The Russian organisation was suspended in June for failing to comply with a ruling by the Court of Arbitration for Sport concerning its activities in the temporarily occupied territories of Ukraine. The ruling maintains restrictions on the federation but does not impose an automatic total ban on all Russian chess players.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The FIDE General Assembly rejected the proposal to lift the suspension of the Russian Federation.<\/li>\n<li>Armenia, Belarus, Cuba and Nicaragua proposed the reinstatement of the FSHR.<\/li>\n<li>The CAS demanded that the FSHR cease its activities in the occupied territories of Ukraine.<\/li>\n<li>The new FIDE President, Timur Turlov, has called for the arbitration ruling to be upheld.<\/li>\n<li>A sanction imposed on a federation is not the same as a total ban on individual players.<\/li>\n<\/ul>\n<\/div>\n<h2>Four federations submitted a proposal for the return<\/h2>\n<p>According to *Ukrainska Pravda*, the majority of delegates rejected the initiative put forward by the federations of Armenia, Belarus, Cuba and Nicaragua to reinstate the Russian organisation\u2019s membership. Their motions were included in the official agenda, published on 25 September, under the section on the membership of national federations.<\/p>\n<p><a href=\"https:\/\/ukrmedia.news\/en\/world\/un-equal-earth-map-mercator-replacement\/\">General Assembly<\/a> took place on 26\u201327 September.<\/p>\n<h2>The sanction was imposed following the failure to comply with the CAS ruling<\/h2>\n<p>In March, the Court of Arbitration for Sport upheld the Ukrainian side\u2019s complaint regarding the activities of the Russian Chess Federation in territories occupied by Russia. The court gave the organisation 90 days to cease holding tournaments there, relinquish control over local chess bodies and report to FIDE that these conditions had been met.<\/p>\n<p>The International Federation had set 9 June as the deadline for compliance with the decision. The following day, the FIDE Council noted that the requirements had not been met on time and immediately suspended the FSR\u2019s membership. The sanction was imposed for a period of up to three years or until the CAS decision had been implemented to FIDE\u2019s satisfaction.<\/p>\n<h2>Turlov stated that the arbitration ruling must be implemented<\/h2>\n<p>The new FIDE President <strong>Timur Turlov<\/strong> told the delegates that the organisation must continue to abide by the CAS ruling regarding the Russian Federation. Whilst this position does not explain the delegates\u2019 reasons for voting as they did, it is in line with the procedure under which the matter of confirming the June sanction was referred to the General Assembly.<\/p>\n<p>Turlova was elected president of FIDE on 26 September. In the second round, he received 110 votes to 85 in<strong> Vadim Rosenshtein<\/strong> and changed <strong>Arkadiya Dvorkovich<\/strong>, who had been at the helm of the federation since 2018.<\/p>\n<h2>A restriction on the federation does not mean a ban on all players<\/h2>\n<p>The FIDE resolution passed in June concerns the status of national federations. Their officials and national teams may not take part in FIDE congresses, competitions and events whilst the suspension remains in force.<\/p>\n<p>At the same time, the participation of individual chess players, arbiters and coaches in international competitions is governed by the current regulations and specific decisions of FIDE.
