Washington's cautious position<\/h3>\n

The United States told its European allies that do not plan to join the EU plan yet<\/strong>, which involves the use of frozen Russian assets<\/strong> to finance assistance to Ukraine. This is reported by the agency Bloomberg<\/strong> citing several sources familiar with the negotiations.<\/p>\n

According to one of the agency's interlocutors, Washington explained its caution by risks to the financial stability of global markets<\/strong>.

What the European plan envisages<\/h3>\n

The EU proposes to use the proceeds of frozen Russian assets - primarily interest income - to support Ukraine's defence and reconstruction.
