According to him, a fire broke out following the strike, and emergency services are currently at the scene. The Head of State also warned that Ukrainian intelligence has information indicating that Russia is preparing further ballistic missile launches.

Briefly about the main points

A Russian attack struck Thermal Power Station No. 4 in the capital.

A residential building was damaged, and a fire broke out following the impact.

Intelligence reports indicate that Russia is preparing further ballistic missile launches.

Zelenskyy stated that there had been no advance warning from partners.

Ukraine is working to replenish its stocks of anti-missile munitions for its air defence systems.

Rescuers eliminate the consequences of the attack

The President described the energy infrastructure as the main target of the attack. Rescue workers are currently at the energy facility and near a residential building following the shelling, putting out the fire and dealing with the aftermath.

The attack took place whilst the country was preparing for the winter, a time when the uninterrupted operation of power stations and the supply of heating are of particular importance. Zelensky called on the public to respond to air-raid sirens and take shelter.

This warning concerns a possible forthcoming attack

According to Ukrainian intelligence, Russia is preparing new ballistic missile launches, Mr Zelenskyy said. He appealed to the public to take care of themselves on the night of 14 October and throughout the following day.

The President emphasised that this refers to a potential threat, rather than confirmation of new missile launches. At the same time, Ukraine is working to replenish its stocks of anti-missile munitions for its air defence systems.

Claims of delayed detection of missiles and data from partners

According to Zelenskyy, Ukrainian surveillance systems detected the missiles as they were effectively approaching the capital, which significantly reduced the time available to respond AIR DEFENCE and the population. He also stated that, for the second time in a row, the partners had failed to provide advance warning of Russian missile launches.

Speaking about the previous strike on the evening of 12 October, the president reported that five ballistic missiles had struck civilian infrastructure in Kyiv. At that time, he said, the threat had also been detected just a few seconds before the strike.

Head of the Air Force Communications Department Yuriy Ignat suggested that the delays might be linked to technical aspects of missile detection and information sharing. The Foreign Secretary Andriy Sibiga On 13 October, he confirmed that Ukraine continues to receive intelligence from the US.

Zelenskyy linked the attacks to the US initiative

Zelenskyy linked the new attacks to the US President’s proposal Donald Trump to cease attacks on energy infrastructure. According to the Ukrainian president, Kyiv has supported an energy ceasefire, but Russia continues to strike power stations and other critical infrastructure.

The President called on the international community not to remain silent about the attacks on Ukraine’s energy sector and appealed to the United States to assess Russia’s actions and its responsibility for the continuation of the war objectively.

Russia attacked the TPP-4 power station in Kyiv.
