According to the Japanese Ministry of Foreign Affairs, these measures target 33 Russian organisations, nine individuals, four companies in Turkey and the UAE, and 35 vessels.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Financial measures have been imposed on 33 Russian organisations and nine individuals.<\/li>\n<li>Four companies in Turkey and the UAE have been banned from exporting from Japan.<\/li>\n<li>A special regime has been introduced for 35 vessels in respect of services and capital transactions.<\/li>\n<li>The list includes three organisations associated with the Alabuga Special Economic Zone.<\/li>\n<\/ul>\n<\/div>\n<h2>Financial measures targeting Russian organisations and individuals<\/h2>\n<p>According to the Japanese Ministry of Foreign Affairs, asset-freezing measures have been imposed on 33 organisations from Russia and nine individuals. They will also be subject to a licensing regime governing payments and certain capital transactions.<\/p>\n<p>This regime applies, in particular, to deposits, trusts and loans. Consequently, the new package is not limited to the freezing of assets: it imposes specific restrictions on financial transactions.<\/p>\n<h2>The list includes companies linked to \u00abAlabuga\u00bb<\/h2>\n<p>The annex to the Japanese Ministry of Foreign Affairs\u00ab statement lists at least three entities linked to the special economic zone \u2018<a href=\"https:\/\/ukrmedia.news\/en\/world\/alabuga-pidzemni-tsekhy-shahedy\/\">Alabuga<\/a>\u00bb: Alabuga Development, LLC Drake and Alabuga Machinery, LLC.<\/p>\n<p>At the same time, a different mechanism has been introduced for one company from Turkey \u2014 Solid Tarim Inovasyon Anonim Sirketi \u2014 and three companies from the UAE: a ban on exports from Japan. Amegino FZE, Auto Parts East FZCO and MOTO Export DWC LLC have been added to the list in the UAE.<\/p>\n<ul>\n<li>The financial restrictions apply to Russian legal entities and individuals.<\/li>\n<li>The export ban imposed on four companies in third countries does not constitute an asset freeze.<\/li>\n<\/ul>\n<h2>Special arrangements for 35 vessels<\/h2>\n<p>Japan has also published a list of 35 vessels for which it is introducing a licensing regime for the provision of certain services and related capital transactions. This covers transactions relating to the sale, purchase, lease or charter of vessels.<\/p>\n<p>For contracts concluded before 2 October 2026, a transitional exemption is provided until 1 November 2026. Separately <strong>The Japanese Ministry of Foreign Affairs has announced a further ban on the export to Russia of goods that could contribute to strengthening its industrial capacity<\/strong>, without providing a full list of such goods in the press release.<\/p>\n<h2>Japan\u2019s sanctions have been in place since at least 2014<\/h2>\n<p>Japan has been imposing sanctions on Russia in connection with its aggression against Ukraine since at least 2014.
