According to him, the funds were allocated to defence procurement as early as the first and second quarters, which is why the government now needs to seek additional funding by the end of the year.<\/p>\n<div class=\"news-summary-box\"><strong>Key points at a glance:<\/strong><\/p>\n<ul>\n<li>Cymbaliuk stated that the Ministry of Defence was facing a funding shortfall.<\/li>\n<li>Some of the money for the fourth quarter had already been spent.<\/li>\n<li>The funds were allocated, in particular, to anti-drone measures.<\/li>\n<li>The government will once again have to amend the national budget.<\/li>\n<li>Payments to military personnel remain a priority.<\/li>\n<\/ul>\n<\/div>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-section-id=\"n4cedq\" data-start=\"980\" data-end=\"1001\">What Tsymbaliuk said<\/h2>\n<p dir=\"auto\" data-start=\"1003\" data-end=\"1205\">According to the Member of Parliament, whilst Fedorov was serving as Minister of Defence, a decision was taken to use part of the funding earmarked for the last three months of the year as early as the first half of the year.<\/p>\n<blockquote data-start=\"1207\" data-end=\"1451\">\n<p dir=\"auto\" data-start=\"1209\" data-end=\"1451\">\u00abWhen the former Defence Minister, Fedorov, was in charge of the ministry, he took a decision whereby funds earmarked for the fourth quarter were used in the first and second quarters of this year,\u00bb said Tsymbaliuk.<\/p>\n<\/blockquote>\n<p dir=\"auto\" data-start=\"1453\" data-end=\"1616\">The MP explained that the money was needed at the time for urgent purchases, in particular new anti-drone technologies, which were proving effective on the front line at that time.<\/p>\n<p dir=\"auto\" data-start=\"1618\" data-end=\"1837\">According to him, the leadership of the Ministry of Defence understood that such funding <strong data-start=\"1693\" data-end=\"1723\">won\u2019t be enough to last until the end of the year<\/strong>, and were counting on a further increase in the defence budget by the Verkhovna Rada.<\/p>\n<h2 dir=\"auto\" data-section-id=\"mqi95h\" data-start=\"1839\" data-end=\"1889\">Was it specifically about money for military salaries?<\/h2>\n<p dir=\"auto\" data-start=\"1891\" data-end=\"2045\">At the same time, Tsymbaliuk\u2019s public statement does not claim that all the funds spent ahead of schedule had been set aside specifically for military personnel\u2019s salaries.<\/p>\n<p dir=\"auto\" data-start=\"2047\" data-end=\"2324\">He spoke about the overall funding for the fourth quarter and the need to secure funding for the Ministry of Defence\u2019s expenditure until the end of the year. The MP also emphasised that <strong data-start=\"2203\" data-end=\"2285\">The pay of military personnel must remain an absolute priority<\/strong>.<\/p>\n<p dir=\"auto\" data-start=\"2326\" data-end=\"2562\">In June, the Verkhovna Rada had already increased spending on the security and defence sector by <strong data-start=\"2403\" data-end=\"2420\">1.56 trillion UAH<\/strong>. Following changes to military pay, the 2026 budget provided for approximately <strong data-start=\"2505\" data-end=\"2523\">1.454 trillion UAH<\/strong>.<\/p>\n<h2 dir=\"auto\" data-section-id=\"g4srkf\" data-start=\"2564\" data-end=\"2605\">Ukraine is once again short of funds for defence<\/h2>\n<p dir=\"auto\" data-start=\"2607\" data-end=\"2683\">The issue is far broader than a single decision taken by the Ministry of Defence\u2019s previous leadership.<\/p>\n<p dir=\"auto\" data-start=\"2685\" data-end=\"2994\">In the second half of 2026, Ukraine faced approximately <strong data-start=\"2763\" data-end=\"2818\">$27 billion in unfunded additional defence requirements<\/strong>. Finance Minister Serhiy Marchenko attributed this to the rising cost of the war, the intensity of Russian attacks and the increased needs of the Defence Forces.<\/p>\n<p dir=\"auto\" data-start=\"2996\" data-end=\"3183\">In the first half of the year, from the general fund alone <a href=\"https:\/\/ukrmedia.news\/en\/analitika\/biudzhet-2027-pdv-palne-podatok-posylky\/\">state budget<\/a> the following amount was spent on security and defence <strong data-start=\"3088\" data-end=\"3104\">1.4 trillion UAH<\/strong>, or 63% of all general fund expenditure.<\/p>\n<p dir=\"auto\" data-start=\"3185\" data-end=\"3418\">Therefore, the claim that the current deficit arose solely as a result of Fedorov\u2019s decision is, at present, <strong data-start=\"3277\" data-end=\"3298\">according to Tsymbaliuk\u2019s assessment<\/strong>. No official statement from the Ministry of Finance or the Ministry of Defence has been publicly released attributing the entire deficit solely to this decision.<\/p>\n<h2 dir=\"auto\" data-section-id=\"118u5vx\" data-start=\"3420\" data-end=\"3460\">The incumbent minister must address the Rada<\/h2>\n<p dir=\"auto\" data-start=\"3462\" data-end=\"3613\">Tsymbaliuk also stated that the current Minister of Defence <strong data-start=\"3513\" data-end=\"3530\">Yevhen Khmara<\/strong> should approach the government and the Verkhovna Rada regarding additional funding for the department.<\/p>\n<p dir=\"auto\" data-start=\"3615\" data-end=\"3813\">Khmara took charge of the Ministry of Defence in August following Fedorov\u2019s dismissal. The President\u2019s Office confirmed his appointment and his introduction to the ministry\u2019s staff on 20 August.<\/p>\n<p dir=\"auto\" data-start=\"3815\" data-end=\"3931\">It is expected that Parliament may need to make a further adjustment to the state budget in order to meet its requirements by the end of the
