The Cabinet of Ministers has authorised drivers holding national driving licences of categories C1, C, D1 or D to operate certain types of agricultural machinery without a tractor-operator\u2019s licence and to drive such machinery on district roads of local importance. This relaxation does not apply to other roads and is of a temporary nature.<\/p>\n
Briefly about the main points<\/strong><\/p>\n Changes approved by Cabinet of Ministers Resolution No. 1183<\/a> From 28 September 2026. Prior to this, drivers holding such licences were permitted to operate certain types of agricultural machinery without a special certificate, but were not authorised to drive on public roads.<\/p>\n The new regulation allows them to transport equipment along district roads of local importance. These constitute a separate legal category of public roads: they should not be confused with any other roads situated within the district. This relaxation does not apply to regional roads or other motorways.<\/p>\n The simplified rules apply to vehicles in categories A1, A2, B1, B2 and B3. Category A1 includes tractors with an engine power of up to 73.5 kW, whilst category A2 includes those with an engine power of over 73.5 kW.<\/p>\n Categories B1, B2 and B3 cover self-propelled grain and maize harvesters, forage harvesters, as well as machinery for harvesting root crops, potatoes, vegetables, fruit and berries. Consequently, the exemption does not apply to all self-propelled machinery without distinction.<\/p>\n The government introduced the first military exemptions for lorry and bus drivers in 2025. At that time, a minimum of three years had to have elapsed since obtaining a driving licence before a person could operate certain vehicles without a tractor-driver\u2019s licence.<\/p>\n\n
