This entitlement is not dependent on the family\u2019s total income, and the support may extend to family members specified by law who live with the veteran. To claim this benefit, you must submit the relevant documents to the Pension Fund.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The compensation covers housing and communal services, but not consumption in excess of the established limits.<\/li>\n<li>The income of the veteran and their family does not affect their entitlement.<\/li>\n<li>To be considered for the benefit, applicants must submit their details to the Register of Beneficiaries and a separate application.<\/li>\n<li>The benefit is paid in cash, and the recipient pays the bills themselves.<\/li>\n<li>Any changes to the data used for the calculation must be reported to the Pension Fund of Ukraine within 30 days.<\/li>\n<\/ul>\n<\/div>\n<h2>Which services are covered by the benefit and how is the amount of the benefit capped?<\/h2>\n<p>The right to state support entails <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/3551-12#Text\" target=\"_blank\" rel=\"noopener\">Article 12 of the Law of Ukraine \u00abOn the Status of War Veterans and Guarantees of their Social Protection\u00bb No. 3551-XII<\/a>. It relates to rent and the costs, as defined by law, of housing services, centralised or individual heating, electricity, natural gas, cold and hot water, drainage and household waste management.<\/p>\n<p>The preferential rate also applies to liquefied petroleum gas for domestic use, and \u2013 for homes without central heating \u2013 to solid and liquid heating fuels. The amount of the subsidy does not mean a reduction of three-quarters of the total bill: costs for water, gas or electricity exceeding the social norms are paid without any subsidy.<\/p>\n<h2>Standard floor area and other components of the calculation<\/h2>\n<p>The standard living space allowance is 21 square metres per person entitled to the benefit, plus an additional 10.5 square metres per family. This amounts to 31.5 square metres for one person and 52.5 square metres for two.<\/p>\n<p>For households consisting solely of people who are unable to work and who use natural gas for domestic heating, an increased allowance applies: 42 square metres per eligible person and 21 square metres per household. The amount of the payment is also influenced by the number of people entitled to support, the types of services and actual consumption levels.<\/p>\n<h2>Which family members are taken into account when making the appointment?<\/h2>\n<p>The benefit may be granted not only to the veteran but also to members of their family, provided they live together. The categories specified by law include a husband or wife, children under the age of 18, parents who are unable to work, certain adult children with disabilities, and people under guardianship or care.<\/p>\n<p>Where both spouses have combatant status and live at the same address, their percentage discounts are not combined. However, when determining the eligibility criteria, the number of people entitled to this benefit is taken into account. The income of a veteran or their relatives cannot be used as grounds for refusing this benefit.<\/p>\n<h2>What applications and documents need to be submitted<\/h2>\n<p>Two applications are required for the allocation: one for the inclusion of details in the Register of Persons Entitled to Benefits, and one for the provision of housing and utility benefits. The applicant must provide a passport or other identity document, their Tax Identification Number (TIN), a Certificate of War Veteran status or other proof of status, bank details, as well as information regarding services and personal accounts.<\/p>\n<p>You can contact the service centre <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/pidtverdzhennya-stazhu-dlya-pensiyi\/\">Pension Fund<\/a>, through an authorised representative <a href=\"https:\/\/ukrmedia.news\/en\/main-news\/okupanty-shukaiut-zradnykiv-starlink\/\">ASC<\/a> or a local authority, by post or via the Pension Fund of Ukraine\u2019s e-services portal. To submit your application online, you must log in, complete the form, attach any necessary documents and sign the application with an electronic signature.<\/p>\n<p>If a veteran does not actually live at their registered address, an IDP certificate, a tenancy agreement or another document confirming their place of residence may be required for the application.<\/p>\n<h2>Why a discount may not appear on your bill<\/h2>\n<p>Since January 2023, benefits towards housing and utility bills have been provided in cash; this arrangement remains in place this year. The recipient pays the utility bills in full themselves, whilst the Pension Fund transfers the calculated amount of compensation. Therefore, the usual amount shown on the bill does not in itself mean that the benefit has not been paid.<\/p>\n<p>If the funds have not been received, you should check the status of your application, your bank details, information about your household composition, your residential address and the suppliers\u2019 personal accounts.
