Moscow is insisting that Ukrainian troops withdraw from the part of the Donbas that Russia has so far been unable to capture by military means. Kyiv has not yet agreed to such a concession.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Kushner stated that the peace agreement has been almost entirely finalised.<\/li>\n<li>The main unresolved issue remains the Donbas.<\/li>\n<li>Putin is demanding that the Ukrainian Armed Forces withdraw from territories controlled by Ukraine.<\/li>\n<li>Kyiv is, for the time being, refusing to withdraw from these positions of its own accord.<\/li>\n<li>Ukraine controls approximately 21\u201322% of the Donetsk region.<\/li>\n<li>A new round of trilateral talks is being planned for October.<\/li>\n<\/ul>\n<\/div>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" data-section-id=\"1aox78u\" data-start=\"1104\" data-end=\"1171\">Kushner described the territorial issue as the last major obstacle<\/h2>\n<p data-start=\"1173\" data-end=\"1334\">An envoy of US President Donald Trump <strong data-start=\"1214\" data-end=\"1231\">Jared Kushner<\/strong> stated that the negotiators had already come close to agreeing on most of the future peace deal.<\/p>\n<p data-start=\"1336\" data-end=\"1499\">According to him, the main problem at present boils down to the Russian president\u2019s demand <strong>Vladimir Putin<\/strong>, so that the Ukrainian army <strong data-start=\"1459\" data-end=\"1498\">crossed the line set by Moscow<\/strong>.<\/p>\n<blockquote data-start=\"1501\" data-end=\"1725\">\n<p data-start=\"1503\" data-end=\"1725\">\u00abThe peace agreement has almost been finalised, but Putin is demanding that Ukraine withdraw beyond a certain line that he has drawn. If the Ukrainians do that, then we are all set for peace, but they are not yet willing to withdraw their troops,\u00bb said Kushner.<\/p>\n<\/blockquote>\n<p data-start=\"1727\" data-end=\"1825\">In the context of the negotiations, the main focus is on <strong data-start=\"1774\" data-end=\"1824\">areas of the Donetsk Oblast under Ukrainian control<\/strong>.<\/p>\n<p data-start=\"1827\" data-end=\"2086\">Reuters reports that <a href=\"https:\/\/ukrmedia.news\/en\/politics\/trump-zelensky-peace-talks-territorial\/\">territorial issue<\/a> This remains the main point of contention: Moscow wants to take control of the rest of eastern Donbas, whilst Kyiv refuses to hand over territory that the Ukrainian army continues to hold.<\/p>\n<h2 data-section-id=\"1m2ihvi\" data-start=\"2088\" data-end=\"2138\">Russia is claiming territories it has failed to capture<\/h2>\n<p data-start=\"2140\" data-end=\"2239\">According to Ukrainian figures, Russia does not currently control approximately <strong data-start=\"2200\" data-end=\"2238\">21\u201322% in the Donetsk Oblast<\/strong>.<\/p>\n<p data-start=\"2241\" data-end=\"2515\">This includes, amongst other things, a well-fortified belt of towns and positions that remain under the control of the Ukrainian Defence Forces. Moscow has been attempting to capture these areas for a long time, but has been unable to achieve its objective by military means.<\/p>\n<p data-start=\"2517\" data-end=\"2688\">That is precisely why the Ukrainian side regards the Russian demand as a de facto proposal <strong data-start=\"2596\" data-end=\"2687\">to cede, through diplomatic channels, the territory which the Russian army was unable to capture on the battlefield<\/strong>.<\/p>\n<p data-start=\"2690\" data-end=\"2786\">Earlier, President <strong>Volodymyr Zelenskyy<\/strong> repeatedly <a href=\"https:\/\/ukrmedia.news\/en\/politics\/zelenskiy-postupky-terytoriyamy\/\">rejected the idea of a unilateral withdrawal by the Ukrainian Armed Forces<\/a> from the Donetsk region.<\/p>\n<p data-start=\"2788\" data-end=\"3111\">Previous US proposals had considered the idea of establishing a demilitarised or free economic zone in part of the Donbas. Kyiv insisted that if Ukrainian troops were to withdraw from the front line, Russian forces must retreat a comparable distance on their side.<\/p>\n<h2 data-section-id=\"eitnaa\" data-start=\"3113\" data-end=\"3169\">Putin did not change his position following the meeting with the Americans<\/h2>\n<p data-start=\"3171\" data-end=\"3304\">In early September, Kushner, together with <strong>Steve Witkoff<\/strong> visited Moscow, where the American delegation held talks with Putin for over three hours.<\/p>\n<p data-start=\"3306\" data-end=\"3388\">The negotiators then travelled to Kyiv and met with Volodymyr Zelenskyy.<\/p>\n<p data-start=\"3390\" data-end=\"3658\">However, sources familiar with the progress of the negotiations reported that Moscow <strong data-start=\"3461\" data-end=\"3535\">has not shown any willingness to make significant territorial concessions<\/strong>. Putin continues to insist on control over the Donbas and other long-standing demands of the Kremlin.<\/p>\n<p data-start=\"3660\" data-end=\"3898\">Zelenskyy after <a href=\"https:\/\/ukrmedia.news\/en\/politics\/witkoff-kushner-kyiv-talks\/\">meetings<\/a> Speaking with US representatives, he stated that Kushner and Witkoff had brought several new \u00abvery good, worthwhile\u00bb ideas to Kyiv, but the parties had agreed not to disclose them publicly for the time being.<\/p>\n<h2 data-section-id=\"lifzli\" data-start=\"3900\" data-end=\"3945\">Negotiations may resume as early as October<\/h2>\n<p data-start=\"3947\" data-end=\"4130\">On 12 September, the head of the President\u2019s Office, Kirill Budanov, told Reuters that Ukraine is preparing for <strong data-start=\"4042\" data-end=\"4129\">the resumption of trilateral talks involving Kyiv, Moscow and Washington in October<\/strong>.<\/p>\n<p data-start=\"4132\" data-end=\"4269\">The venue has not yet been decided. Turkey, the UAE and Switzerland have previously been mentioned as possible options.<\/p>\n<p data-start=\"4271\" data-end=\"4380\">The previous round of trilateral talks took place in Geneva in February, after which the diplomatic process effectively ground to a halt.<\/p>\n<p data-start=\"4382\" data-end=\"4566\">Meanwhile, the fighting continues. On 12 September, Russia continued its large-scale attacks on Ukraine, resulting in civilian deaths in several regions.<\/p>\n<h2 data-section-id=\"w00gf3\" data-start=\"4568\" data-end=\"4627\">Territories remain the key issue in the forthcoming agreement<\/h2>\n<p data-start=\"4629\" data-end=\"4723\">Despite claims of significant progress, it is the Donbas that is currently preventing the parties from finalising the agreement.<\/p>\n<p data-start=\"4725\" data-end=\"4970\">For Moscow, the withdrawal of Ukrainian troops from the remaining parts of the Donetsk region under Kyiv\u2019s control remains one of its key demands.
