The decision was supported by 23 members of the Board, whilst Russia, China and Niger voted against it. Further international measures will be determined by the Security Council, where Moscow and Beijing hold veto powers.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The IAEA Board of Governors has referred the Iranian issue to the UN Security Council.<\/li>\n<li>The basis for this was the agency\u2019s resolution concerning Iran\u2019s failure to comply with its safeguards.<\/li>\n<li>Inspectors will only have access to the Bushehr nuclear power station from February 2026.<\/li>\n<li>The IAEA is unable to confirm the status and location of some of the items under its control.<\/li>\n<li>Iran described the decision as political and stated that no evidence had been submitted.<\/li>\n<\/ul>\n<\/div>\n<h2>How Iran moved away from a regime of strict controls<\/h2>\n<p>The 2015 agreement, known as the Joint Comprehensive Plan of Action (JCPOA), imposed strict restrictions on <a href=\"https:\/\/ukrmedia.news\/en\/world\/tramp-vymagaie-vid-iraniu-vidmovy-yadernoi-zbroi\/\">Iran's nuclear programme<\/a>. It covered stocks of enriched uranium, centrifuge production, plutonium reprocessing and other related areas. In return, the IAEA was granted an exceptionally wide range of verification tools: seals, cameras, sensors, daily personal inspections and a mechanism for investigating suspicions regarding hidden nuclear sites.<\/p>\n<p>After the agreement came into force in January 2016, the agency confirmed that Tehran was complying with its terms. According to reports <a href=\"https:\/\/ukrmedia.news\/en\/politics\/usa-opposes-iaea-resolution-ukraine\/\">IAEA<\/a>, Iran complied with the requirements regarding access for inspectors, centrifuges and declared uranium stocks until mid-2019, even though the US withdrew from the JCPOA in May 2018.<\/p>\n<p>In July 2019, the country had accumulated more low-enriched uranium than the limit set by the agreement. In the autumn, it resumed enrichment using advanced centrifuges at facilities where the JCPOA prohibited such activities.<\/p>\n<h2>Cameras, access and experts: how inspectors\u2019 scope of action has been restricted<\/h2>\n<p>In 2020, Iran denied inspectors access to two sites where nuclear activity was suspected prior to the conclusion of the JCPOA. In December of that year, the Iranian parliament passed a law that significantly curtailed cooperation with the IAEA regarding enhanced monitoring and verification. The law also provided for the enrichment of uranium to 60% should US sanctions not be lifted.<\/p>\n<p>Initially, Tehran agreed not to dismantle the IAEA\u2019s equipment and to retain the data collected by it on its territory. The agreement broke down in mid-2021: Iran switched off the surveillance cameras and destroyed one of them at the centrifuge workshop in Karaj. About a year later, the authorities demanded that all JCPOA monitoring equipment be removed. The Agency also reported \u00abexcessively intrusive physical searches\u00bb of its inspectors in 2021.<\/p>\n<p>In January 2023, the IAEA detected at a nuclear facility in <a href=\"https:\/\/ukrmedia.news\/en\/world\/evakuatsiya-bilya-yadernogo-obekta\/\">Ford<\/a> an undeclared set of centrifuges that enriched uranium to 83.7%. Iran subsequently expelled several of the agency\u2019s uranium enrichment experts from the country. The Director General of the IAEA <strong>Raphael Grossi<\/strong> He then described this as a serious blow to the agency\u2019s ability to oversee the programme.<\/p>\n<h2>What are the grounds for referring the case, and what is Tehran\u2019s response?<\/h2>\n<p>The Board of Governors\u2019 latest move follows on from an IAEA resolution adopted in June 2025. The Agency found that Iran was in breach of its non-proliferation obligations, citing obstruction of inspections, the continuation of enrichment activities and a lack of convincing explanations regarding undeclared facilities and materials.<\/p>\n<p>Iran had previously denied the IAEA\u2019s allegations. Its diplomatic mission to the agency described the decision to refer the matter to the Security Council as \u00abpolitical\u00bb and as having been taken without consensus. Before the vote, representatives from Tehran stated that the agency had never \u00abconfirmed the removal of nuclear materials\u00bb.<\/p>\n<h2>Vacuum inspection and subsequent consideration by the Security Council<\/h2>\n<p>Since February 2026, the IAEA has not visited any Iranian nuclear facilities apart from the Bushehr nuclear power station. Inspectors have also not visited the sites that the US and Israel bombed in June 2025. This gap comes on top of the loss of oversight over the production, movement and installation of centrifuges, which began as early as the start of 2021.<\/p>\n<p>The IAEA emphasises that, as a result, the \u00abcontinuity of knowledge\u00bb regarding uranium, centrifuges and related items that are supposed to be under the agency\u2019s supervision has been lost. It is unable to verify their current status, quantity or location. Eric Brewer, an expert at the Nuclear Threat Initiative, believes that the agency will need enhanced monitoring and a considerable amount of time to re-establish a basic understanding of the situation.<\/p>\n<p>The UN Security Council will now determine the possible international consequences. Following the previous referral of the Iranian case in 2006, it adopted a series of resolutions that paved the way for sanctions against Tehran.
