Meanwhile, separate government-level contacts between Slovakia and Ukraine are scheduled to take place in Lviv in November, as is a meeting of the Slovak-Russian Commission on Economic and Scientific-Technical Cooperation.

Briefly about the main points

Fico stated that Slovakia would seek an exemption from the guarantees attached to a potential EU loan to Ukraine.

He objected to the loan being tied to the EU budget for 2028–2034.

Consultations between the governments of Ukraine and Slovakia are scheduled to take place in Lviv on 5 November.

A meeting of the Slovak-Russian Commission is being organised for 25 November.

Bratislava’s position on a possible loan

According to TASR, the statement Fico He made the remarks following a meeting of the Visegrád Four prime ministers in Brussels. He said that Slovakia would once again seek an exemption from the financial guarantees under a possible future EU loan facility for Ukraine.

According to the Prime Minister, Bratislava has no intention of preventing other EU Member States from granting a loan to Ukraine. Fico also spoke out against linking the issue of such a loan to negotiations on the EU’s multiannual budget for 2028–2034.

The parameters, amount and legal structure of a possible future mechanism are not specified in the available reports. Fico described the forthcoming loans as effectively non-repayable aid, as, in his view, Ukraine will be unable to repay them.

How the previous EU mechanism worked

The European Council has agreed loan to Ukraine of €90 billion in December 2025 to meet financial needs for 2026–2027, and the Council of the EU finalised the legal procedures for this in April 2026.

Under the EU’s decision, the mobilisation of funds from the Union’s budget as a guarantee for this loan did not affect the financial obligations of Slovakia, the Czech Republic and Hungary. According to media reports, Fico is proposing a return to this approach in the event of a future mechanism.

Consultations with Ukraine are scheduled for 5 November

Fico also announced that the fourth round of intergovernmental consultations between Ukraine and Slovakia is scheduled to take place on 5 November in Lviv. The Ukrainian side confirmed that preparations were under way for the next round in July 2026.

Preliminary consultations took place on 17 October 2025 in Košice. At that time, the governments discussed, amongst other things, energy security, defence, infrastructure, education and sanctions policy; the final agenda for the Lviv meeting has not yet been announced.

Preparations are under way to resume the commission with Russia

A meeting of the Slovak-Russian Intergovernmental Commission on Economic and Scientific-Technical Co-operation is scheduled for 25 November. The Slovak Ministry of Foreign Affairs reported on 20 August that the commission’s co-chairs had held a preparatory video conference.

The previous, 21st meeting of the commission took place in Bratislava on 11–12 November 2021. Following the start of Russia’s full-scale invasion of Ukraine in February 2022, its work has not resumed.

According to Politico, citing a Russian government document, the possible topics for the future commission included gas, oil, nuclear fuel, trade and sectoral cooperation. The authenticity of the document has not been independently verified, and the Slovak side has not yet announced the final agenda or the venue for the meeting.

Fico stated that Slovakia would seek an exemption from the guarantees attached to a possible EU loan to Ukraine; talks with Kyiv and Moscow are scheduled for November.

Фіцо заявив, що Словаччина прагнутиме винятку з гарантій за можливим кредитом ЄС Україні; у листопаді заплановані контакти з Києвом і Москвою.
[805618
806756
post-33362","post","type-post","status-publish","format-standard","has-post-thumbnail","category-economics","tag-806756
["GET
