The draft was published on the federal portal for regulatory acts; as of 9 October, the document was still at the draft stage, according to RBC and other Russian media outlets.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The project concerns the search for specific categories of military personnel.<\/li>\n<li>The document describes ambushes, patrols, pursuits and the cordoning off of search areas.<\/li>\n<li>Some of these mechanisms are already provided for in the current regulations of the Russian Federation\u2019s military police.<\/li>\n<\/ul>\n<\/div>\n<h2>What changes is the Russian Ministry of Defence proposing?<\/h2>\n<p>The draft provides for amendments to the general military regulations and the Military Police Regulations of the Armed Forces of the Russian Federation. It concerns procedures relating to service personnel who evade military service, have left their unit without authorisation, are absconding from investigation or trial, or have escaped from custody.<\/p>\n<p>The document makes no mention of the announcement of a new general <a href=\"https:\/\/ukrmedia.news\/en\/world\/mobilizatsija-v-rosiyi-voseny-2026\/\">mobilisations<\/a>. The proposed regulations relate to persons with a specific military-legal status, rather than to the procedure for conscripting civilians.<\/p>\n<h2>What measures are described for tracing a person?<\/h2>\n<p>It is proposed that special units be formed to carry out search and arrest operations. Upon the recommendation of the military commandant, military personnel from other units within the garrison may be assigned to these units.<\/p>\n<p>The measures envisaged include ambushes, roadblocks, observation posts, patrols, reconnaissance of the area, document checks, questioning of members of the public, pursuit, and the encirclement or cordoning off of an area where a wanted person may be located. Military police officers will be able to carry out certain tasks in plain clothes, subject to the command\u2019s approval.<\/p>\n<ul>\n<li>Search and apprehension teams;<\/li>\n<li>observation posts, patrols and ambushes;<\/li>\n<li>pursuit and cordoning off of the area;<\/li>\n<li>checking documents and interviewing members of the public.<\/li>\n<\/ul>\n<h2>Some of the provisions are already included in the current statutes<\/h2>\n<p>Ambushes, pursuits, cordoning off areas and the deployment of search teams are not entirely new to the Russian Federation\u2019s military police. The current regulations already provide for such measures in specific situations, in particular when searching for military personnel who have left their unit without authorisation.<\/p>\n<p>Similarly, the current regulations permit patrols to operate in plain clothes in certain investigative cases. It is therefore more accurate to regard the draft as a clarification and possible extension of the procedures for applying these measures, in particular for units forming part of operational and operational-tactical formations.<\/p>\n<h2>Escort and the powers of the investigating authority<\/h2>\n<p>In areas under martial law or where an armed conflict is taking place, under certain conditions and by decision of the command, the use of other Russian Armed Forces vehicles may be authorised for escort duties instead of specially equipped vehicles. The draft also sets out the procedures for transporting those under escort to court and for procedural proceedings.<\/p>\n<p>For certain detainees whose identity could not be established, the document provides for photographic, audio and video recording, as well as fingerprinting. Commanders of military police units within operational and operational-tactical formations may be granted the powers of an investigating authority in respect of specified categories of military personnel, members of volunteer formations and subordinate civilian staff.<\/p>\n<h2>Further procedure<\/h2>\n<p>The draft has been published on the Russian Federation\u2019s federal portal for regulatory acts and, according to media reports, is currently undergoing public consultation and anti-corruption scrutiny.
