They compared transport rates from other major tenders in the capital with market benchmarks. The investigation did not uncover any actual overpayments or embezzlement of funds relating to the dams.

Briefly about the main points

Kyiv is preparing alternative crossings over the Dnipro following attacks on the bridges.

For sand, the journalists used a benchmark of 12–13 UAH per cubic metre per kilometre.

Tenders in the capital featured rates ranging from 21 to 37 UAH.

The difference for 10 cubic metres of sand over a distance of 15 km is 1,950 UAH.

It will be possible to estimate the actual costs once the cost estimates and contracts are available.

Alternative routes are being prepared following attacks on bridges

The need for alternative routes between the left and right banks of the Dnieper arose after Russian attacks on bridges in the capital in early October. The Minister for Reconstruction, Infrastructure and Transport Mykola Kalashnik He told Suspilne that the authorities are considering earth-filled dams with pontoon crossings as one of their top priorities.

According to him, the construction of such crossings could take up to three months. They are intended to provide at least half the capacity of the existing bridges. The relevant ministry, the Recovery Agency, the military and the capital’s authorities are all involved in the preparations.

At the same time, consideration is being given to rapidly constructed concrete structures and a tunnel under the Dnipro. The minister’s estimate of tens or hundreds of billions of hryvnias related to a broader list of infrastructure projects and does not constitute a cost estimate for earthen embankments.

Which rates did the journalists compare with market benchmarks?

«Our Money» uses a rate of approximately 8–9 UAH per tonne-kilometre as a benchmark for bulk materials. For sand, this equates to around 12–13 UAH per cubic metre per kilometre. In August, the National Institute for Infrastructure Development recorded a rate of 8.08 UAH per tonne-kilometre in the Kyiv region; given a bulk density of sand of 1.4 tonnes per cubic metre, this amounts to approximately 11.30 UAH.

At the same time, the cost estimate for the reconstruction of the junction at the intersection of Peremohy Avenue and Hetmana Street specifies 26 UAH per cubic metre per kilometre for the delivery of sand and 37 UAH per cubic metre per kilometre for the delivery of crushed stone. For the construction of the Great Ring Road and the Memorial Square on Stetsenko Street, journalists quoted 21 UAH for sand and 28 UAH for crushed stone respectively. All these rates include VAT.

To illustrate the potential impact of the rate on costs, the authors of the investigation calculated the cost of a tipper lorry carrying 10 cubic metres of sand over a distance of 15 kilometres. At a rate of 13 UAH per cubic metre per kilometre, it would cost 1,950 UAH, whereas at a rate of 26 UAH, it would cost 3,900 UAH. The difference for a single journey amounts to 1,950 UAH.

What is needed to review the costs of a future construction project

The difference between tender prices and benchmark figures depends on the type and density of the material, the route and the transport conditions. The authors of the investigation suggest that, in the worst-case scenario, the transport component could theoretically account for up to half the cost of the relevant works; however, they describe this as a preliminary risk assessment.

The examples analysed by journalists relate to other sites in Kyiv and do not confirm that similar tariffs are being applied to the new dams. As of 14 October, there is no approved cost estimate for these crossings.

It will be possible to assess the reasonableness of the expenditure once the project documentation, details of the volumes of sand and crushed stone, the terms of their transport and the value of the contracts awarded have been made public.

«Our Money» has highlighted the risk of overpayments on Kyiv’s embankments: in tenders, the delivery of sand and crushed stone cost up to 37 UAH per m³ per km.

«Наші гроші» вказали на ризик переплат на дамбах Києва: у тендерах доставка піску й щебеню коштувала до 37 грн за м³ на км.
[806778
806775
post-33188","post","type-post","status-publish","format-standard","has-post-thumbnail","category-suspilstvo","tag-806775
["GET
