At the same time, he said, Russia will not cease hostilities whilst the talks are taking place, regardless of their format.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Lavrov stated that Russia was ready for negotiations.<\/li>\n<li>He ruled out a ceasefire during the negotiations.<\/li>\n<li>He justifies the invasion by citing Kyiv\u2019s alleged plans for the Donbas.<\/li>\n<li>The Donetsk and Luhansk regions are part of Ukraine.<\/li>\n<\/ul>\n<\/div>\n<h2>What Lavrov said about the talks<\/h2>\n<p class=\"isSelectedEnd\">The Russian Foreign Minister, Sergey Lavrov, combined a statement expressing readiness for a diplomatic settlement with a refusal to halt the war whilst negotiations are taking place. He has expressed this position before. On 12 September, Lavrov stated that Moscow was ready for talks, but would not cease hostilities whilst consultations were taking place.<\/p>\n<p class=\"isSelectedEnd\">Consequently, the Russian side\u2019s stated willingness to engage in dialogue is not accompanied by an agreement to a ceasefire. In the statements quoted, Lavrov also did not specify a particular date for the next meeting or an agreed format for the talks.<\/p>\n<h2>How the Russian Foreign Minister justifies the invasion<\/h2>\n<p class=\"isSelectedEnd\">Lavrov claims that, prior to the start of the full-scale invasion, Ukraine was allegedly preparing to retake control of the occupied territories in the Donbas by force. This, he said, was the reason behind Russia\u2019s decision to launch the so-called \u00abspecial military operation\u00bb.<\/p>\n<p class=\"isSelectedEnd\"><strong>This is a claim made by a Russian official, not an established fact.<\/strong> The statement as presented contains no evidence to support his allegations against Kyiv. The reference to the \u00abseizure of the Donbas by Kyiv\u00bb also obscures a fundamental fact: the Donetsk and Luhansk regions are part of Ukraine within its internationally recognised borders. The Russian occupation does not alter the sovereignty of these territories.<\/p>\n<h2>What was the position of the UN General Assembly?<\/h2>\n<p class=\"isSelectedEnd\">2 March 2022, the General Assembly <a href=\"https:\/\/ukrmedia.news\/en\/world\/trump-zelenskyy-un-greenland-meetings\/\">UN<\/a> adopted a resolution condemning Russia\u2019s aggression against Ukraine. The document called on Moscow to immediately cease the use of force and to withdraw its troops completely and unconditionally from Ukrainian territory. The resolution was supported by 141 states.<\/p>\n<p>Consequently, Russia\u2019s explanations for the invasion should be viewed in the context of the aggression condemned by the UN General Assembly. And Lavrov\u2019s latest statement on negotiations contains no commitment to cease hostilities: Moscow continues to reject a pause in the war whilst diplomatic talks are taking
