During martial law, it is proposed that a fine of <strong data-start=\"339\" data-end=\"353\">17 000 UAH<\/strong>, and for a repeat offence \u2014 to <strong data-start=\"374\" data-end=\"388\">UAH 34,000<\/strong> with a driving ban of between three and six months. This refers, in particular, to cars and motorbikes with excessively loud or modified exhaust systems.<\/p>\n<p dir=\"auto\" data-start=\"1179\" data-end=\"1243\">During the period of martial law, significantly stricter measures are in place <a href=\"https:\/\/ukrmedia.news\/en\/vazhlyvo-znaty\/yak-pereviryty-shtrafy-pdr-za-nomerom-avto\/\">fines<\/a>:<\/p>\n<p dir=\"auto\" data-start=\"1245\" data-end=\"1281\"><strong data-start=\"1245\" data-end=\"1259\">17 000 UAH<\/strong> \u2014 for the first offence;<\/p>\n<p dir=\"auto\" data-start=\"1283\" data-end=\"1336\"><strong data-start=\"1283\" data-end=\"1297\">UAH 34,000<\/strong> \u2014 for a repeat offence within a year.<\/p>\n<p dir=\"auto\" data-start=\"1338\" data-end=\"1533\">A repeat offence during martial law is also punishable by <strong data-start=\"1404\" data-end=\"1494\">disqualification from driving for a period of between three and six months<\/strong>.<\/p>\n<p dir=\"auto\" data-start=\"1535\" data-end=\"1684\">In peacetime, it is proposed that the fines be halved: 8,500 UAH for a first offence and 17,000 UAH for a repeat offence.<\/p>\n<h2 dir=\"auto\" data-section-id=\"n1blhg\" data-start=\"1686\" data-end=\"1719\">How will excessive noise be determined?<\/h2>\n<p dir=\"auto\" data-start=\"1721\" data-end=\"2032\">Separate noise standards should be drawn up for different categories of vehicles. In doing so, the manufacturers\u2019 specifications for specific cars and motorbikes must be taken into account, so that vehicles which are noisy due to the manufacturer\u2019s design features are not subject to penalties.<\/p>\n<p dir=\"auto\" data-start=\"2034\" data-end=\"2121\">It is also proposed to set separate standards for night-time \u2014 <strong data-start=\"2100\" data-end=\"2120\">from 22:00 to 08:00<\/strong>.<\/p>\n<p dir=\"auto\" data-start=\"2123\" data-end=\"2404\">The sponsors of the bill explain the need for these changes, in particular, by reference to the conditions of martial law. Extremely loud noises from engines and exhaust systems may resemble the sounds of drones or explosions and create additional danger and anxiety for people.<\/p>\n<h2 dir=\"auto\" data-section-id=\"seeamo\" data-start=\"2406\" data-end=\"2449\">The bill has yet to be finally adopted<\/h2>\n<p dir=\"auto\" data-start=\"2451\" data-end=\"2742\">Bill No. 15358 was registered on 26 June 2026. Its authors include MPs Yaroslav Zheleznyak, Maksym Khlapuk, Oleg Bondarenko and others. On 14 September, the Verkhovna Rada Committee on Law Enforcement recommended that the bill be supported.<\/p>\n<p dir=\"auto\" data-start=\"2744\" data-end=\"2941\"><strong data-start=\"2744\" data-end=\"2817\">On 16 September, the Verkhovna Rada adopted the document in principle, subject to further revision<\/strong>, after which its status on the Parliament\u2019s website changed to \u00abbeing prepared for second reading\u00bb.<\/p>\n<p dir=\"auto\" data-start=\"2943\" data-end=\"3177\">Therefore, fines of 17,000 and 34,000 UAH <strong data-start=\"2978\" data-end=\"2993\">are not yet in force<\/strong>.
