The Kyiv Independent reported on the visit, citing informed sources. Prior to this, Donald Trump’s representatives held talks with Vladimir Putin in Moscow without any publicly announced breakthrough.

Briefly about the main points

Vitkoff and Kushner arrived in Kyiv for consultations with the Ukrainian side.

The day before, they had spent over three hours talking to Vladimir Putin in the Kremlin.

Kyiv has drawn up proposals on peace, security guarantees and a post-war settlement.

European partners may join the talks.

Moscow’s territorial claims and the issue of NATO remain the key points of disagreement.

The Moscow meeting ended without any agreements being announced

5 September Vitkoff і Kushner met with Putin in the Kremlin. Negotiations lasted more than three hours. The Russian side described them as constructive and useful, but did not report any agreement on a ceasefire or other key decisions.

Moscow once again insisted that its so-called «root causes of the conflict» be taken into account. The meeting was also attended by an adviser to the President of the Russian Federation Yuriy Ushakov і Kirill Dmitriev; according to Ushakov, the discussions centred on the war, economic issues and potential joint projects between the US and Russia.

The White House stated that the parties had discussed detailed plans for the next steps, some of which may be announced in the coming weeks. The details of these plans have not been made public.

Ukraine has drawn up proposals; Europeans may join the consultations

Before the arrival of the American delegation Volodymyr Zelenskyy spent meeting with the Ukrainian negotiating team. The President stated that Kyiv had already drawn up proposals regarding the end of the war, reliable security guarantees and the acceptable nature of the post-war peace.

The Ukrainian media have also reported the arrival in the capital of representatives from European partners, who may join the consultations with the US delegation. For Kyiv, their participation is of fundamental importance, as future security guarantees and the system of deterrence against Russia will depend on the US and its European allies.

Ukraine had previously stated its readiness to refrain from striking Moscow until the end of Saturday, as well as on Sunday and Monday, provided that Russia, in turn, refrains from striking Kyiv. This is a temporary arrangement designed to ensure the safety of the negotiations, rather than a full ceasefire.

Russia’s territorial claims remain the main obstacle

Moscow continues to demand that Kyiv territorial concessions, particularly regarding the Donbas, as well as renouncing its aspiration to join NATO. Ukraine rejects these conditions. Russia has also refused to agree to a broader ceasefire along the front line, which Kyiv is seeking.

Following his meetings with US representatives, Putin has not publicly indicated any willingness to drop these demands.

Head of the President’s Office Kirill Budanov had previously stated that full-fledged negotiations mediated by the administration Trump may resume by the end of September. At the same time, Russia continues its large-scale attacks on Ukraine, whilst the Ukrainian authorities are warning of the risk of a new wave of attacks as winter approaches. The consultations in Kyiv are intended to determine whether there is scope for a substantive continuation of the talks.

Steve Witkoff and Jared Kushner have arrived in Kyiv for peace talks.
