Mykola Kalashnyk, Minister for Recovery, Infrastructure and Transport, has stated that the quickest option under consideration is embankment dams with pontoon crossings, the construction of which could take up to three months. The locations have already been identified. Looking ahead, the authorities are also considering prefabricated concrete structures and a considerably more complex project — the tunnel under the Dnieper.

Briefly about the main points

Construction of backup crossings over the Dnieper is due to begin as early as next week.

The first option is earth-filled dams with pontoon crossings.

The works may take up to three months; the construction sites have already been identified.

The backup infrastructure must provide at least half of the bridges’ capacity.

Concrete bridges and a tunnel under the Dnipro are being considered for the future.

Dams and pontoon crossings should be built first

According to Mykola Kalashnyk, the urgent solution for the capital is precisely this combination an earth embankment and a pontoon crossing, which can be built much more quickly than a full-scale bridge.

Preparatory work has already begun, and construction is set to commence in the near future. The Ministry of Recovery, the Recovery Agency, the military and the Kyiv city authorities will be involved in the project. A coordination meeting on this matter has already taken place, attended by the President.

Kalashnik stated that the construction of such crossings could take up to three months. For security reasons, the specific locations are not being disclosed publicly, but the minister confirmed that they have already been identified.

The aim is to prevent a transport gridlock

According to the minister’s estimate, around 600,000 cars. In the event of critical damage to bridges, the backup infrastructure must ensure at least half of their current capacity.

This means that pontoon crossings are not regarded as a full replacement for the bridges in Kyiv, but as an emergency route that will maintain cross-river links for transport, emergency services and essential logistics.

According to Kalashnik, the main priority remains protection of existing bridges, increasing their resilience to attacks and enabling them to recover from damage as quickly as possible.

In the future, Kyiv may get a tunnel under the Dnipro River

As well as quick, short-term solutions, the authorities are also considering long-term options. Among these, Kalashnik mentioned prefabricated concrete structures and a tunnel that could link the left and right banks of the Dnipro. The tunnel is currently only at the stage of a prospective option. No details have yet been announced regarding an approved design, route, construction timetable or the start of funding.

The minister noted that the implementation of such large-scale infrastructure projects could cost tens of billions of hryvnias. Given the scale of the expenditure, Ukraine plans to seek potential funding from international partners.

Contingency crossings are being prepared following attacks on bridges in Kyiv

Plans were brought forward following a series of Russian strikes on the capital’s transport infrastructure. Recent attacks and temporary traffic restrictions have highlighted just how dependent Kyiv is on a few key crossings over the Dnipro. That is precisely why the government is working on two fronts simultaneously: strengthening the protection of existing bridges and creating alternative routes that can be used in the event of serious damage.

Kalashnik also stated that they plan to develop similar contingency plans not only for Kyiv, but also for other regions of Ukraine where major transport routes remain critical for logistics.

У Києві вже з наступного
