The Main Intelligence Directorate reports that a key oil refining unit and the tank farm were hit. Following the strikes, a massive fire broke out on the plant\u2019s premises, the glow from which was visible for tens of kilometres. Russian and monitoring sources also reported explosions and a fire in the vicinity of the refinery.<\/p>\n<div class=\"news-summary-box\"><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>On the night of 13 September, the Defence Forces attacked the \u00abSlavyansk-ECO\u00bb oil refinery.<\/li>\n<li>The Main Intelligence Directorate claims that an oil refinery has been hit.<\/li>\n<li>The company\u2019s tank farm has also been damaged.<\/li>\n<li>Following the strike, a major fire broke out on the refinery\u2019s premises.<\/li>\n<li>The refinery processes around 4 million tonnes of crude oil a year.<\/li>\n<li>\u00abSlavyansk-ECO\u00bb has already been attacked on several occasions by Ukrainian forces.<\/li>\n<\/ul>\n<\/div>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" data-section-id=\"18s1nwy\" data-start=\"1089\" data-end=\"1142\">The Main Intelligence Directorate announced that two key sections of the oil refinery had been hit<\/h2>\n<p data-start=\"1144\" data-end=\"1338\">According to the Main Intelligence Directorate of the Ukrainian Ministry of Defence, the operation was carried out by operators <strong data-start=\"1231\" data-end=\"1299\">The Department of Active Operations and the Department of Unmanned Systems of the Main Intelligence Directorate<\/strong> alongside the other components of the Defence Forces.<\/p>\n<p data-start=\"1340\" data-end=\"1394\">The target was the \u00abSlavyansk-ECO\u00bb oil refinery in Slavyansk-na-Kubani.<\/p>\n<p data-start=\"1396\" data-end=\"1484\">Ukrainian intelligence reports that at least two key parts of the facility were hit:<\/p>\n<ul data-start=\"1486\" data-end=\"1586\">\n<li data-section-id=\"9s3jcd\" data-start=\"1486\" data-end=\"1522\">a key oil refinery;<\/li>\n<li data-section-id=\"xa1c8d\" data-start=\"1523\" data-end=\"1586\">a tank farm where raw materials and petroleum products are stored.<\/li>\n<\/ul>\n<p data-start=\"1588\" data-end=\"1833\">Following the strike, a major fire broke out at the plant. Local and monitoring sources also reported a series of explosions in Sloviansk-na-Kubani and a fire in the area around the oil refinery throughout the night.<\/p>\n<h2 data-section-id=\"rqjjuu\" data-start=\"1835\" data-end=\"1889\">The glow from the fire could be seen from dozens of kilometres away<\/h2>\n<p data-start=\"1891\" data-end=\"2001\">Footage taken at night and posted online shows a bright glow over the industrial area and several pockets of fire.<\/p>\n<p data-start=\"2003\" data-end=\"2106\">The Main Intelligence Directorate notes that thick smoke and the glow from the fire were visible <strong data-start=\"2063\" data-end=\"2088\">dozens of kilometres away<\/strong> from the company.<\/p>\n<p data-start=\"2108\" data-end=\"2357\">It is damage to the primary processing plant that may have the greatest impact on operations <a href=\"https:\/\/ukrmedia.news\/en\/world\/drony-atakuvaly-saratovskyi-npz\/\">Oil refinery<\/a>, \u2026than a fire in a single tank, as such installations form a key part of the production cycle \u2014 crude oil passes through them before being further separated into fractions.<\/p>\n<p data-start=\"2359\" data-end=\"2478\">The exact extent of the damage and the length of time for which the company may have to scale back or suspend operations are currently being assessed.<\/p>\n<h2 data-section-id=\"flksx4\" data-start=\"2480\" data-end=\"2535\">\u00abSlavyansk-ECO\u00bb processes millions of tonnes of crude oil every year<\/h2>\n<p data-start=\"2537\" data-end=\"2623\">\u00abSlavyansk-ECO\u00bb is a major private oil refinery in the Krasnodar Krai.<\/p>\n<p data-start=\"2625\" data-end=\"2887\">The company itself claims to process around <strong data-start=\"2669\" data-end=\"2702\">4 million tonnes of crude oil per year<\/strong>. The company\u2019s structure comprises its own railway infrastructure, logistics assets and associated facilities for the transport of petroleum products.<\/p>\n<p data-start=\"2889\" data-end=\"3127\">Other industry estimates put the plant\u2019s design capacity at <strong data-start=\"2956\" data-end=\"2982\">up to 5.2 million tonnes per year<\/strong>. In previous years, the company produced petrol fractions, kerosene, diesel, fuel oil and other petroleum products.<\/p>\n<p data-start=\"3129\" data-end=\"3354\">The company is also carrying out a large-scale modernisation programme. The Russian local authorities had previously announced plans to increase the plant\u2019s processing capacity in the long term to <strong data-start=\"3292\" data-end=\"3315\">6.5 million tonnes a year<\/strong>.<\/p>\n<h2 data-section-id=\"d84909\" data-start=\"3356\" data-end=\"3387\">The factory had already been attacked in June<\/h2>\n<p data-start=\"3389\" data-end=\"3432\">This is by no means the first blow to \u00abSlavyansk-ECO\u00bb.<\/p>\n<p data-start=\"3434\" data-end=\"3787\">On the night of <strong data-start=\"3446\" data-end=\"3469\">28 June 2026<\/strong> The Main Intelligence Directorate (GUR), together with the Security Service of Ukraine (SBU), the Unmanned Systems Forces, the State Border Guard Service (DPSU) and other components of the Defence Forces, has already attacked this oil refinery. Ukrainian intelligence described it at the time as one of the largest oil refineries in southern Russia, supplying the Russian army with resources and generating revenue for the Russian Federation\u2019s budget.<\/p>\n<p data-start=\"3789\" data-end=\"3997\">Following the attack in June, the Russian side confirmed that there had been a fire at the plant. It took more than three days to extinguish the fire \u2014 it was not until 1 July that the fire was reported to have been fully brought under control.<\/p>\n<p data-start=\"3999\" data-end=\"4133\">At the time, the company \u00abSlavyansk-ECO\u00bb also officially acknowledged the \u00abexternal influence\u00bb and the fire on the refinery\u2019s premises.<\/p>\n<h2 data-section-id=\"1xq8hwc\" data-start=\"4135\" data-end=\"4191\">The oil refinery is linked to Russian exports of petroleum products<\/h2>\n<p data-start=\"4193\" data-end=\"4252\">The company does not operate solely in the domestic Russian market.<\/p>\n<p data-start=\"4254\" data-end=\"4494\">The GUR database on Russian maritime logistics contains data on exports of \u00abSlavyansk-EKO\u00bb products via Black Sea ports. In particular, in 2025, the company\u2019s petroleum products were transported by sea from <a href=\"https:\/\/ukrmedia.news\/en\/world\/drony-atakuvaly-port-taman-pozhezha\/\">Taman\u00ed<\/a> to Syria.<\/p>\n<p data-start=\"4496\" data-end=\"4624\">Revenue from the export of oil and petroleum products remains one of the key sources of income for the Russian economy and the state budget.<\/p>\n<p data-start=\"4626\" data-end=\"4753\">That is precisely why oil refineries, oil depots and export infrastructure are regularly targeted by Ukrainian deep-strike operations.<\/p>\n<h2 data-section-id=\"639f9g\" data-start=\"4755\" data-end=\"4806\">The blows to the Russian oil refining industry continue<\/h2>\n<p data-start=\"4808\" data-end=\"4911\">The attack on 13 September was the latest episode in Ukraine\u2019s campaign against Russia\u2019s fuel and energy infrastructure.<\/p>\n<p data-start=\"4913\" data-end=\"5103\">Over the past few months, Ukrainian forces have been carrying out regular strikes on oil refineries, oil depots and other infrastructure that supplies the Russian army with fuel and generates export revenue for Moscow.<\/p>\n<p data-start=\"5105\" data-end=\"5406\">In the case of \u00abSlavyansk-EKO\u00bb, the strike reported by the Main Intelligence Directorate is of particular significance, specifically <strong data-start=\"5179\" data-end=\"5239\">the processing plant and the tank farm at the same time<\/strong>. If the extent of the damage is confirmed, restoring the plant to full operation may require more complex repairs than would be necessary following a localised fire in a single
