According to EU sources, the political decision may involve approximately \u20ac3.2 billion. The mechanism expands funding for missile defence in the face of Russian attacks.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The EU has agreed on a mechanism for purchasing US PAC-3 systems using loan funds.<\/li>\n<li>An estimated \u20ac3.2 billion could be allocated to Patriot interceptors.<\/li>\n<li>The \u20ac6.1 billion package also includes radars, ammunition and other air defence equipment.<\/li>\n<li>The exemption applies when European manufacturers fail to supply the required volumes on time.<\/li>\n<li>The new channel complements the PURL, through which the majority of Patriot interceptors are received.<\/li>\n<\/ul>\n<\/div>\n<h2>The EU package includes air defence systems, missiles and radars<\/h2>\n<p>On 24 August, the European Commission approved \u20ac6.1 billion in new defence procurement for Ukraine. The funds are earmarked for air defence and missile defence systems, missiles, ammunition and radars; this package is therefore not limited to systems <a href=\"https:\/\/ukrmedia.news\/en\/main-news\/ukraina-kontrakty-rakety-patriot\/\">Patriot<\/a>.<\/p>\n<p>European Commissioner for Defence <strong>Andrius Kubilius<\/strong> He explained the urgency of strengthening air defence by citing figures showing that Ukraine had suffered 376 missile strikes in July alone. According to him, Ukraine urgently needs missiles and air defence systems to protect itself against Russian attacks.<\/p>\n<h2>An exception to the rules has opened up procurement opportunities in the US<\/h2>\n<p>On 8 September, the European Commission officially confirmed a derogation from the programme\u2019s rules for critically needed products outside the EU. The usual procedure <a href=\"https:\/\/ukrmedia.news\/en\/economics\/eu-finansuvannya-ukrainy-2026-2027\/\">Ukraine Support Loan<\/a> provides for priority to be given to procurement from European and Ukrainian manufacturers.<\/p>\n<p>An exception may be made if European manufacturers are unable to supply the required weapons in the necessary quantities and within a short timeframe. Ukraine had previously made an official request to the European Commission to allow it to use a loan for <a href=\"https:\/\/ukrmedia.news\/en\/science-tech\/yak-pratsiuie-patriot-pryntsyp-dii-pac-3\/\">PAC-3<\/a> in the US. According to sources in the EU, the agreed political decision amounts to around \u20ac3.2 billion.<\/p>\n<h2>The new resource complements the PURL mechanism<\/h2>\n<p>The Ukraine Support Loan amounts to \u20ac90 billion, of which \u20ac60 billion is earmarked for defence needs in 2026\u20132027. Up to \u20ac28.3 billion has been earmarked for the defence component of the programme in 2026; Ukraine has already received around \u20ac8.4 billion for defence procurement.<\/p>\n<p>According to the Ministry of Defence, around 95% Patriot interceptors, including PAC-3s, are currently being supplied via PURL \u2014 a mechanism through which partners finance the procurement of US weaponry. The new EU decision introduces a separate payment channel for such purchases.
