A special border regime has been introduced within a one-kilometre strip along Ukraine\u2019s state border with Russia and Belarus. Free entry, stay, residence, movement and work in this area are restricted for the duration of martial law. The State Border Guard Service will monitor compliance with the rules, and lawful access is possible only with the permission of the relevant authority.<\/p>\n
Briefly about the main points<\/strong><\/p>\n The Cabinet of Ministers has approved the amendments Resolution No. 1049<\/strong> dated 17 August 2026. The document came into force on 25 August and established special measures in the area closest to the border for the duration of martial law.<\/p>\n This new provision should be distinguished from the general border zone, which, along land sections of the border, generally extends to five kilometres. A permit system for the wider zone already existed, so the changes do not mean that it was previously an area of unrestricted access.<\/p>\n Within the special zone, unauthorised entry, presence, residence and movement of persons are prohibited. Work may not be carried out without valid grounds either.<\/p>\n An exception has been made for activities relating to repelling Russian aggression, the defence of Ukraine or the protection of the state border. The State Border Guard Service explained that the stricter rules were introduced due to the security situation in the north and the need for tighter controls immediately adjacent to the border.<\/p>\n To enter, stay, reside or carry out work, you must apply to the border guard detachment responsible for the relevant area. The permit issued by that detachment is valid only within that area.<\/p>\n\n
