Prime Minister Serhiy Koretskyy announced the funds had been received on 3 October. The funds will be channelled into housing vouchers under the \u00abe-Recovery\u00bb programme; the government estimates that, thanks to this funding, around 2,200 families will be able to purchase new homes.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The first instalment of the new HOME package has been received.<\/li>\n<li>The funds will be used to pay for certificates for owners of destroyed homes.<\/li>\n<li>The government expects to provide assistance to around 2,200 families.<\/li>\n<li>The additional package amounts to \u20ac100 million and has two donors.<\/li>\n<li>The previous phases of the HOME programme have funded over 6,100 certificates.<\/li>\n<\/ul>\n<\/div>\n<h2>The funds are intended for owners of destroyed homes<\/h2>\n<p>The funding is intended for Ukrainians who have lost their homes as a result of the war and are entitled to compensation in the form of a housing voucher. As part of the \u00ab<a href=\"https:\/\/ukrmedia.news\/en\/economics\/ukraine-2-billion-yevidnovlennia-vyplaty\/\">eRestore<\/a>\u00bbIt can be used to buy a flat, a house or other accommodation in accordance with the programme\u2019s rules.\".<\/p>\n<h2>The HOME supplementary package will be funded by the EBRD and Italy<\/h2>\n<p>This latest tranche is the first part of an additional \u20ac100 million HOME package. It comprises \u20ac50 million from the Council of Europe Development Bank and \u20ac50 million from the Italian Government.<\/p>\n<p>The agreement was formalised during the URC2026 Conference on Ukraine\u2019s Recovery in Gda\u0144sk. The Council of Europe Development Bank signed the agreement with Ukraine covering the full amount of funding; the Ministry of Community and Territorial Development of Ukraine is responsible for implementing the programme.<\/p>\n<h2>The previous phases of the programme raised \u20ac200 million<\/h2>\n<p>In 2024\u20132025, Ukraine raised \u20ac200 million under the previous phases of the HOME programme. According to the Ministry of Development, these funds made it possible to finance over 6,100 housing vouchers, and more than 15,700 Ukrainians were able to move into new homes.<\/p>\n<p>The Ministry of Finance reported that the previous funds had been fully raised and utilised. The additional \u20ac100 million is an extension of the programme, not part of this funding.<\/p>\n<h2>The certificate can be used for a purchase or for building work<\/h2>\n<p>Housing certificates are issued to owners of homes that have been completely destroyed as a result of Russian aggression and cannot be rebuilt.
