According to the Alliance\u2019s Secretary-General, Mark Rutte, this strategic ambiguity prevents potential adversaries from knowing exactly how far they can go.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>NATO will not specify the exact conditions that could trigger the invocation of Article 5.<\/li>\n<li>Mark Rutte stated that this strategic ambiguity is deliberate.<\/li>\n<li>The Alliance has various options for responding to hybrid threats.<\/li>\n<li>Some of NATO\u2019s potential measures will remain confidential.<\/li>\n<li>Article 5 provides for the collective defence of NATO member states.<\/li>\n<\/ul>\n<\/div>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-section-id=\"1j103yt\" data-start=\"1442\" data-end=\"1491\">NATO will not disclose the exact threshold for Article 5<\/h2>\n<p dir=\"auto\" data-start=\"1493\" data-end=\"1663\">NATO Secretary General <strong>Mark R\u00fctte<\/strong> stated that the Alliance is deliberately leaving it unclear as to which specific actions by the adversary might constitute grounds for invoking Article 5.<\/p>\n<p dir=\"auto\" data-start=\"1665\" data-end=\"1833\">According to him, <a href=\"https:\/\/ukrmedia.news\/en\/world\/nato-vymohy-stiikosti-derzhav-viina\/\">NATO<\/a> has no intention of informing potential adversaries of the exact limit up to which they can act without risking triggering the collective defence mechanism.<\/p>\n<p dir=\"auto\" data-start=\"1835\" data-end=\"2056\">Rutte emphasised that this ambiguity would persist. At the same time, he stated that Russia has a fairly clear understanding of which actions could lead to serious consequences from the Alliance.<\/p>\n<h2 dir=\"auto\" data-section-id=\"13u9r9x\" data-start=\"2058\" data-end=\"2111\">Some of NATO\u2019s responses will remain confidential<\/h2>\n<p dir=\"auto\" data-start=\"2113\" data-end=\"2298\">The NATO Secretary-General also highlighted <a href=\"https:\/\/ukrmedia.news\/en\/world\/makron-rosiiska-hibrydna-zahroza-frantsiia\/\">hybrid threats<\/a>. According to him, the Alliance has all the necessary response options at its disposal, but by no means every response will be made public.<\/p>\n<p dir=\"auto\" data-start=\"2300\" data-end=\"2419\">Rutte explained that NATO does not wish to provide its adversaries with further information about its capabilities and response mechanisms.<\/p>\n<p dir=\"auto\" data-start=\"2421\" data-end=\"2774\">He had also noted previously that the Alliance\u2019s response need not necessarily be a mirror image. Some measures may be symmetrical, whilst others may be asymmetrical. During a joint press conference in September, Rutte stated explicitly that some of NATO\u2019s actions in response to hybrid threats would be visible, whilst others would remain behind closed doors.<\/p>\n<h2 dir=\"auto\" data-section-id=\"1rjzqkj\" data-start=\"2776\" data-end=\"2806\">What does Article 5 of the NATO Treaty provide for?<\/h2>\n<p dir=\"auto\" data-start=\"2808\" data-end=\"2885\"><a href=\"https:\/\/www.nato.int\/en\/what-we-do\/introduction-to-nato\/collective-defence-and-article-5?selectedLocale=uk\" target=\"_blank\" rel=\"noopener\">Article 5<\/a> The North Atlantic Treaty enshrines the principle of collective defence.<\/p>\n<p dir=\"auto\" data-start=\"2887\" data-end=\"3197\">An armed attack against one or more NATO members is regarded as an attack against the entire Alliance. In such a case, each member state must come to the aid of the party under attack, taking whatever measures it deems necessary. This may include the use of armed force.<\/p>\n<p dir=\"auto\" data-start=\"3199\" data-end=\"3492\">At the same time, NATO explicitly states that the question of whether a specific incident meets the criteria for an \u00abarmed attack\u00bb is assessed on a case-by-case basis. Major cyber-attacks and other serious hybrid attacks may also potentially be considered in the context of Article 5.<\/p>\n<p dir=\"auto\" data-start=\"3494\" data-end=\"3650\">In the entire history of NATO, Article 5 has been officially invoked only once \u2014 following the terrorist attacks in the US on 11 September
