He also once again threatened retaliation for Ukrainian strikes against the Russian economy, invoking the \u00abPandora\u2019s box\u00bb analogy.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Putin has denied that a new mobilisation is being prepared in Russia.<\/li>\n<li>He claimed that the Russian Federation allegedly seeks an end to the war.<\/li>\n<li>Putin explained why there had been no strikes on the government district.<\/li>\n<li>Putin has once again threatened to retaliate against attacks on the Russian economy.<\/li>\n<\/ul>\n<\/div>\n<h2 data-section-id=\"qc211n\" data-start=\"445\" data-end=\"506\">Putin described talk of mobilisation as \u00abcomplete nonsense\u00bb<\/h2>\n<p data-start=\"508\" data-end=\"649\">Commenting on reports of a possible new wave of mobilisation in Russia, <strong>Putin<\/strong> stated that Moscow is allegedly seeking not to escalate the war, but to bring it to an end.<\/p>\n<blockquote data-start=\"651\" data-end=\"776\">\n<p data-start=\"653\" data-end=\"776\">\u00abThat\u2019s complete nonsense. We are committed to ending the war and achieving peace,\u00bb he said, in response to a question about mobilisation.<\/p>\n<\/blockquote>\n<p data-start=\"778\" data-end=\"961\">The Kremlin is thus publicly denying <a href=\"https:\/\/ukrmedia.news\/en\/world\/rosiia-mobilizatsiia-600-tysiach-novobrantsiv\/\">preparations for a new mass conscription drive<\/a>. At the same time, Russia continues to recruit contract soldiers and volunteers into its army and is waging military operations against Ukraine.<\/p>\n<h2 data-section-id=\"ygjn7u\" data-start=\"963\" data-end=\"1017\">Putin explained why Russia is not targeting the government district<\/h2>\n<p data-start=\"1019\" data-end=\"1130\">The Russian president was asked separately why Moscow was not carrying out strikes directly on the government district in Kyiv.<\/p>\n<p data-start=\"1132\" data-end=\"1147\">Putin replied:<\/p>\n<blockquote data-start=\"1149\" data-end=\"1198\">\n<p data-start=\"1151\" data-end=\"1198\">\u00abWe need some people to sort things out.\u00bb.<\/p>\n<\/blockquote>\n<p data-start=\"1200\" data-end=\"1426\">He did not elaborate on this point. It is clear from the context of the statement that Moscow regards the preservation of channels of political engagement as one of the reasons; however, the Russian side did not provide any specific guarantees regarding the security of government buildings.<\/p>\n<h2 data-section-id=\"9bl1lm\" data-start=\"1428\" data-end=\"1474\">Putin predicts three financial crises for Ukraine<\/h2>\n<p data-start=\"1476\" data-end=\"1566\">The Russian President\u2019s statement on the economic situation in Ukraine caused the greatest stir.<\/p>\n<p data-start=\"1568\" data-end=\"1699\">According to Putin, the country may allegedly face as many as <strong data-start=\"1643\" data-end=\"1698\">three crises \u2014 a currency crisis, a budgetary crisis and a banking crisis<\/strong>.<\/p>\n<blockquote data-start=\"1701\" data-end=\"1741\">\n<p data-start=\"1703\" data-end=\"1741\">\u00abThe public will see this,\u00bb he said.<\/p>\n<\/blockquote>\n<p data-start=\"1743\" data-end=\"1828\">However, this is precisely <strong data-start=\"1757\" data-end=\"1791\">the Russian President\u2019s forecast<\/strong>, rather than an established economic fact.<\/p>\n<p data-start=\"1830\" data-end=\"2244\">The Ukrainian government does indeed recognise the significant financial risks. On 1 September, the Prime Minister <strong>Sergey Koretsky<\/strong> stated in the Verkhovna Rada that the state could lose access to part of approximately <strong data-start=\"2007\" data-end=\"2059\">$29.5 billion in expected international funding<\/strong>, unless the government and parliament fulfil <a href=\"https:\/\/ukrmedia.news\/en\/politics\/rada-provalyla-reformy-dopomoga-ukrayini\/\">commitments agreed with partners<\/a>. At the same time, the Cabinet of Ministers states that it has a plan in place to tackle these challenges.<\/p>\n<p data-start=\"2246\" data-end=\"2472\">Ukraine is also continuing its cooperation programme with the IMF, amounting to <strong data-start=\"2303\" data-end=\"2334\">$8.1 billion for 2026\u20132029<\/strong>, which is designed to support macro-financial stability and attract additional external assistance.<\/p>\n<p data-start=\"2474\" data-end=\"2716\">In other words, the risks to the budget arising from the war and dependence on external funding remain significant; however, the claim that a simultaneous collapse of the currency, the budget and the banking system is inevitable is not currently supported by official Ukrainian data.<\/p>\n<h2 data-section-id=\"13xbgb4\" data-start=\"2718\" data-end=\"2760\">\u00abOpen Pandora\u2019s box \u2014 and you\u2019ll get what\u2019s inside\u00bb<\/h2>\n<p data-start=\"2762\" data-end=\"2874\">Putin also returned once again to the subject of Ukrainian strikes against Russia\u2019s economic and logistical infrastructure.<\/p>\n<blockquote data-start=\"2876\" data-end=\"2988\">\n<p data-start=\"2878\" data-end=\"2988\">\u00abThe authorities sensed a threat to their economy: you\u2019ve opened \u201cPandora\u2019s Box\u201d, so you\u2019ll get what\u2019s coming to you,\u00bb he said.<\/p>\n<\/blockquote>\n<p data-start=\"2990\" data-end=\"3278\">Putin has used similar rhetoric before. In August, he claimed that Ukraine\u2019s strikes on Russian economic targets had allegedly \u00abopened Pandora\u2019s box\u00bb, after which he threatened to strike at the \u00abmost vulnerable sectors\u00bb of the Ukrainian economy and its logistics.<\/p>\n<p data-start=\"3280\" data-end=\"3490\">Thus, Putin\u2019s latest statements combine <strong data-start=\"3321\" data-end=\"3489\">a public rejection of the new mobilisation and declarations of a commitment to peace, accompanied by economic forecasts that amount to threats and promises to maintain pressure on
