The government proposes to extend VAT to goods purchased via overseas marketplaces, regardless of their value. MP Serhiy Nahorniak believes that this could affect the price of some generators and charging stations; however, the bill has not yet come into force.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The draft bill on VAT on international parcels was supported only at first reading.<\/li>\n<li>The new model may cover distance purchases regardless of their value.<\/li>\n<li>VAT should be administered by marketplaces or their intermediaries.<\/li>\n<li>A rise in the price of generators and charging stations is not guaranteed.<\/li>\n<li>Customs and tax concessions remain in place for certain types of energy equipment.<\/li>\n<\/ul>\n<\/div>\n<h2>Which parcels are covered by the draft bill?<\/h2>\n<p>The changes relate to small international postal and express consignments containing goods that citizens order via foreign marketplaces. The Ministry of Finance links the draft legislation to consignments valued at up to 150 euros.<\/p>\n<p>At present, goods in international parcels falling within this threshold are not subject to VAT. For more expensive consignments, different rules regarding customs clearance and taxation already apply.<\/p>\n<h2>How it is proposed that the tax should be calculated<\/h2>\n<p>The government\u2019s model provides for VAT on imported goods purchased online to be effectively set at zero. According to the reform\u2019s architects, the buyer will not necessarily have to pay this as a separate charge: the responsibility for calculating and remitting the tax is to be placed on the e-commerce platform or intermediary.<\/p>\n<p><a href=\"https:\/\/ukrmedia.news\/en\/economics\/minfin-ryzyk-zatrymok-sotsvyplat\/\">Ministry of Finance<\/a> describes the mechanism whereby the platform will display the final price including VAT whilst the order is being processed. If the item is sold without VAT, the amount may be collected by the logistics operator upon delivery.<\/p>\n<h2>Forecast for equipment prices this winter<\/h2>\n<p><strong>Sergey Nagornyak<\/strong> stated that the new rules could affect the cost of equipment ordered from abroad in preparation for the winter, in particular generators and charging stations.<\/p>\n<p>This effect is not automatic for all products in this category. The final price will depend on how the law is implemented, the policies of retailers and marketplaces, delivery costs, discounts and other factors. The Minister of Finance <strong>Sergey Marchenko<\/strong> He also pointed out that VAT would not necessarily increase the price by exactly the amount of the tax.<\/p>\n<h2>Current concessions and further consideration of the document<\/h2>\n<p>Individuals <a href=\"https:\/\/ukrmedia.news\/en\/economics\/mobilna-generaciya-ukrayina-22-mvt\/\">generators<\/a>, inverters, batteries and solar panels are exempt from import duties and VAT under the conditions set out in the law. These exemptions also apply to postal and express consignments and have been extended until 1 January 2029. However, there are technical restrictions: for example, they do not apply to generator sets with a capacity of less than 7.5 kVA or energy storage systems with a capacity of less than 300 W.<\/p>\n<p>Therefore, the new regime for international parcels does not automatically remove all exemptions: the taxation of a specific item will depend on its characteristics and its UKT ZED code.
