The proposal applies to both men and women, allows for alternative service and has not yet come into force.

Briefly about the main points

The project is open to MPs, senators and Polish MEPs aged 60 or under.

The training will consist of theory and practical sessions at the training ground.

An alternative might be to work in the medical sector, for example.

The authors also propose the possibility of parliamentarians serving in WOT.

The initiative requires consideration and approval by Parliament.

Theory at university and practice at the training ground

The proposed course is to include around 30 days of theoretical training at the Academy of Military Arts. The plan is to teach parliamentarians about the structure Polish Armed Forces, the role of the armed forces within the state system and the distribution of defence powers amongst the authorities.

Following the theoretical phase, there will be 28 days of practical training at the training ground. MEP and former Deputy Minister of Defence Michal Dworczyk stated that this format is based on the basic training model used within the framework of voluntary basic military service.

According to Defence24’s description, it is proposed that the theoretical sessions be split into shorter blocks, particularly during parliamentary weeks. The field phase, as envisaged by the authors, is to run continuously and take place on days when the Sejm is not in session.

Alternative service and the opportunity to join WOT

For members of parliament who are unable or unwilling to undergo standard military training, the bill provides for alternative service. Among the possible options, the authors mention working in the healthcare sector; to do so, a request must be submitted to the Marshal of the Sejm or the Senate.

The initiative also allows MPs and senators to serve in the Polish Territorial Defence Forces. The authors compare this mechanism to the way the US National Guard operates. At the same time, the current Polish Constitution prohibits combining a parliamentary mandate with active military service; therefore, the issue of the compatibility of a mandate with service in the WOT requires legal regulation.

The current rules do not impose such an obligation

Moravetsky He explained the proposal by saying that politicians who make decisions on defence and military spending should gain a practical understanding of military training. Rozwój Plus is also promoting a broader concept of compulsory defence training for both women and men after they have finished secondary school.

Polish legislation generally stipulates military service for citizens aged between 18 and 60, and for those holding officer and non-commissioned officer ranks, up to the age of 63. At the same time, members of the Sejm and the Senate currently enjoy specific exemptions from being called up for reserve training whilst in office.

There is no specific provision in Poland that would automatically commit all members of parliament to the proposed course of action. The draft bill, tabled on 5 October, must go through the parliamentary process and receive the necessary approval before it can come into force.

A proposal has been put forward in Poland to require MPs aged up to 60 to undergo up to 58 days of military training as part of their alternative service.

У Польщі запропонували зобов’язати парламентарів до 60 років пройти до 58 днів військової підготовки з альтернативною службою.
[805617
806756
post-32132","post","type-post","status-publish","format-standard","has-post-thumbnail","category-politics","tag-806756
["GET
