According to a draft document from the European Commission, seen by Reuters, <strong data-start=\"435\" data-end=\"556\">There are plans to restrict children under the age of 15 from accessing social media, video platforms, AI chatbots and online games without supervision<\/strong>. We are talking about the forthcoming <strong data-start=\"619\" data-end=\"634\">EU Kids Act<\/strong>, which European Commission President Ursula von der Leyen and European Commissioner for Technology Henna Wirkkunen are due to present this week. The final provisions of the document may still be subject to change, and following the presentation, it must be approved by the EU Member States and the European Parliament.<\/p>\n<div class=\"news-summary-box\"><strong>Key points at a glance:<\/strong><\/p>\n<ul>\n<li>The EU is preparing new restrictions for children under the age of 15.<\/li>\n<li>They will cover social media, ChatGPT, YouTube and online games.<\/li>\n<li>Children aged 13\u201314 will only be allowed to have accounts supervised by their parents.<\/li>\n<li>Platforms will be required to verify users\u2019 ages.<\/li>\n<\/ul>\n<\/div>\n<h2 data-section-id=\"ug5jks\" data-start=\"1283\" data-end=\"1348\">There are plans to restrict access to social media and ChatGPT for children under 15<\/h2>\n<p data-start=\"1350\" data-end=\"1490\">The offering covers a wide range of digital services: social media, video-streaming platforms, generative AI chatbots and online games.<\/p>\n<p data-start=\"1492\" data-end=\"1778\">Reuters is among the services that may be affected <a href=\"https:\/\/ukrmedia.news\/en\/world\/france-social-media-ban-under-15\/\">new rules<\/a>, refers to <strong data-start=\"1561\" data-end=\"1611\">Facebook, Instagram, TikTok, YouTube and ChatGPT<\/strong>. The tightening of regulations was prompted by concerns about the impact of digital platforms on children\u2019s health, safety and mental wellbeing.<\/p>\n<p data-start=\"1780\" data-end=\"1900\">The European Commission does not wish to introduce a blanket ban applicable to all children, but rather <strong data-start=\"1862\" data-end=\"1899\">gradual access depending on age<\/strong>.<\/p>\n<p data-start=\"1902\" data-end=\"1923\">According to the provisional plan:<\/p>\n<ul data-start=\"1925\" data-end=\"2322\">\n<li data-section-id=\"rscark\" data-start=\"1925\" data-end=\"1994\">for children <strong data-start=\"1933\" data-end=\"1947\">up to 3 years<\/strong> access to such services will not be provided;<\/li>\n<li data-section-id=\"4817hk\" data-start=\"1995\" data-end=\"2108\">at the age of <strong data-start=\"2004\" data-end=\"2018\">3\u201312 years<\/strong> it will only be possible to use safe children\u2019s services under the full supervision of parents;<\/li>\n<li data-section-id=\"v6oyay\" data-start=\"2109\" data-end=\"2201\">teenagers <strong data-start=\"2120\" data-end=\"2135\">13\u201314 years old<\/strong> will be able to access special starter accounts set up by their parents;<\/li>\n<li data-section-id=\"1f96lr8\" data-start=\"2202\" data-end=\"2322\">\u0437 <strong data-start=\"2206\" data-end=\"2218\">15 years<\/strong> Users will be able to create their own accounts.<\/li>\n<\/ul>\n<h2 data-section-id=\"1cd4fl6\" data-start=\"2324\" data-end=\"2385\">Time limits and parental controls are to be introduced for teenagers<\/h2>\n<p data-start=\"2387\" data-end=\"2471\">Significantly stricter rules are in place for users aged 13\u201314 than for adults.<\/p>\n<p data-start=\"2473\" data-end=\"2739\">Such accounts will have <strong data-start=\"2495\" data-end=\"2581\">a limited circle of contacts, strict time limits and enhanced parental control<\/strong>. Platforms will also be required to provide children with simple tools for reporting dangerous or harmful content.<\/p>\n<p data-start=\"2741\" data-end=\"2913\">Companies may be banned from using design features that encourage addiction, as well as algorithmic feeds capable of regularly exposing children to harmful content.<\/p>\n<p data-start=\"2915\" data-end=\"3235\">The EU is already tightening its control over large digital services. At the end of August, the European Commission, in particular, officially classified <strong data-start=\"3024\" data-end=\"3052\">ChatGPT, Reddit and Roblox<\/strong> among the largest digital services, in accordance with the rules <a href=\"https:\/\/digitalfairnessact.com\/digital-services-act-dsa\" target=\"_blank\" rel=\"noopener\">Digital Services Act<\/a>, which imposes additional obligations on them regarding the assessment of risks to minors.<\/p>\n<h2 data-section-id=\"24oszd\" data-start=\"3237\" data-end=\"3278\">Social media platforms will be required to verify users\u2019 ages<\/h2>\n<p data-start=\"3280\" data-end=\"3330\">One of the key changes is mandatory age verification.<\/p>\n<p data-start=\"3332\" data-end=\"3555\">Social media platforms and video-sharing sites will be required to verify a user\u2019s age when a new account is created. For online games, the aim is to carry out age verification before the game is even downloaded.<\/p>\n<p data-start=\"3557\" data-end=\"3831\">European regulations already require the use of age verification mechanisms for high-risk services, and also recommend that children\u2019s accounts be set to the highest level of privacy by default and that unwanted contact be restricted.<\/p>\n<p data-start=\"3833\" data-end=\"4033\">Tech companies may also be required to pay <strong data-start=\"3891\" data-end=\"3922\">special supervisory levy<\/strong>, which will be used to fund the monitoring of compliance with the new rules.<\/p>\n<h2 data-section-id=\"1bri6y2\" data-start=\"4035\" data-end=\"4068\">The ban has not yet come into force<\/h2>\n<p data-start=\"4070\" data-end=\"4182\">It is important to note that at this stage we are talking specifically about <strong data-start=\"4114\" data-end=\"4150\">draft legislation<\/strong>, rather than the ban that has already been introduced.<\/p>\n<p data-start=\"4184\" data-end=\"4467\">The EU Kids Act has yet to be officially presented, after which the European Commission will have to negotiate the text with the EU Member States and the European Parliament.
