The Ukrainian Ministry of Defence reported on the talks on 10 October.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The parties discussed joint ventures and new defence projects.<\/li>\n<li>Ukraine demonstrated methods for constructing fortifications and underground structures.<\/li>\n<li>The talks covered the situation on the front line and the needs of the Defence Forces.<\/li>\n<li>The April letter of intent provided for technology transfer and the production of weapons.<\/li>\n<li>Kyiv and Tallinn will continue to put together a package of Ukrainian defence exports.<\/li>\n<\/ul>\n<\/div>\n<h2>Technological cooperation and the needs of the Defence Forces<\/h2>\n<p>During the meeting, the parties discussed practical areas of industrial cooperation: the development of joint production facilities and defence projects, and the exchange of data and technological expertise. These could strengthen the defence capabilities of both countries.<\/p>\n<p>The Ukrainian delegation briefed its Estonian partners on the situation on the battlefield and the Defence Forces\u2019 most pressing needs. No announcements were made following the meeting regarding the signing of new contracts or the launch of specific projects.<\/p>\n<h2>Underground structures at the centre for the exchange of experience<\/h2>\n<p>A separate area of the negotiations was <a href=\"https:\/\/ukrmedia.news\/en\/viyna\/oborona-kyieva-pivnich-chornobyl-fortyfikatsii\/\">fortification works<\/a>. The Ukrainian side presented approaches developed on the basis of experience gained from modern warfare, with particular emphasis on underground defensive structures.<\/p>\n<p>This experience is relevant to Estonia, which, together with the other Baltic states, is developing its border defences and participating in the creation of the Baltic Defence Line. Ukrainian approaches take into account, in particular, the threat of artillery strikes and the use of <a href=\"https:\/\/ukrmedia.news\/en\/economics\/moldova-ukraine-drones-defense\/\">drones<\/a>.<\/p>\n<h2>The April agreements on arms production<\/h2>\n<p>In April, the defence ministers of the two countries signed a letter of intent to deepen cooperation in the production of armaments. The document provided for the exchange of technology, the development of production capacity and joint defence projects; the plan was to allocate the manufactured products primarily to meet the needs of the Ukrainian Defence Forces.<\/p>\n<p>At that time, Estonia confirmed its intention to allocate at least 0.25% of its GDP to support Ukraine. According to the Ministry of Defence\u2019s April estimate, this was expected to amount to around 110 million euros in 2026. The priorities identified included the procurement of drones, counter-drone measures and support for the defence industry.<\/p>\n<p>Estonia, together with Luxembourg, also leads an IT coalition that is helping Ukraine to develop military digital technologies and communications systems.<\/p>\n<h2>Export package of Ukrainian defence products<\/h2>\n<p>On the eve of the presidential election <strong>Volodymyr Zelenskyy<\/strong> met with the Minister of Defence <strong>Estonia\u2019s Martin Herrem<\/strong>. They discussed strengthening Ukraine\u2019s air defences and possible new contributions to the programme <a href=\"https:\/\/ukrmedia.news\/en\/politics\/mzs-ukrayiny-purl-zayava-sytuatsiya\/\">PURL<\/a> and the implementation of agreements on the export of Ukrainian arms.<\/p>\n<p>According to Zelenskyy, the Drone Deal initiative could pave the way for the supply of Ukrainian drones, electronic warfare equipment and other defence industry products to Estonia.
