This was stated by Marta Kos, the European Commissioner for Enlargement, in an interview with Corriere della Sera published on 2 October. The pace of future negotiations will depend on the progress of reforms and the decisions of EU Member States.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The European Commission considers Ukraine\u2019s accession to the EU from the start of 2027 to be unfeasible.<\/li>\n<li>Kos emphasised that no special conditions or discounts would be introduced for Kyiv.<\/li>\n<li>The EU has pledged to support Ukraine\u2019s ongoing reforms, which are taking place against the backdrop of the war.<\/li>\n<li>This summer, the EU opened the first two negotiation clusters with Ukraine and Moldova.<\/li>\n<li>On 6 October, Kos will present proposals on the European Union\u2019s enlargement policy.<\/li>\n<\/ul>\n<\/div>\n<h2>The merit-based principle without specific conditions for Kyiv<\/h2>\n<p><strong>Braid<\/strong> described membership of <a href=\"https:\/\/ukrmedia.news\/en\/world\/yek-zminy-pravyl-rozshyrennia\/\">EU<\/a> a process based on the candidate country\u2019s merits. She said that the target date of early 2027, which, she said, had been set by the president<strong> Volodymyr Zelenskyy<\/strong>, does not reflect the realities of the negotiation process.<\/p>\n<p>The European Commissioner specifically emphasised that Ukraine would not receive \u00abany privileges or concessions\u00bb. At the same time, the European Union must take into account the fact that Kyiv is implementing reforms whilst Russia is waging a full-scale war against Ukraine, and must therefore help it to make progress in the negotiations.<\/p>\n<p>Kos linked Ukraine\u2019s aspirations for membership to future security guarantees. According to her, the war has radically altered the geopolitical situation and brought enlargement back into the EU\u2019s list of priorities.<\/p>\n<h2>What stage of the negotiations has Ukraine already reached?<\/h2>\n<p>In the summer of 2026, the European Union opened the first two negotiation clusters with Ukraine and Moldova. One of them covers fundamental issues, including the rule of law, whilst the other covers external relations.<\/p>\n<p>Kos said she hoped to open as many clusters as possible before the end of the year. Each subsequent stage requires specific criteria to be met and the approval of EU Member States.<\/p>\n<p>The European Commission\u2019s official position is that the pace at which candidate countries progress is determined by the actual implementation of reforms, respect for the rule of law and the transposition of EU legislation.<\/p>\n<h2>The EU is preparing new approaches to enlargement<\/h2>\n<p>On 6 October in Strasbourg, Kos is due to present proposals for a review of enlargement policy <a href=\"https:\/\/ukrmedia.news\/en\/economics\/ukraina-otrimala-2-8-mlrd-yevro-vid-es\/\">the European Union<\/a>. Topics include the impact of future enlargement on current Member States, internal reforms within the Union, and safeguarding the rule of law following the accession of new members.<\/p>\n<p>The gradual integration of candidate countries towards full membership will be discussed separately. According to the European Commissioner, candidate countries may gain early access to certain EU benefits in line with the progress of their reforms, but such a mechanism should not replace full membership.<\/p>\n<p>As of 2 October, there is no officially confirmed date for Ukraine\u2019s accession to the EU.
