The idea is to demonstrate to the Kremlin the seriousness of Washington\u2019s intentions regarding a future \u00abreset\u00bb in relations and to use economic cooperation as one of the incentives in the negotiations. Supporters of this approach within the administration believe that economic prospects could provide Moscow with an additional incentive in the negotiations.<\/p>\n<p dir=\"auto\" data-start=\"1537\" data-end=\"1652\">At the same time, this <strong data-start=\"1549\" data-end=\"1580\">not yet official US policy<\/strong>. These are the options currently being considered within the administration.<\/p>\n<h2 dir=\"auto\" data-section-id=\"raf3rw\" data-start=\"1654\" data-end=\"1685\">There are disagreements within Trump\u2019s team<\/h2>\n<p dir=\"auto\" data-start=\"1687\" data-end=\"1846\">According to the NYT, there is no complete consensus within the US administration on how quickly Russia should be granted access to economic cooperation.<\/p>\n<p dir=\"auto\" data-start=\"1848\" data-end=\"2107\">Some officials fear that economic incentives could, even before the war ends, <strong data-start=\"1931\" data-end=\"1978\">to weaken Washington\u2019s leverage over the Kremlin<\/strong>. Others regard business agreements as a tool that can help move negotiations forward.<\/p>\n<p dir=\"auto\" data-start=\"2109\" data-end=\"2397\">Trump\u2019s special envoy is involved in the search for alternative ways to reach an agreement <strong data-start=\"2193\" data-end=\"2225\">Steve Witkoff and Jared Kushner<\/strong>. They <a href=\"https:\/\/ukrmedia.news\/en\/politics\/putin-witkoff-kushner-kremlin-talks\/\">We recently visited Moscow<\/a>, where, amongst other matters, potential major Russian-American economic projects were discussed.<\/p>\n<h2 dir=\"auto\" data-section-id=\"i0kzbw\" data-start=\"2399\" data-end=\"2446\">Trump\u2019s rhetoric on business with Russia is changing<\/h2>\n<p dir=\"auto\" data-start=\"2448\" data-end=\"2685\">As recently as 2 September, Trump said that good relations with Russia would be <strong data-start=\"2512\" data-end=\"2538\">\u00abbrilliant for business\u00bb<\/strong>, but at the same time he linked a new meeting with Putin to a time when the war would be drawing to a close.<\/p>\n<p dir=\"auto\" data-start=\"2687\" data-end=\"2871\">The NYT report now suggests that his administration is considering <strong data-start=\"2752\" data-end=\"2774\">a different sequence<\/strong>: some of the economic agreements could be implemented even before hostilities have come to a complete end.<\/p>\n<p dir=\"auto\" data-start=\"2873\" data-end=\"3110\">This does not mean that Trump has already ordered the lifting of sanctions or the opening of the US market to Russian businesses. The implementation of any major projects will depend directly on the current US sanctions regime.<\/p>\n<h2 dir=\"auto\" data-section-id=\"5r57bl\" data-start=\"3112\" data-end=\"3165\">At the same time, Congress is imposing new sanctions against Russia<\/h2>\n<p dir=\"auto\" data-start=\"3167\" data-end=\"3229\">The situation stands out in stark contrast against the backdrop of Congress\u2019s decision.<\/p>\n<p dir=\"auto\" data-start=\"3231\" data-end=\"3659\">On 16 September, the US House of Representatives approved a major <a href=\"https:\/\/ukrmedia.news\/en\/politics\/kreml-pekelni-sanktsii-ssha-rosia\/\">a package of sanctions against Russia<\/a>, which has already been passed by the Senate and sent to Trump. The document imposes new restrictions on Russian banks, the energy sector, officials and tankers used to circumvent sanctions. The President will also be able to impose tariffs of up to <strong data-start=\"3565\" data-end=\"3573\">100%<\/strong> against major buyers of Russian energy resources.<\/p>\n<p dir=\"auto\" data-start=\"3661\" data-end=\"3899\">Thus, the following co-exist in Washington: <strong data-start=\"3705\" data-end=\"3720\">two approaches<\/strong>: Congress is seeking to step up economic pressure on Moscow, whilst some members of the Trump administration view future economic cooperation as a potential element of their negotiating strategy.<\/p>\n<h2 dir=\"auto\" data-section-id=\"d9q3vh\" data-start=\"3901\" data-end=\"3929\">What this means for Ukraine<\/h2>\n<p dir=\"auto\" data-start=\"3931\" data-end=\"4087\">There is no question as yet of any signed agreements between the US and Russia. However, the very fact that they are being discussed before the end of the war could prove to be a significant factor in the negotiations.<\/p>\n<p dir=\"auto\" data-start=\"4089\" data-end=\"4382\">Ukraine insists on maintaining and stepping up economic pressure on Russia. The President <strong>Volodymyr Zelenskyy<\/strong> backed the new US sanctions bill, viewing it as a way of reducing the Kremlin\u2019s revenue, which is being used to prolong the war.<\/p>\n<p dir=\"auto\" data-start=\"4384\" data-end=\"4684\">The main question, therefore, will be whether, <strong data-start=\"4417\" data-end=\"4530\">Will Washington make any economic concessions to Moscow conditional on specific steps to end the war?<\/strong>, or whether some of the agreements might be implemented earlier. According to the NYT, no final decision has yet been taken on this
