Antibiotics will be prescribed only where medically indicated, and doctors must document the grounds for and details of treatment and plan for its review. The aim of the changes is to reduce the inappropriate use of medicines and curb antimicrobial resistance.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>It is prohibited to prescribe antibiotics without medical grounds at the patient\u2019s request.<\/li>\n<li>The grounds, dosage, duration and date of the review will be recorded in the documentation.<\/li>\n<li>In certain cases, a bacteriological test will be carried out prior to treatment.<\/li>\n<li>GPs will be able to issue a deferred prescription.<\/li>\n<li>Prior approval is required for reserve antibiotics in hospitals.<\/li>\n<\/ul>\n<\/div>\n<h2>What requirements have been set for doctors?<\/h2>\n<p>Two standards introduced <a href=\"https:\/\/moz.gov.ua\/storage\/uploads\/5564d8e9-8672-45ba-8834-94da7583d501\/dn_1328_09092026_dod.pdf\" target=\"_blank\" rel=\"noopener\">Ministry of Health Order No. 1328<\/a> Effective from 9 September, these regulations cover systemic antibacterial, antifungal, antiviral and antiparasitic medicines. In order to prescribe an antibiotic, a doctor must have a confirmed or well-founded suspicion of a bacterial infection. It is expressly prohibited to prescribe such a medicine solely at the patient\u2019s request without appropriate medical indications.<\/p>\n<p>Medical records or the electronic healthcare system must include the diagnosis or suspected infection, the active ingredient, the dose, the method of administration, the planned duration of the course of treatment and the date of its review. The new regulations do not introduce prescription-only status for antibiotics: <a href=\"https:\/\/ukrmedia.news\/en\/vazhlyvo-znaty\/novi-pravyla-simeyni-likari-20-travnia\/\">electronic prescription<\/a> These measures have been in force in Ukraine since 1 August 2022. This involves providing more detail on the clinical decision, rather than creating a new barrier for patients who require treatment.<\/p>\n<h2>When to carry out a culture and discontinue treatment<\/h2>\n<p>In certain cases, a bacteriological test is required before starting a course of antibiotics. This should help to identify the causative agent of the infection and its susceptibility to the drugs.<\/p>\n<p>48\u201372 hours after treatment begins, the doctor should assess its effectiveness and decide whether to continue with the chosen medication. If a bacterial infection has not been confirmed or a different diagnosis has been made, the antibiotic should be discontinued.<\/p>\n<p>The guidelines must not delay emergency treatment. Where there is a reasonable suspicion of septic shock, antibiotic treatment must be started within the first hour of taking a sample for analysis.<\/p>\n<h2>Deferred prescription for a GP\u2019s patients<\/h2>\n<p>GPs will be able to issue deferred prescriptions. They can prescribe a medicine in advance, but the patient will not start taking it straight away.<\/p>\n<p>The conditions for starting treatment will be determined by the doctor: these may include the onset of certain symptoms, a deterioration in the patient\u2019s condition, or confirmation of the bacterial nature of the illness. This approach provides the patient with a plan of action without requiring them to start antibiotic treatment prematurely.<\/p>\n<h2>How will reserve antibiotics be monitored?<\/h2>\n<p>The WHO\u2019s AWaRe classification, which covers the access, observation and reserve groups, will be used to select antibiotics. This is not a division of medicines into permitted and prohibited categories: reserve medicines are intended for situations where other options are not suitable.<\/p>\n<p>In specialist healthcare facilities, the use of reserve antibiotics will require prior approval. Their prescription will be monitored by clinical pharmacists, and hospitals must take into account the results of laboratory tests and local data on bacterial susceptibility.<\/p>\n<p><strong>The Ministry of Health has set out recommended targets for primary care<\/strong>: At least 90% of the prescribed antibiotics must belong to the \u2018access\u2019 group, and the proportion of reserve antibiotics must be 0%.
