Separately, the Financial Times reported on a mechanism allegedly proposed by Washington to partially unfreeze Russian assets; however, Reuters stated that it had been unable to independently verify this information.

Briefly about the main points

This refers to the transport of goods not prohibited by US sanctions.

The administration hopes to increase the number of available vessels and ease the pressure on freight rates.

The FT reported on a proposal concerning Russian assets, which Reuters has not independently confirmed.

Around €260 billion of the Central Bank of the Russian Federation’s assets have been frozen in the EU and partner countries.

What mechanism is being discussed in the US?

According to Reuters, citing a US official, discussions are taking place in Washington regarding a mechanism under which tankers subject to sanctions could transport oil and petroleum products that are not covered by US restrictions. This concerns vessels that have been linked to the transport of Russian, Iranian and Venezuelan oil.

According to the agency, shipping companies would need to obtain approval from the US Department of the Treasury for such transactions. No new general licence or final rules regarding this mechanism have been publicly announced.

The aim is to ease the pressure on the freight market

Reuters links the discussions to high sea freight rates, which are hampering international trade in energy commodities. The US administration’s reasoning is that additional available vessels could increase the supply of tankers on the market and bring down transport costs.

According to Reuters, citing the research firm Energy Aspects, the US Energy Secretary also raised the issue of a possible easing of restrictions Chris Wright. At the same time, the potential licensing of vessels for non-sanctioned cargoes does not amount to the lifting of restrictions on oil of Russian or Iranian origin.

What the Financial Times reported about Russian assets

The Financial Times reported that representatives The US has reportedly proposed to its European partners that they partially unfreeze Russia’s sovereign assets and transfer them to a financial mechanism under Washington’s control. This model was seen as one way of attempting to resume peace talks on Ukraine.

The idea was presented by the US President’s special envoy Steve Witkoff і Jared Kushner during negotiations in Miami last week, but European delegates rejected it. Reuters, reporting on the FT article published on 14 October, explicitly stated that it had been unable to independently verify these details.

Axios had previously reported on a planned meeting between Witkoff and Kushner with representatives from Ukraine, the UK, France, Germany, the EU and NATO in Miami. However, this confirms the format of the talks, rather than the substance of the proposal regarding assets reported by the FT.

How much of the Russian Federation’s assets remain frozen?

Following Russia’s full-scale invasion of Ukraine in 2022, in the jurisdictions of the countries G7, the EU and Australia have frozen around €260 billion of the Russian Central Bank’s assets. According to the Council of the EU, more than two-thirds of this amount is held within the European Union.

The EU is already channelling the proceeds from these assets – rather than the principal amount – towards supporting Ukraine. As of 14 October, the Council of the EU had reported €3.8 billion in such support; the European Council had previously stated that the assets must remain frozen until Russia ceases its aggression and compensates for the damage caused.

The licence for Russian diesel is a separate decision

On 9 October, the US Treasury Department’s Office of Foreign Assets Control (OFAC) issued Temporary General Licence No. 135. It authorises transactions relating to the sale, delivery, unloading and import of diesel fuel of Russian origin.

This is an OFAC decision that has already been finalised, which Reuters and the AP linked to criticism from President Volodymyr Zelenskyy and some US lawmakers. Meanwhile, the rules for tankers subject to sanctions remain under discussion, and the FT’s report on the partial unfreezing of Russian assets is classified as attributed information, which has not been independently verified by Reuters.

The US is considering granting exemptions to tankers subject to sanctions, provided they carry authorised cargo; Reuters has not independently verified the FT’s report on Russian assets.

США розглядають погодження для підсанкційних танкерів із дозволеними вантажами; дані FT про активи РФ Reuters не підтвердило незалежно.
[805618

post-33311","post","type-post","status-publish","format-standard","has-post-thumbnail","category-economics
["GET
