Vladimir Putin\u2019s spokesperson, Dmitry Peskov, described the document as an \u00abunfriendly act\u00bb and stated that the new restrictions would allegedly complicate efforts to find a peaceful resolution to the war against Ukraine. The authors and supporters <a href=\"https:\/\/ukrmedia.news\/en\/politics\/senat-ssha-sanktsii-rf-86-holosiv\/\">of the draft law<\/a> In the US, by contrast, it is argued that stepping up economic pressure should force Moscow to take the negotiations more seriously.<\/p>\n<h2 dir=\"auto\" data-section-id=\"z7bn1z\" data-start=\"1409\" data-end=\"1446\">What do the \u00abhellish sanctions\u00bb entail?\u00bb<\/h2>\n<p dir=\"auto\" data-start=\"1448\" data-end=\"1716\">The US House of Representatives approved the bill on 16 September <strong data-start=\"1502\" data-end=\"1528\">262 votes to 159<\/strong>. Prior to this, the Senate had backed him with a result of <strong data-start=\"1574\" data-end=\"1589\">86 to 11<\/strong>. The official title of the document is \u2014 <em data-start=\"1618\" data-end=\"1677\">Lindsey O. Graham Sanctioning Russia and Iran Act 2026<\/em>.<\/p>\n<p dir=\"auto\" data-start=\"1718\" data-end=\"1763\">The draft bill introduces new restrictions against:<\/p>\n<ul data-start=\"1765\" data-end=\"2004\">\n<li data-section-id=\"l5wm2m\" data-start=\"1765\" data-end=\"1801\">the Russian energy sector;<\/li>\n<li data-section-id=\"rjpyvd\" data-start=\"1802\" data-end=\"1831\">the Russian Federation\u2019s defence industry;<\/li>\n<li data-section-id=\"k4bnuy\" data-start=\"1832\" data-end=\"1922\">the so-called \u00abshadow fleet\u00bb of tankers, which is used to circumvent oil sanctions;<\/li>\n<li data-section-id=\"1ppwcza\" data-start=\"1923\" data-end=\"2004\">certain Russian officials and organisations.<\/li>\n<\/ul>\n<p dir=\"auto\" data-start=\"2006\" data-end=\"2306\">The most controversial part of the document allows the US President to introduce <strong data-start=\"2079\" data-end=\"2185\">duties under 100% on goods from countries that continue to purchase significant volumes of Russian oil and gas<\/strong>. Among the countries that could potentially be affected, Reuters names China and India.<\/p>\n<h2 dir=\"auto\" data-section-id=\"1hgpy3m\" data-start=\"2308\" data-end=\"2343\">The bill has already been submitted to Trump<\/h2>\n<p dir=\"auto\" data-start=\"2345\" data-end=\"2643\">Following a vote in the House of Representatives, the bill \u2013 which had previously been endorsed by the Senate \u2013 is sent to the US President for signature. This is the most significant legislative package concerning Ukraine to have been passed by Congress since its return <strong>Donald Trump<\/strong> to the White House.<\/p>\n<p dir=\"auto\" data-start=\"2645\" data-end=\"2757\">The American media are also reporting that Trump intends to sign the bill into law.<\/p>\n<p dir=\"auto\" data-start=\"2759\" data-end=\"3097\">At the same time, the law does not mean that maximum tariffs will automatically be imposed on all purchasers of Russian energy resources. It grants the President considerable powers to determine when and against which countries such measures should be applied. It was precisely because of the scope of these powers that some Democrats voted against the bill.<\/p>\n<h2 dir=\"auto\" data-section-id=\"1m76wz3\" data-start=\"3099\" data-end=\"3137\">Ukraine supported Congress\u2019s decision<\/h2>\n<p dir=\"auto\" data-start=\"3139\" data-end=\"3356\">President <strong>Volodymyr Zelenskyy<\/strong> stated that the draft sanctions bill and other measures of economic pressure could serve as a means of compelling Russia to end the war and enter into negotiations.<\/p>\n<p dir=\"auto\" data-start=\"3358\" data-end=\"3526\">Minister of Foreign Affairs <strong>Andriy Sibiga<\/strong> He also described Congress\u2019s decision as a response to Russia\u2019s refusal to end the war against Ukraine.<\/p>\n<p dir=\"auto\" data-start=\"3528\" data-end=\"3771\">Consequently, Moscow and Kyiv have contrasting views on the impact of the new US sanctions on diplomacy: the Kremlin claims that they will complicate <a href=\"https:\/\/ukrmedia.news\/en\/politics\/ssha-vidnovyty-perehovory-ukraina-rosiya\/\">negotiations<\/a>, whilst the Ukrainian side regards economic pressure as a means of persuading Russia to end
