As of 11 October 2026, these proposals have not yet been enacted as legislative amendments: deferrals for the relevant categories have not formally been abolished.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>There are reports of proposals to restrict some family tax relief schemes.<\/li>\n<li>For parents of a child with a disability, the deferral may be granted to one of the parents.<\/li>\n<li>Under the current rules, both parents who are liable for military service may submit an application via \u00abReserve+\u00bb.<\/li>\n<li>Bill No. 16118 should not be equated with the proposals described.<\/li>\n<\/ul>\n<\/div>\n<h2>What changes do the sources describe?<\/h2>\n<p>According to the report <strong>Denisova<\/strong>, in a family with one child with a disability, the right to deferment is offered to only one parent. At the same time, she mentioned exceptions, in particular for certain families with two minor children, one of whom has a disability.<\/p>\n<p>Furthermore, according to her, for the spouse of a person with a Group I or II disability and for some adult children of parents with disabilities, the right to a deferral is to be linked to the need for constant care. The NGO \u00abUkrainian Centre for the Protection of Human Rights\u00bb stated that it had received a reply from the Office of the Military Ombudsman, the text of the draft, a comparative table and an explanatory note.<\/p>\n<h2>Who else might be affected by the restrictions?<\/h2>\n<p>Denisova said that for the relatives of seriously ill people <a href=\"https:\/\/ukrmedia.news\/en\/politics\/proiekt-16118-vidstrochka-doglyad\/\">deferral<\/a> may be linked to the absence of other family members who are able to provide care. According to her, the proposals also relate to caring for the husband\u2019s or wife\u2019s parents.<\/p>\n<p>She specifically mentioned possible additional restrictions for second-degree relatives, the removal of a specific provision for third-degree relatives, and restrictions on guardians of legally incapacitated persons where other guardians or carers exist. These details constitute a summary of a possible draft: the original document was not available separately for independent verification.<\/p>\n<h2>What do the current rules stipulate?<\/h2>\n<p>The Ministry of Defence states that, under current regulations, both parents of a child with a disability who are liable for military service may apply separately for a deferment via \u00abReserve+\u00bb. Among the categories that may be eligible for a deferral, subject to verification of the grounds, the Ministry of Defence also lists married couples where both partners have a disability classified as Groups I or II, as well as certain carers and guardians.<\/p>\n<p>At the same time, the current <strong>Order No. 560<\/strong> It already sets out different conditions for specific cases of care. In particular, for certain categories, the presence of other able-bodied family members is taken into account, so the requirements are not the same for all family-related grounds.<\/p>\n<h2>Why these proposals should not be confused with other draft laws<\/h2>\n<p><strong>Bill No. 16118<\/strong>, registered on 1 October 2026, has other sponsors \u2014 a group of Members of Parliament. Based on the available details, it does not confirm either the origin or the content of the proposals mentioned by Denysova.<\/p>\n<p>So, at present, this concerns a notice regarding possible proposals, rather than a decision that has been taken.
