According to Mr Zelenskyy, the weapons are intended to bolster the capabilities of the Ukrainian air force in countering Russian jet-powered strike drones, which the Russian Federation is using to attack cities and infrastructure.

Briefly about the main points

The delivery from Finland concerns armaments for fighter jets, not new aircraft.

Zelenskyy described the F-16 as one of the means of countering jet-powered «shahids».

The types and quantities of ammunition were not disclosed publicly.

Kyiv is monitoring compliance with the agreements on aviation weapons and air defence missiles.

The presidents agreed to make arrangements for future meetings and to coordinate their actions.

What is known about the announced delivery

The President thanked his Finnish counterpart for the aid package to protect Ukrainian airspace and confirmed that he was looking forward to the delivery. «We’ll be receiving ammunition for the F-16 in the next few days», he said.

No details were given regarding the types of ammunition, their quantity, cost, route or the specific date of arrival. This specifically refers to armaments for existing fighter jets, rather than Finland supplying additional F-16.

The latest defence aid package officially announced by Finland, which was approved on 15 September, was the 34th and was valued at approximately 290 million euros. The Finnish Ministry of Defence stated at the time that it would not disclose the contents, route or schedule of the deliveries for operational reasons. It has not been publicly confirmed whether the announced ammunition is included in this package.

Ammo for the F-16 as part of the anti-drone system

According to Zelensky, fighter jets are used to intercept jet «martyrs». Such attack drones move faster than conventional drones, making it more difficult to counter them.

As recently as 5 October, the President stated that Ukraine was seeking what was necessary for F-16 armament in various countries, and some of the approved consignments were already on their way to the country. He described these aircraft as one of the most effective means of combating jet-powered drones.

On 1 October, the Head of State instructed the Ministry of Defence, the Ministry of Foreign Affairs and the Office of the President to review compliance with international agreements concerning aviation munitions and missiles for air defence systems. He also called for the schedule to be updated and for deliveries that had already been agreed to be expedited.

According to Zelenskyy’s assessment, announced on 26 September, Russia deployed over 2,730 «Shahed» drones in September, of which over 1,500 were shot down or neutralised. These figures represent the President’s public assessment. At the same time, Ukraine is developing interceptor drones as another component of its air defence system.

A discussion about Russian attacks and future coordination

The presidents discussed the consequences of the latest Russian shelling. Mr Zelenskyy also raised the issue of Russia’s additional revenue from the export of petroleum products, which, in his view, Moscow may be using to fund the war against Ukraine.

The parties are preparing for future meetings and coordinating their next steps. On 30 September, the leaders had already discussed support for Ukrainian F-16s and the strengthening of the air defence system.

In July, the European Union introduced further restrictions against the Russian energy sector, particularly targeting oil refining, traders and schemes to circumvent sanctions via the «shadow fleet». The delivery of Finnish ammunition has been announced, but there have been no public reports confirming that it has actually been completed.

Zelenskyy has announced that Finland will supply ammunition for the F-16s.
