The total volume announced could reach 4.8 million tonnes. At the same time, the US Treasury Department has temporarily eased sanctions restrictions on trade in Russian diesel until April 2027. According to <strong>Trump<\/strong>, the parties have reached an agreement which is expected to increase the supply of diesel fuel on the global market and help to bring prices down.<\/p>\n<p>The announced plan provides for several stages of supply:<\/p>\n<ul>\n<li>\n<div>\n<div>\n<p>Over 300,000 tonnes \u2014 in the near future.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>500,000 tonnes \u2014 during November.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>1 million tonnes \u2014 straight after that.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>A further 3 million tonnes \u2014 over a short period, depending on the condition of Russian oil refineries.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<\/ul>\n<p>Consequently, the total volume of declared deliveries may exceed 4.8 million tonnes. However, this is currently only a declared plan, rather than a confirmed volume of fuel actually shipped. The timing and feasibility of the final stage depend on the production capacity of Russian refineries.<\/p>\n<p><strong>The Kremlin has confirmed its readiness to supply oil and petroleum products<\/strong> to the US and global markets. The Russian side also reported that the war in Ukraine and the situation regarding Iran were discussed during the talks.<\/p>\n<h2>The US has eased sanctions on Russian diesel until April 2027<\/h2>\n<p>Almost simultaneously with Trump\u2019s statement, the US Treasury Department issued a temporary general licence permitting certain transactions involving Russian diesel fuel. The document permits the sale, delivery, unloading and import of diesel of Russian origin, including into the US. The licence is valid until 7 April 2027.<\/p>\n<p>The decision does not mean the complete abolition of all <a href=\"https:\/\/ukrmedia.news\/en\/economics\/biloruskyi-kalii-postavka-ssha\/\">US sanctions<\/a> against Russia. This refers to a specific exemption for transactions involving diesel fuel, which allows certain transactions to be carried out despite the restrictions currently in place.<\/p>\n<p>This move marked a significant shift in US sanctions policy. Previously, Washington had been stepping up economic pressure on the Russian energy sector in response to the ongoing war against Ukraine.<\/p>\n<h2>Zelenskyy criticised Trump: \u00abA weak decision by strong partners\u00bb<\/h2>\n<p>President of Ukraine <strong>Volodymyr Zelenskyy<\/strong> reacted negatively to the agreement between Washington and Moscow. According to him, the additional revenue from fuel exports will enable Russia to finance further military operations and attacks on Ukrainian cities.<\/p>\n<p>The President was particularly outraged by the fact that the decision was taken whilst the Ukrainian negotiating delegation was in the US.<\/p>\n<blockquote><p>\u00abI believe our team is simply being used as a front. And that is certainly unfair; it is certainly not the way partners behave,\u00bb said Zelenskyy.<\/p><\/blockquote>\n<p>He described the agreement as a weak solution from strong partners and emphasised that easing economic pressure without taking concrete steps to end the war gives Russia further opportunities to continue its aggression.<\/p>\n<p>According to Zelenskyy, the Russian authorities are attempting to use the negotiations with the US to ease the sanctions regime, whilst refusing to agree to a cessation of shelling in Ukraine.<\/p>\n<h2>Ukraine has proposed an energy truce with Russia to the US<\/h2>\n<p>Against the backdrop of Trump\u2019s new agreement with Putin, Ukraine has confirmed its readiness for mutual <a href=\"https:\/\/ukrmedia.news\/en\/main-news\/sybiha-ukraina-povne-prypynennia-vohniu\/\">cessation of strikes<\/a> on energy infrastructure.<\/p>\n<p>Zelenskyy stated that Kyiv is prepared to cease attacks on Russian oil refineries and other oil facilities if Moscow stops striking Ukraine\u2019s energy sector.<\/p>\n<blockquote><p>\u00abUkraine will not destroy Russian oil refineries unless Russia destroys our energy sector,\u00bb the President emphasised.<\/p><\/blockquote>\n<p>The Ukrainian side is proposing that the United States use its diplomatic channels to reach such a mutual agreement. According to Zelenskyy, this could be a concrete first step towards de-escalating the fighting.<\/p>\n<p>However, as of 9 October, no new energy truce had been announced between Ukraine and Russia.<\/p>\n<h2>Why did Trump decide to strike a deal with Russia?<\/h2>\n<p>One of the main reasons for the change in the US stance was the sharp rise in the price of diesel fuel. Against the backdrop of the war in the Middle East and disruptions to global energy supplies, diesel prices in the US have approached record highs.<\/p>\n<p>On 8 October, the average price of diesel fuel in the United States was around <strong>$6.28 per gallon<\/strong>. High prices are creating additional costs for American farmers, haulage companies and industry.<\/p>\n<p>Trump is counting on an increase in the supply of Russian diesel to help stabilise the global fuel market in the run-up to the US mid-term congressional elections, scheduled for 3 November.<\/p>\n<p>However, energy analysts doubt that the announced supplies will be able to bring about a significant and lasting reduction in prices. Russian oil refining facilities have been damaged as a result of Ukrainian strikes, and Russia itself had previously restricted diesel exports due to a shortage on the domestic market.<\/p>\n<h2>What does the agreement mean for Ukraine?<\/h2>\n<p>Washington\u2019s decision is creating new tensions between US economic interests and its sanctions policy towards Russia. On the one hand, the White House is seeking to bring down fuel prices. On the other hand, additional export opportunities could generate revenue for the Russian budget, which the Kremlin could use to fund the war.<\/p>\n<p>The situation is further complicated by the fact that the Ukrainian negotiating team is in Florida, where it is discussing with the American side possible ways to end the war, security guarantees and specific de-escalation measures.<\/p>\n<p>Representatives from the US, Ukraine and European partners are involved in the talks.<\/p>\n<p>Washington is therefore simultaneously negotiating an end to the war and easing certain economic restrictions on Russia. It is precisely this contradiction that the Ukrainian president has described as unacceptable.<\/p>\n<p>How the situation develops from here will depend on whether actual diesel deliveries commence, what financial benefits they will bring to Moscow, and whether the parties manage to agree on a mutual cessation of attacks on energy
