According to Radio Free Europe editor Rikard Jozwiak, the lists are set to include 743 individuals and 826 organisations; they are yet to be formally approved by EU foreign ministers.

Briefly about the main points

EU ambassadors have agreed on new sanctions against Russia.

Yozviak reported that there were 743 individuals and 826 organisations.

More than half of the entries focus on rocket production.

The lists are due to be finalised on 12 October.

What the EU ambassadors agreed on

According to the report Rikarda Ozviak, the new additions relate to the Russian military-industrial complex. The 743 individuals and 826 organisations listed by him account for a total of 1,569 entries.

Reuters reported yesterday, citing EU diplomats, that there had been around 1,570 new additions. This preliminary estimate is consistent with Jozwiak’s figures, rather than representing a different tally of the same group.

Focus on missile production

More than half of the new additions to the sanctions lists relate to Russia’s missile production. The publication described the forthcoming decision as the largest single batch of individuals and organisations added to the sanctions lists since the start of Russia’s full-scale invasion in 2022.

Separately, according to Yozvyak, the inclusion of 77 individuals elected to the State Duma of the Russian Federation from the temporarily occupied territories of Ukraine has been approved.

What status will the package have?

Prior to this, the EU had adopted The 21st round of sanctions against Russia, the last of which was on 23 July 2026. The decision agreed by the ambassadors concerns the next, 22nd package.

At the time of this report, no legal act of the Council of the EU containing the new lists had been published. The lists are due to be finalised by the EU foreign ministers on 12 October. Once adopted, the targeted restrictions may include the freezing of assets and, for individuals, a ban on entry into the EU; organisations will be subject to a ban on the provision of funds or economic resources.

On 7 October, EU ambassadors agreed to impose sanctions against Russia’s military-industrial complex.
