9879\">In June 2026, the government significantly digitised this process. Resolution No. 812 provides for the electronic cross-checking of data from the personal military registration lists against the state register and the automatic updating of certain employment details.<\/p>\n<p data-start=\"9881\" data-end=\"9991\">Therefore, when hiring staff, an employer may need up-to-date information on an employee\u2019s military registration status.<\/p>\n<h2 data-section-id=\"u20n6y\" data-start=\"9993\" data-end=\"10050\">What penalties are imposed for breaches of military registration requirements?<\/h2>\n<p data-start=\"10052\" data-end=\"10173\">Breaches of the rules on military registration and the legislation on mobilisation may result in administrative penalties.<\/p>\n<p data-start=\"10175\" data-end=\"10492\">During this exceptional period, the fines imposed on citizens for the relevant offences may amount to <strong data-start=\"10269\" data-end=\"10297\">from 17,000 to 25,500 UAH<\/strong>, depending on the nature of the offence and the circumstances. The Ministry of Defence specifies this range, in particular, in its guidance on breaches of military registration requirements.<\/p>\n<p data-start=\"10494\" data-end=\"10555\">At the same time, some fines can already be settled via Reserve+.<\/p>\n<p data-start=\"10557\" data-end=\"10751\">If a person acknowledges a particular offence via the \u00abFines Online\u00bb service and the Traffic Control Centre issues a corresponding decision, payment is available in the cases provided for by the procedure <strong data-start=\"10709\" data-end=\"10750\">50%: total amount \u2014 8,500 UAH within 20 days<\/strong>.<\/p>\n<p data-start=\"10753\" data-end=\"10946\">If the grace period is missed, the amount is 17,000 UAH, and once the unpaid fine has been referred for enforcement, the Ministry of Defence states the amount as 34,000 UAH.<\/p>\n<p data-start=\"10948\" data-end=\"11063\">At the same time <strong data-start=\"10958\" data-end=\"11020\">Payment of the fine does not remove the obligation to comply with the requirement<\/strong>, the breach of which led to it being imposed.<\/p>\n<p data-start=\"11065\" data-end=\"11197\">For example, if a fine has been paid for failing to register for military service, this does not mean that, once the fine has been paid, you are no longer required to register.<\/p>\n<h2 data-section-id=\"1065bt3\" data-start=\"11199\" data-end=\"11257\">Does a red ribbon in Reserve+ mean an automatic penalty?<\/h2>\n<p data-start=\"11259\" data-end=\"11269\">Not always.<\/p>\n<p data-start=\"11271\" data-end=\"11489\">Different notifications in Rezerv+ may indicate different statuses: the existence of a breach, information regarding the TCC\u2019s referral to the police, the need to clarify details, or an administrative offence ruling that has already been issued.<\/p>\n<p data-start=\"11491\" data-end=\"11573\">It is therefore not advisable to rely solely on the colour of a message without reading its content.<\/p>\n<p data-start=\"11575\" data-end=\"11729\">If the app has a section on fines, you should check, <strong data-start=\"11639\" data-end=\"11728\">what specific offence the case relates to, whether a notice has been issued, and what the payment deadline is<\/strong>.<\/p>\n<h2 data-section-id=\"1pt9zyf\" data-start=\"11731\" data-end=\"11790\">Do you need to carry your military registration document with you?<\/h2>\n<p data-start=\"11792\" data-end=\"12086\">During mobilisation and whilst martial law is in force, the current regulations require individuals to carry their military registration document together with a document proving their identity, and to present them upon request by authorised representatives in the circumstances provided for by law.<\/p>\n<p data-start=\"12088\" data-end=\"12199\">A military registration document may also be an electronic document drawn up in accordance with the established rules.<\/p>\n<p data-start=\"12201\" data-end=\"12318\">That is precisely why the current e-VOD in Reserve+ has become one of the simplest ways to confirm one\u2019s military registration status.<\/p>\n<h2 data-section-id=\"1k3095i\" data-start=\"12320\" data-end=\"12360\">Why it is worth checking your data from time to time<\/h2>\n<p data-start=\"12362\" data-end=\"12480\">Following the digitisation of military records, a significant proportion of the information is entered into the system without direct human intervention.<\/p>\n<p data-start=\"12482\" data-end=\"12660\">The new operating procedures for the register explicitly provide for electronic data exchange with government databases and the automatic creation and updating of individual records.<\/p>\n<p data-start=\"12662\" data-end=\"12830\">This simplifies procedures, but at the same time means that outdated information from various government systems may affect what a person sees in their military registration document.<\/p>\n<p data-start=\"12832\" data-end=\"12988\">So the rule of thumb is simple: <strong data-start=\"12863\" data-end=\"12987\">periodically open Reserve+, refresh the document and check whether the data displayed corresponds to the actual situation<\/strong>.<\/p>\n<p data-start=\"12990\" data-end=\"13142\">It is particularly important to do this after changing your place of residence or job, making a booking, changing your military registration status, or reaching the age of 25.<\/p>\n<h2 data-section-id=\"hchkd7\" data-start=\"13144\" data-end=\"13155\">Conclusion.<\/h2>\n<p data-start=\"13157\" data-end=\"13309\">In recent years, military registration in Ukraine has evolved from a predominantly paper-based system into a large digital register linked to other government databases.<\/p>\n<p data-start=\"13311\" data-end=\"13538\">The young men line up <a href=\"https:\/\/ukrmedia.news\/en\/vazhlyvo-znaty\/viiskovyi-oblik-2026-do-31-lypnia\/\">accounting<\/a> As soon as a person turns 17, and after the age of 25, their registration category changes, and some of the procedures now take place automatically. Women with medical or pharmaceutical qualifications are also subject to military registration.<\/p>\n<p data-start=\"13540\" data-end=\"13716\">For most citizens, Rezerv+ has become the main tool for checking their details: it allows them to view their information, obtain an electronic tax invoice and, in certain cases, resolve any irregularities.<\/p>\n<p data-start=\"13718\" data-end=\"13960\">However, digitalisation does not absolve citizens of their responsibility to comply with military registration rules. It is therefore advisable to check for and correct any errors or out-of-date information in good time, rather than waiting until problems with one\u2019s status arise or an administrative fine is
