During a speech in North Carolina, he once again cited the personal animosity between Volodymyr Zelenskyy and Vladimir Putin as one of the reasons for the difficulties in the negotiations. When asked by journalists what was preventing such an agreement, he replied: <strong data-start=\"2063\" data-end=\"2107\">\u00abTwo people who hate each other\u00bb<\/strong>.<\/p>\n<p data-start=\"2148\" data-end=\"2282\">Trump had previously said that he had expected the war to be resolved more quickly, but the negotiation process proved to be more complicated than he had anticipated.<\/p>\n<p data-start=\"2284\" data-end=\"2475\">Meanwhile, Russia continues to <a href=\"https:\/\/ukrmedia.news\/en\/main-news\/raketnyi-udar-kyiv-17-veresnia-2026\/\">attacks on Ukrainian territory<\/a>. On 17 September, Russian attacks caused further casualties and destruction in Kyiv and other Ukrainian cities.<\/p>\n<h2 data-section-id=\"xd4ay8\" data-start=\"2477\" data-end=\"2541\">The US tried to negotiate a halt to attacks on the energy sector<\/h2>\n<p data-start=\"2543\" data-end=\"2696\">Trump\u2019s latest comments came a few days after his attempt to secure a mutual ceasefire between Russia and Ukraine regarding attacks on energy infrastructure.<\/p>\n<p data-start=\"2698\" data-end=\"3017\">On 14 September, Trump stated that both sides had allegedly agreed not to attack each other\u2019s energy infrastructure. Zelenskyy subsequently clarified that <strong data-start=\"2839\" data-end=\"2875\">There is no formal agreement as yet<\/strong>, however, Ukraine is prepared to support such a move if the US ensures that Russia actually fulfils its obligations.<\/p>\n<p data-start=\"3019\" data-end=\"3226\">The following day, the Kremlin described the idea as a positive one, but did not confirm that an agreement had already been reached. Meanwhile, attacks on energy infrastructure continued on both sides.<\/p>\n<h2 data-section-id=\"1k2e6hy\" data-start=\"3228\" data-end=\"3262\">Why did Trump start talking about diesel?<\/h2>\n<p data-start=\"3264\" data-end=\"3432\">In recent days, the US President has repeatedly linked high diesel prices to Russia\u2019s war against Ukraine and Ukrainian strikes on Russian oil refineries.<\/p>\n<p data-start=\"3434\" data-end=\"3602\">On 13 September, he even called on Zelenskyy to halt strikes on Russian facilities involved in the production of diesel fuel.<\/p>\n<p data-start=\"3604\" data-end=\"3885\">The Ukrainian attacks have indeed had a significant impact on Russian oil refining. In September <strong data-start=\"3704\" data-end=\"3810\">Half of Russia\u2019s largest diesel refineries have been forced to scale back or suspend operations<\/strong>, whilst Moscow has restricted fuel exports.<\/p>\n<p data-start=\"3887\" data-end=\"4191\">However, the rise in global prices is not solely down to the Russia-Ukraine war. The market is simultaneously under pressure from <strong data-start=\"4014\" data-end=\"4152\">hostilities in the Middle East, supply issues via the Strait of Hormuz and attacks on Saudi Arabia\u2019s energy infrastructure<\/strong>.<\/p>\n<h2 data-section-id=\"10fnz2h\" data-start=\"4193\" data-end=\"4239\">Washington is stepping up economic pressure on Russia<\/h2>\n<p data-start=\"4241\" data-end=\"4461\">Against the backdrop of <a href=\"https:\/\/ukrmedia.news\/en\/world\/russia-talks-without-ceasefire\/\">negotiations<\/a> On 16 September, the US House of Representatives passed a major package of sanctions against Russia. The bill received <strong data-start=\"4361\" data-end=\"4395\">262 votes \u00abfor\u00bb and 159 \u00abagainst\u00bb<\/strong> and was sent to Trump.<\/p>\n<p data-start=\"4463\" data-end=\"4739\">The document provides for additional sanctions against Russian officials and the financial and energy sectors, and also empowers the President to impose high tariffs on countries that continue to purchase Russian energy resources on a large scale.<\/p>\n<p data-start=\"4741\" data-end=\"4984\">Thus, Trump\u2019s latest prediction regarding the end of the war remains, for the time being, <strong data-start=\"4816\" data-end=\"4832\">his assessment<\/strong>, rather than an announcement of a peace agreement having been reached.
