Since the start of the full-scale invasion, the SBU has identified around 40,000 cameras posing a potential threat and has either secured or disabled them.<\/p>\n<p>This figure does not mean that all the devices detected had been hacked. The intelligence value of a particular camera depends on its location, angle of view, duration of access and the ability to cross-reference the footage with other data.<\/p>\n<h2>Western intelligence agencies have documented surveillance of aid routes to Ukraine<\/h2>\n<p>In May 2025, the UK\u2019s National Cyber Security Centre and international partners reported a Russian cyber campaign targeting transport and technology organisations, particularly those involved in supplying aid to Ukraine. The campaign was linked to Unit 26165 of Russia\u2019s GRU; the alert also mentioned a probable connection with a large-scale targeting of IP cameras in Ukraine and neighbouring NATO countries.<\/p>\n<p>In July 2026, the Dutch AIVD and MIVD reported systematic digital espionage via internet-accessible IP cameras in the Netherlands, other EU and NATO countries, and Ukraine. According to the agencies, a small number of cameras along military logistics routes had been compromised to gather information on transport routes, types of equipment and supplies to Ukraine.<\/p>\n<p>The UK government has stated that, between 2022 and 2024, this unit monitored and sought to disrupt foreign aid to Ukraine. Targets included private IP cameras near military installations, ports, railway stations and borders.<\/p>\n<h2>Passwords, updates and access settings determine the risk of a breach<\/h2>\n<p>Experts interviewed by the WSJ cited weak passwords and infrequent software updates as among the reasons for the cameras\u2019 vulnerability. The NCSC also warns against using factory default passwords, failing to update firmware in a timely manner, and not configuring routers properly, as these can allow remote access to devices on a local network.<\/p>\n<p>The mere fact that a device has been compromised does not automatically mean that valuable military information has been obtained.
