According to Prime Minister Serhiy Koretskyi, the decisions will also cover transport, the underground, businesses, logistics and critical infrastructure. The proposals are due to be finalised early next week.

Briefly about the main points

The government is drawing up new guidelines for how towns and cities should operate during prolonged attacks.

They will review the approaches to the curfew and public information.

The decisions may affect transport, the underground, logistics and businesses.

Proposals are to be submitted early next week.

Prolonged unrest is affecting the functioning of cities and the economy

The preparations for the changes were discussed at an extended meeting attended by the Commander-in-Chief of the Armed Forces of Ukraine, the Minister of the Interior, the State Emergency Service, the Mayor of Kyiv, and representatives of the Office of the President and the National Security and Defence Council.

According to Sergey Koretsky, prolonged air raid alerts affect more than just people’s safety. They disrupt business operations, logistics and transport, as well as the running of schools, nurseries and other aspects of city life.

On the eve of the event, the head of the National Security and Defence Council’s Centre for Countering Disinformation Andriy Kovalenko reported that Russia is launching a small number of them more frequently jet-powered drones in separate waves. According to him, this is intended to wear down the air defences and the population and cause constant alarm in Kyiv.

The Prime Minister believes that Russia is attempting, in this way, to paralyse economic activity in the capital and other major cities.

Separate algorithms are being developed for transport, the underground and public sector organisations

A curfew will be introduced as a separate measure. The government also wants to improve civilians’ access to operational information on specific types of airborne threats, Mr Koretsky emphasised.

Algorithms are being developed for businesses and organisations, public transport, the underground, logistics and critical infrastructure. The stated aim is to enhance people’s safety whilst ensuring that life in major cities does not come to a complete standstill.

During air raids, surface transport is forced to stop regularly, whilst the underground serves both as a transport system and a shelter. Under Kyiv’s current protocol, when an air-raid alert is sounded, surface public transport comes to a halt and passengers must proceed to a shelter.

The specific details of the changes will be presented once the proposals have been drawn up

This is not about any decision to shorten, lift or introduce new curfew hours. Any changes must be drawn up without creating additional risks to people’s safety.

The authorities involved are working on a comprehensive approach. Once the proposal has been finalised, it will be presented to the public, after which they plan to move on to its implementation.

The nature of the possible solutions, their timeframes and the areas in which they would apply have not yet been specified. Curfew arrangements may be determined separately for specific areas with the involvement of security agencies, the military command and defence councils.

There are plans to review the curfew in Ukraine due to the ongoing air strikes by the Russian Federation.
