This was stated by MP Serhiy Nahorniak. At the same time, on 8 October, scheduled power cuts remain in place in a number of regions, whilst in Kyiv, power cuts have already affected the water supply. Despite the MP\u2019s optimistic forecast, Ukrenergo attributes the restrictions to the consequences of Russian attacks on the energy infrastructure.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>MP Serhiy Nahorniak sees no justification for 16-hour power cuts in winter.<\/li>\n<li>Ukraine currently has a certain surplus of electricity generation due to a reduction in industrial consumption.<\/li>\n<li>On 8 October, scheduled hourly power cuts are in place in certain regions.<\/li>\n<li>In Kyiv, emergency power cuts led to disruptions to the water supply. .<\/li>\n<\/ul>\n<\/div>\n<h2>Nahorniak explained why Ukraine has a surplus of electricity<\/h2>\n<p>Member of Parliament for the \u00abServant of the People\u00bb party, member of the parliamentary committee on energy <strong>Sergey Nagornyak<\/strong> In an interview on 8 October, he stated that he did not expect any prolonged power cuts this winter.<\/p>\n<p>According to him, the current balance between electricity generation and consumption has changed. Due to <a href=\"https:\/\/ukrmedia.news\/en\/viyna\/kyivskyi-kartonno-paperovyi-kombinat-ataka-rf\/\">Russian strikes<\/a> Industrial consumption has fallen significantly at metallurgical and other large industrial enterprises. Consequently, some of the electricity previously used by these plants now remains within the national grid.<\/p>\n<p>The MP noted that in July and August, Ukraine even had the opportunity to export electricity to the European Union. In his view, this gives reason to expect a relatively stable electricity supply throughout the heating season.<\/p>\n<p>At the same time, Nahorniak acknowledged that the situation would change in winter. Electricity generation from solar power stations would fall, whilst household consumption would rise due to the use of electric heaters. He therefore did not rule out power cuts entirely.<\/p>\n<h2>Why do they cut off the power when there is enough electricity?<\/h2>\n<p>The fact that there is a surplus of electricity generation does not mean that electricity can be delivered to every consumer without any problems. The Ukrainian power system depends not only on the volume of generation, but also on the condition of the transmission grids, transformer substations and distribution equipment.<\/p>\n<p>It is precisely these targets that remain among the main targets of Russian attacks.<\/p>\n<p>According to Nagornyak, some of the current power cuts are being carried out to carry out urgent repairs to damaged power lines and to complete the construction of protective structures around transformers.<\/p>\n<p>At some substations, equipment has to be temporarily taken out of service in order to install anti-drone defences. This reduces the capacity to transmit electricity, even when overall electricity generation is sufficient.<\/p>\n<p>Consequently, power cuts may occur not only due to a shortfall in generation, but also due to damage to the grid and restrictions on its transmission capacity.<\/p>\n<h2>Power cuts on 8 October: what restrictions has Ukrenergo introduced?\u00ab<\/h2>\n<p>Despite the MP\u2019s optimistic assessment, the actual situation in the power system remains difficult.<\/p>\n<p>According to NEC \u00abUkrenergo\u00bb, on 8 October, hourly power cut schedules are in place in certain regions of Ukraine for the duration of the day.<\/p>\n<p><strong>The restrictions apply from 00:00 to 23:59<\/strong>. Their capacity ranges from 0.5 to 1.5 queues at any one time.<\/p>\n<p>Power restriction schedules are also in place for industry and business.<\/p>\n<p>The energy sector cites the consequences of previous Russian missile and drone attacks as the cause.<\/p>\n<p>The exact duration of power cuts depends on the region, the consumer\u2019s position in the queue and the current situation on the grid. The published schedules are subject to change throughout the day.<\/p>\n<h2>Power cuts in Kyiv have caused problems with the water supply<\/h2>\n<p>Power cuts have already affected not only the lighting in residential buildings but also the functioning of the city\u2019s infrastructure.<\/p>\n<p>On the evening of 7 October, emergency power cuts were implemented in Kyiv and the surrounding region. As a result, there were disruptions to the water supply on the right bank of the capital. This was caused by a power cut affecting the equipment required for the water supply system to operate.<\/p>\n<p>In some areas, electric transport services were also suspended.<\/p>\n<p>Residents of the capital should ensure they have a supply of drinking and non-potable water in case of further emergency cuts. However, as of the morning of 8 October, there has been no confirmation of a new city-wide water cut.<\/p>\n<h2>Will Ukraine be left without electricity this winter?<\/h2>\n<p>Serhiy Nahorniak believes that Ukraine has sufficient resources to avoid the worst-case scenarios regarding electricity supply.<\/p>\n<p>Among the factors that enhance the resilience of the power system, he cited the development of electricity storage facilities.<\/p>\n<p>During 2026, new energy storage systems were introduced in Ukraine, enabling surplus electricity to be stored and used during peak demand periods.<\/p>\n<p>However, the MP drew attention to another issue \u2014 the heating supply.<\/p>\n<p>In his view, the situation regarding heating in large cities may prove to be more complicated than that regarding electricity. This is particularly true of Kyiv, where a significant proportion of the housing stock relies on district heating.<\/p>\n<p>Restructuring such systems requires significant investment and a considerable amount of time.<\/p>\n<p>The situation going forward will depend, first and foremost, on the intensity of Russian attacks, the speed at which damaged infrastructure is repaired, and the
