Against the backdrop of a virtual absence of a strong anti-war opposition and the ongoing war against Ukraine, fears are growing in Russia that there will be another large-scale conscription drive once the elections are over. All 450 parliamentary seats are up for election: half are allocated via party lists, and a further 225 are allocated in single-member constituencies. The lists of ten parties have been admitted to the federal election campaign.<\/p>\n<p dir=\"auto\" data-start=\"1397\" data-end=\"1696\">The ruling \u00abUnited Russia\u00bb party\u00bb <strong>Vladimir Putin<\/strong> there is no realistic threat of losing control of parliament. Reuters and AP describe the campaign as taking place against a backdrop of intense <a href=\"https:\/\/ukrmedia.news\/en\/world\/vybory-derzhduma-rosiia-2026\/\">political control<\/a> and the almost complete absence of a competitive anti-war opposition.<\/p>\n<p dir=\"auto\" data-start=\"1698\" data-end=\"1952\">The Liberal Party \u00ab<a href=\"https:\/\/ukrmedia.news\/en\/world\/yabloko-znyaly-vyboriv-derzhdumy\/\">Apple<\/a>\u00bb, which had openly advocated an end to the war against Ukraine, was removed by the Supreme Court of the Russian Federation from the ballot for the federal party list. Some of the party\u2019s candidates remained in single-member constituencies.<\/p>\n<h2 dir=\"auto\" data-section-id=\"1n36ta3\" data-start=\"1954\" data-end=\"2007\">Following the elections, there are fears in Russia of a new mobilisation<\/h2>\n<p dir=\"auto\" data-start=\"2009\" data-end=\"2134\">One of the main topics of discussion surrounding the vote was the rumours and predictions regarding <strong data-start=\"2080\" data-end=\"2133\">a possible new wave of mobilisation after 20 September<\/strong>.<\/p>\n<p dir=\"auto\" data-start=\"2136\" data-end=\"2564\">23 August <strong>Volodymyr Zelenskyy<\/strong> stated that, according to information available to Ukraine, the Russian leadership plans to recruit a further approximately <strong data-start=\"2290\" data-end=\"2314\">300,000 military personnel<\/strong>, and by 2027 to increase the additional intake to around 500,000 people.<\/p>\n<p dir=\"auto\" data-start=\"2566\" data-end=\"2807\"><strong>Vladimir Putin<\/strong>, for his part, had previously described talk of a new <a href=\"https:\/\/ukrmedia.news\/en\/world\/putin-mobilizatsiya-try-kryzy-ukraina\/\">mobilisation<\/a> \u00abnonsense\u00bb. However, in recent years, the Russian authorities have significantly changed the military registration system and the procedure for issuing call-up notices.<\/p>\n<p dir=\"auto\" data-start=\"2809\" data-end=\"3046\">The AP also reports that fear of a new conscription drive has, in recent months, become one of the reasons for a fresh exodus of Russians abroad, although the scale of emigration is so far considerably smaller than it was following the 2022 mobilisation.<\/p>\n<h2 dir=\"auto\" data-section-id=\"tm9f4d\" data-start=\"3048\" data-end=\"3107\">An electronic summons may automatically prevent you from leaving the Russian Federation<\/h2>\n<p dir=\"auto\" data-start=\"3109\" data-end=\"3242\">In preparation for a new intake, the following is already in operation in Russia <strong data-start=\"3153\" data-end=\"3184\">electronic register of summonses<\/strong>, which makes it considerably more difficult to avoid the military registration office.<\/p>\n<p dir=\"auto\" data-start=\"3244\" data-end=\"3496\">Under current Russian legislation, from the moment a summons is entered in the register, a citizen liable for conscription may be <strong data-start=\"3366\" data-end=\"3396\">ban on leaving Russia<\/strong>. The decision is generated automatically within the military registration system.<\/p>\n<p dir=\"auto\" data-start=\"3498\" data-end=\"3645\">If a person fails to report to the military registration and enlistment office within 20 days of the specified date without a valid reason, further restrictions may be imposed.<\/p>\n<p dir=\"auto\" data-start=\"3647\" data-end=\"3657\">These include:<\/p>\n<ul data-start=\"3659\" data-end=\"3884\">\n<li data-section-id=\"ws5abh\" data-start=\"3659\" data-end=\"3693\">a ban on registering a car;<\/li>\n<li data-section-id=\"1n9odbj\" data-start=\"3694\" data-end=\"3733\">restrictions on the right to drive;<\/li>\n<li data-section-id=\"14342td\" data-start=\"3734\" data-end=\"3771\">problems with property registration;<\/li>\n<li data-section-id=\"1cw1cj7\" data-start=\"3772\" data-end=\"3808\">a ban on registering as a sole trader;<\/li>\n<li data-section-id=\"44zsms\" data-start=\"3809\" data-end=\"3884\">refusal to grant credit and loans.<\/li>\n<\/ul>\n<p dir=\"auto\" data-start=\"3886\" data-end=\"4025\">Consequently, for this new large-scale conscription drive, the Kremlin no longer needs to repeat the 2022 approach involving the mass distribution of paper call-up notices.<\/p>\n<h2 dir=\"auto\" data-section-id=\"a1q6ot\" data-start=\"4027\" data-end=\"4090\">Bloomberg: Fears of mobilisation have reached the Russian elite<\/h2>\n<p dir=\"auto\" data-start=\"4092\" data-end=\"4182\">According to Bloomberg, fears of a possible mobilisation have spread not only amongst ordinary Russians.<\/p>\n<p dir=\"auto\" data-start=\"4184\" data-end=\"4562\">According to *The Moscow Times*, citing a report by Bloomberg, <strong data-start=\"4253\" data-end=\"4339\">Some Kremlin officials are advising their friends and relatives to leave Russia in the coming months<\/strong>, and are also looking for ways to open bank accounts abroad. According to the agency, similar activities have also been observed amongst some staff members of organisations involved in military conscription.<\/p>\n<p dir=\"auto\" data-start=\"4564\" data-end=\"4753\">These reports do not confirm that a decision on a new mobilisation has already been taken. They indicate that <strong data-start=\"4670\" data-end=\"4713\">concerns within the Russian system<\/strong> regarding the Kremlin\u2019s possible actions following the elections.<\/p>\n<h2 dir=\"auto\" data-section-id=\"1odao7v\" data-start=\"4755\" data-end=\"4806\">The elections themselves are taking place amid reports of pressure<\/h2>\n<p dir=\"auto\" data-start=\"4808\" data-end=\"4922\">Even before the main polling stations opened, independent Russian media outlets were reporting that pressure was being exerted on observers and public sector workers.<\/p>\n<p dir=\"auto\" data-start=\"4924\" data-end=\"5308\">In the Voronezh Region, approximately <strong data-start=\"4954\" data-end=\"5009\">400 observers from the Communist Party of the Russian Federation were barred from entering the polling stations<\/strong>, citing problems with documentation. In the Rostov region, Boris Miklyukov, an observer for the \u00abYabloko\u00bb party, was detained by masked men, after which all contact with him was lost. There are also reports of staff at state-funded organisations being forced to report on their participation in the vote.<\/p>\n<p dir=\"auto\" data-start=\"5310\" data-end=\"5505\">Chair of the Central Electoral Commission of the Russian Federation <strong>Ella Pamfilova<\/strong> She specifically warned that there might be disruptions to mobile communications and data transmission during the elections, explaining that this was due to security measures.<\/p>\n<p dir=\"auto\" data-start=\"5507\" data-end=\"5749\">The first election results are expected once the polling stations have closed <strong data-start=\"5567\" data-end=\"5581\">20 September<\/strong>.
