In a video address on Facebook, he described this as one of the principles of a final peaceful settlement, alongside the opening of transport routes and the parties’ renunciation of mutual claims.

Briefly about the main points

The exchange must relate to plots of land of the same, precisely defined area.

The Prime Minister did not present any specific maps or a mechanism for the transfer of territories.

Yerevan links the delimitation of the border to the 1991 Alma-Ata Declaration.

The parties must open international and domestic transit routes.

The text of the peace agreement has been initialled, but it has not yet been signed or ratified.

How Yerevan sees the solution to the enclave issue

Pashinyan He stated that, following the conclusion of a peace agreement, there should be no enclaves or exclaves on either side of the border. Under his proposal, the countries could transfer to one another areas of precisely defined, equal size, so that the border would become continuous.

Pashinyan links the demarcation of the border to the 1991 Almaty Declaration. He also emphasised that Armenia’s internationally recognised area must remain at 29,743 square kilometres.

According to CivilNet, within the territory of Armenia There are three plots of land that legally belong to Azerbaijan, but are under Armenian control. Artsvashen, an enclave that legally belongs to Armenia, is situated in Azerbaijan. The publication suggests that an exchange could help avoid the resettlement of residents and simplify border crossings.

At the same time, the Prime Minister did not disclose the maps, the list of plots or the agreed procedure for their transfer.

Roads must be operational both within and outside the TRIPP area

Pashinyan identified the full reopening of transport links as another element of the settlement. This refers not only to international routes, but also to the ability of citizens of each country to travel to different parts of their own country via a neighbour’s territory.

Azerbaijan is seeking a direct link to its Nakhchivan Autonomous Republic via southern Armenia. Yerevan, for its part, is keen to re-establish transport links through Azerbaijani territory.

According to the Prime Minister, the routes are to operate as part of the TRIPP project — «Trump’s Path to International Peace and Prosperity», — both within and beyond it. The project envisages the development of regional links whilst respecting the sovereignty and jurisdiction of the states through which the routes will pass. The opening of these routes is seen as key to the revival of trade, logistics and economic ties in the South Caucasus.

Waiver of claims and contacts with Aliyev

Pashinyan proposed that the peace settlement should enshrine the absence of mutual territorial claims and respect for sovereignty. In this context, he referred to Karabakh, Gardman, Shirvan, Nakhchivan and the concept of so-called «Western Azerbaijan».

In his view, the agreement should create conditions under which Yerevan and Baku will not make demands on one another relating to historical territorial disputes. The Prime Minister linked the prospect of an agreement to recent contacts with the President of Azerbaijan Ilham Aliyev in Turkmenistan. Following these, according to Pashinyan, he had formed the initial impression that peace was possible on such terms.

The peace treaty needs to be signed and new agreements reached

Armenia and Azerbaijan have a long history of conflict over Nagorno-Karabakh. Following the wars of the 1990s and 2020, Azerbaijan established full control over the region in September 2023.

In August 2025, the parties, with the United States acting as mediator, initialled the text of a peace agreement in Washington. As at 14 October 2026, the document had not been signed and ratified by both states.

Border demarcation, transport routes and territorial issues remain under discussion. The proposed land swap has not yet been finalised: its implementation requires further agreements, legal formalities and domestic procedures. Further negotiations should clarify whether Baku will agree to a specific mechanism for the exchange of territories.

Pashinyan sees a territorial exchange as part of a peace deal with Azerbaijan: without enclaves, mutual claims or blocked transport routes.

Пашинян бачить обмін територіями частиною миру з Азербайджаном: без анклавів, взаємних претензій і закритих транспортних шляхів.
[805619
805624
post-33299","post","type-post","status-publish","format-standard","has-post-thumbnail","category-world","tag-805624
["GET
