In 2026, the official minimum subsistence level per person is <strong data-start=\"628\" data-end=\"650\">3,209 UAH per month<\/strong>, whilst for those of working age the figure is 3,328 UAH. These figures are laid down in the law on the state budget for the current year.<\/p>\n<div class=\"news-summary-box\"><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Terekhov proposes revising the minimum cost of living.<\/li>\n<li>In 2026, the total figure is 3,209 UAH.<\/li>\n<li>There are proposals to raise the minimum wage to 10,000 UAH.<\/li>\n<li>The minimum pension \u2014 at least 6,000 UAH.<\/li>\n<li>There is also a proposal to reduce VAT on basic foodstuffs to 5%.<\/li>\n<\/ul>\n<\/div>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" data-section-id=\"x6d7ro\" data-start=\"1198\" data-end=\"1244\">\u00abThe cost of living has become detached from reality\u00bb<\/h2>\n<p data-start=\"1246\" data-end=\"1467\">Terekhov presented a package of proposals during a round-table discussion on combating poverty, which took place on 4 September in Kyiv and was attended by MPs, experts, representatives of international organisations and civil society.<\/p>\n<p data-start=\"1469\" data-end=\"1586\">According to him, even the most basic basket of groceries now costs considerably more than the official subsistence minimum.<\/p>\n<blockquote data-start=\"1588\" data-end=\"1651\">\n<p data-start=\"1590\" data-end=\"1651\">\u00abThe cost of living has really become out of touch with reality these days.\u00bb.<\/p>\n<\/blockquote>\n<p data-start=\"1653\" data-end=\"1908\">Terekhov emphasised that social policy should not only help people who have already fallen below the poverty line, but also prevent the situation of working families, pensioners and internally displaced persons from deteriorating further.<\/p>\n<h2 data-section-id=\"19re903\" data-start=\"1910\" data-end=\"1959\">The minimum wage is 10,000, and the pension is 6,000<\/h2>\n<p data-start=\"1961\" data-end=\"2166\">The Association of Frontline Towns and Communities proposes, during the preparation of <strong data-start=\"2027\" data-end=\"2054\">the 2027 national budget<\/strong> set the minimum wage at a level of at least <strong data-start=\"2106\" data-end=\"2120\">10 000 UAH<\/strong>, and the minimum pension must be no less than <strong data-start=\"2153\" data-end=\"2165\">6,000 UAH<\/strong>.<\/p>\n<p data-start=\"2168\" data-end=\"2307\">These are, for the time being, merely proposals from the APMG \u2014 the relevant figures have not yet been approved in the 2027 Budget Act.<\/p>\n<p data-start=\"2309\" data-end=\"2649\">Another initiative concerns taxation. Terekhov proposes to introduce <strong data-start=\"2377\" data-end=\"2417\">5% VAT on basic foodstuffs<\/strong>, and to reduce the rate for medicines and medical devices from the current 7% to 5% as well. A temporary VAT rate of 7% is proposed for equipment used for autonomous and backup power supplies in households.<\/p>\n<h2 data-section-id=\"7pf24w\" data-start=\"2651\" data-end=\"2680\">Where can you find money?<\/h2>\n<p data-start=\"2682\" data-end=\"2795\">Terekhov acknowledges that the state budget\u2019s resources are limited during the war, and that defence spending cannot be cut.<\/p>\n<p data-start=\"2797\" data-end=\"3030\">He suggests looking for additional resources via <strong data-start=\"2841\" data-end=\"2991\">bringing the economy out of the shadows, improving revenue administration, reviewing ineffective government programmes and reducing excessive administrative costs<\/strong>.<\/p>\n<p data-start=\"3032\" data-end=\"3292\">Separately, during the round-table discussion, participants discussed the expansion of the \u00abAffordable Medicines\u00bb programme and support <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/vpo-vidbir-zhytlovi-kredyty-2026\/\">IDPS<\/a> and the possibility of reimbursing patients for the cost of medicines which hospitals should have provided free of charge but did not, in fact, supply.<\/p>\n<h2 data-section-id=\"ofdaoj\" data-start=\"3294\" data-end=\"3341\">The final decision rests with the government and the Rada<\/h2>\n<p data-start=\"3343\" data-end=\"3605\">The Association\u2019s proposals do not imply an automatic increase in social standards. In order to change the cost of living allowance, the minimum wage and other budgetary indicators, the relevant provisions must be included by the government in the draft state budget and approved by the Verkhovna Rada.<\/p>\n<p data-start=\"3607\" data-end=\"3840\">Some of the initiatives to reduce VAT on socially important goods are already being prepared for submission to parliament.
