On 1 September, he described them as \u00abcomplete nonsense\u00bb and an \u00abinformation attack\u00bb, and on 3 September, at the economic forum in Vladivostok, he stated that there was currently no scenario that would require mobilisation.<\/p>\n<p>Kremlin spokesman <strong>Dmitry Peskov<\/strong> He has also repeatedly dismissed reports of a new wave of mobilisation as fake news. DW points out that in May 2022, Peskov denied that mobilisation was being discussed, and eight days after his statement, Russia announced a partial mobilisation.<\/p>\n<h2>Call-up notices and mobilisation documents have different consequences<\/h2>\n<p>Russian lawyer <strong>Artem Klyga<\/strong> He explained to DW that a summons to verify personal details does not in itself mean conscription, mobilisation or being sent to war. It is one of the legally defined grounds for being summoned to the military registration office and forms part of the military registration procedure.<\/p>\n<p>According to him, improving the registration system could enable the authorities to call up the necessary personnel more quickly should mobilisation be declared after all. A mobilisation order is a different document: in peacetime, it does not require any action; however, once mobilisation is declared, the recipient must report to the designated military registration and enlistment office or assembly point.<\/p>\n<p>Lawyer <strong>Timofey Vaskin<\/strong> He told DW that, according to available evidence, the widespread issuance of such orders had increased sharply in the first half of 2026. The exact figures are classified. At the same time, the decree on partial mobilisation, announced in 2022, has not been formally revoked, so it technically remains in force.<\/p>\n<h2>Those who have received summonses fear conscription and travel restrictions<\/h2>\n<p>Readers of DW\u2019s Russian service, who responded anonymously, spoke about <a href=\"https:\/\/ukrmedia.news\/en\/world\/ufa-povistky-kontrakt-minoborony-rf\/\">summonses to verify details<\/a>, obtained from military registration and enlistment offices or via the \u00abGosuslugi\u00bb portal. Some of them associate such summonses with the risk of conscription or possible restrictions on leaving the country.<\/p>\n<p>Some of those surveyed reported that, after receiving their summonses, they had tried to leave the country before any restrictions were introduced. Others described emigration as unrealistic due to a lack of funds and uncertainty about where they could move to.<\/p>\n<h2>Reports have emerged from the Penza region of coercive pressure being exerted on men<\/h2>\n<p>In June, reports emerged from the Penza region that men were being forcibly taken to military recruitment offices and pressured into signing military contracts. According to local reports, the practice had become so widespread that residents organised demonstrations in support of their relatives and neighbours.<\/p>\n<p>A journalist for the publication \u00abImportant Stories\u00bb <strong>Olena Lemyasova<\/strong> She told DW that such raids are continuing. According to her, men \u2013 particularly those near the entrances to residential blocks \u2013 may be detained by unidentified individuals or by people in vehicles belonging to the local authorities, after which they are taken to military units.<\/p>\n<h2>Employers are looking for specialists to help with mobilisation preparations<\/h2>\n<p>As of 8 August, DW had identified 40 vacancies for mobilisation training specialists on the Russian platform HeadHunter in Moscow and the Moscow Region, as well as 13 in St Petersburg. These were advertised by both private companies and state institutions.<\/p>\n<p>The duties listed in such job advertisements include drawing up mobilisation plans, organising civil defence and ensuring that the organisation transitions to a special working regime under wartime conditions.
