Speaking at a security conference in Visby, Sweden, on 10 October, the leader of \u00abEuropean Solidarity\u00bb stated that the decision was unlikely to have a significant impact on global prices, but that the Kremlin might perceive it as a relaxation of sanctions pressure.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Poroshenko regards the US authorisation as a political concession to the Kremlin.<\/li>\n<li>The politician does not expect this to have a significant impact on global diesel prices.<\/li>\n<li>The OFAC licence covers the sale, supply and import of Russian fuel.<\/li>\n<li>The authorisation is valid until 7 April 2027 and does not lift all sanctions.<\/li>\n<li>Analysts predict only a limited and short-lived impact on prices.<\/li>\n<\/ul>\n<\/div>\n<h2>Poroshenko compared the volume of supplies with global consumption<\/h2>\n<p>During the speech <strong>Poroshenko<\/strong> said that the announced volumes are not sufficient to significantly alter the situation on the global fuel market. <em>\u00abThis has absolutely no impact on the global price of diesel\u00bb<\/em>, \u2014 he said.<\/p>\n<p>As part of his argument, the politician cited an estimate of global daily consumption <a href=\"https:\/\/ukrmedia.news\/en\/world\/tramp-podiakuvav-rosii-dyzel-udary-kyiv\/\">diesel fuel<\/a> at 4 million tonnes. Against this backdrop, he believes that the stated volume of 300,000 tonnes cannot have a significant impact on the price. These calculations form part of Poroshenko\u2019s argument, rather than an independent market forecast.<\/p>\n<h2>The politician urged his allies not to regard concessions as a path to peace<\/h2>\n<p>Poroshenko linked support for Ukraine\u2019s defence to limiting Moscow\u2019s ability to finance the war. According to him, these two objectives must remain interlinked in the policies of Ukraine\u2019s international partners.<\/p>\n<p>He urged the US not to trust <strong>To Vladimir Putin<\/strong>, not to be intimidated by Russian threats and to maintain a united stance on sanctions, military aid and security. According to the politician, the Russian president interprets concessions not as a sign of goodwill, but as a sign of weakness that can be exploited to exert further pressure.<\/p>\n<p>Poroshenko also stated that Russia has no intention of ending its aggression against Ukraine of its own accord, and that supporting the Ukrainian resistance is an investment in Europe\u2019s long-term security.<\/p>\n<h2>What does the US general licence cover?<\/h2>\n<p>On 9 October, the US Treasury Department\u2019s Office of Foreign Assets Control (OFAC) published General Licence No. 135. It temporarily permits the sale, shipment, unloading and import of diesel fuel of Russian origin, including into the United States.<\/p>\n<p>The licence is valid until 7 April 2027. However, the document does not permit the withdrawal of funds from the accounts of the Central Bank of the Russian Federation, the National Welfare Fund and the Russian Ministry of Finance held with US financial institutions.<\/p>\n<p>The decision relates to <a href=\"https:\/\/ukrmedia.news\/en\/politics\/tramp-putin-uhoda-udary-npz-ukraina-axios\/\">a statement by the US President<\/a><strong> Donald Trump<\/strong> regarding an agreement with Putin on additional supplies. Trump spoke of over 300,000 tonnes in the near future, 500,000 tonnes in November and one million tonnes subsequently; however, these are announced plans, not confirmed deliveries.<\/p>\n<h2>The market impact of the additional diesel engine has not yet been determined<\/h2>\n<p>The Trump administration explained that the decision was motivated by a desire to curb rising prices of diesel fuel, which is used in transport, agriculture and industry. Reuters reported that, following the announcement of the agreement, diesel prices on the exchange fell briefly.<\/p>\n<p>However, analysts surveyed by Reuters and the Associated Press do not expect any significant long-term impact. Additional supplies to some countries may be accompanied by a reduction in shipments to other buyers, so global supply as a whole will not change significantly.<\/p>\n<p>As of 10 October, the licence had already come into force, whilst its long-term impact on the price of diesel fuel remains uncertain.
