This relates, in particular, to draft laws concerning the fulfilment of international obligations and the raising of funds for the budget. On 14 September, Prime Minister Serhiy Koretskyi described the state of public finances as bordering on critical.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Zelenskyy called on the Rada and the government to speed up budgetary decisions.<\/li>\n<li>The Cabinet of Ministers must implement 42 decisions in order to secure international support.<\/li>\n<li>The deadline for the government to fulfil its obligations has been postponed to 15 October.<\/li>\n<li>The World Bank is preparing $841 million in support backed by Canadian guarantees.<\/li>\n<li>On 15 September, MPs will consider the dismissal of Prosecutor General Ruslan Kravchenko.<\/li>\n<\/ul>\n<\/div>\n<h2>What measures do the authorities link to international support?<\/h2>\n<p>According to <strong>Koretsky\u2019s<\/strong>, the government and parliament must adopt, as soon as possible, the package of measures required to fulfil international obligations. According to the government\u2019s assessment, any delay in passing the necessary legislation could jeopardise part of the planned external funding.<\/p>\n<p>In early September <a href=\"https:\/\/ukrmedia.news\/en\/economics\/dotatsiya-pryfrontovym-hromadam-2-3-mlrd\/\">Cabinet of Ministers<\/a> submitted three further documents to the Verkhovna Rada concerning the National Securities and Stock Market Commission, Ukrzaliznytsia and the High Qualification Commission of Judges. The authorities link the adoption of these documents to securing international financial assistance and covering the budget deficit.<\/p>\n<p>The government must implement 42 decisions to secure international support. It had previously been planned to complete this work by 1 November, but the deadline has been brought forward to 15 October. According to the IMF, the state budget deficit, excluding grants, is estimated at 2.148 trillion hryvnias in 2026, so covering it will require substantial donor support.<\/p>\n<h2>Tax revenue and immediate assistance from the World Bank<\/h2>\n<p>Separately<strong> Zelensky<\/strong> He instructed that the work of the State Tax Service and other bodies responsible for budget revenue be reviewed. The President emphasised the need to make the most effective use of the state\u2019s internal resources.<\/p>\n<p>This year, the government expects to raise around 29.5 billion dollars in international funding to balance the budget, cover social spending and meet the needs of the Defence Forces. The Ministry of Finance reported that, over the first eight months, the General Fund <a href=\"https:\/\/ukrmedia.news\/en\/economics\/world-bank-841m-pensions-ukraine\/\">state budget<\/a> almost 2.3 trillion hryvnias were received.<\/p>\n<p>Koretsky also stated that Ukraine will soon receive $841 million in budgetary support from the World Bank, guaranteed by Canada. The funds will be used to reimburse the state budget for pension payments.<\/p>\n<h2>On 15 September, the Rada will consider a motion to dismiss the Prosecutor General<\/h2>\n<p>The dismissal of the Attorney General will be a separate item on the parliamentary agenda on 15 September <a href=\"https:\/\/ukrmedia.news\/en\/politics\/zvilnennia-ruslana-kravchenka-genprokuror\/\">Ruslana Kravchenko<\/a>. Volodymyr Zelenskyy submitted a request for approval of his resignation on 14 September.<\/p>\n<p>The relevant committee of the Verkhovna Rada has already endorsed the President\u2019s proposal.
