The city recommends keeping a supply of water, food and medicines at home, as well as fully charged communication devices and safe sources of lighting. Disruptions may affect electricity, water and heating supplies.

Briefly about the main points

The Kyiv City State Administration’s advice is of a preventative nature and does not imply a total blackout.

Emergency power cuts may occur without warning or outside scheduled times.

It is recommended that adults ensure they have enough water to last for at least 72 hours.

For lighting, it is safer to choose rechargeable torches rather than candles.

It is worth saving the addresses of drinking fountains and resilience centres offline.

Disruptions may affect transport and utility services

Russian troops continue to attack energy infrastructure Ukraine, which poses risks to the operation of municipal utility systems. Between 8 and 9 October, power supply issues in Kyiv had already disrupted public transport and affected the water supply networks.

Due to damage to power-generating equipment, emergency power cuts may be implemented without warning or outside the usual schedules. At the same time, requests KSCA does not mean that public services will be suspended or that there will be a planned, prolonged power cut across all districts of the capital.

It is recommended that you stock up on drinking water and water for domestic use for three days

According to guidelines issued by the city authorities, an adult should allow for 3 litres of drinking water per day, taking into account the fluid they consume with their food. It is recommended to have 10–12 litres of water per day for hygiene and domestic use.

Drinking water should be stored in clean, sealed containers, separate from non-potable water. Residents of Kyiv are also advised to identify the nearest drinking fountains in advance: some of these facilities can be connected to backup power supplies.

Food, a first-aid kit and fully charged devices to ensure self-sufficiency

It is a good idea to keep food at home that does not need to be refrigerated or require complicated preparation: tinned meat, fish and vegetables, rusks, breadsticks, nuts, dried fruit, chocolate, energy bars and ready-to-eat meals. It is advisable to supplement your home first-aid kit with any medicines you personally require, dressings and first-aid supplies.

The Kyiv City State Administration recommends fully charging mobile phones, power banks and portable chargers, and preparing torches, rechargeable lamps, batteries and cables. Important telephone numbers and addresses should be saved offline; where possible, you should have a battery-powered radio.

Rechargeable torches are safer than candles, and open flames must not be left unattended. Generators must only be used outdoors, away from windows and ventilation openings, to avoid carbon monoxide poisoning.

How to reduce heat loss in your home

The local authorities advise checking windows, sealing any gaps and reducing heat loss. Where possible, thermal insulation material can be fitted between the radiator and the external wall.

It is also worth preparing warm blankets, clothing and extra items for children and people who require special care. Pets require special attention. Gas hobs or ovens must not be used for heating due to the risk of fire, oxygen deprivation and carbon monoxide poisoning.

Where to seek help during widespread power cuts

In the event of widespread power cuts in Kyiv, resilience and warming centres may be used. There, you can keep warm, charge your mobile phone and make use of the services available. The addresses are available on the official map, in the «Kyiv Digital» app and in announcements from the city authorities.

The Kyiv City State Administration advises people to save the addresses of several nearby service points in advance, as internet access may be limited during a power cut. In September, the city also announced that it was building up reserves of food and drinking water for low-income Kyiv residents and people facing difficult circumstances.

The Kyiv City State Administration’s advice does not imply a total blackout: Kyiv residents are advised to build up a basic supply of water, food and essential medicines.

Поради КМДА не означають повного блекауту: киянам рекомендують створити базовий запас води, продуктів і необхідних ліків.
[806778
806775
post-32785","post","type-post","status-publish","format-standard","has-post-thumbnail","category-suspilstvo","tag-806775
["GET
