The relevant decree No. 1038\/2026 was signed on 12 October and published on 15 October 2026. The document sets out the priorities of state policy regarding equality, the prevention of violence and ensuring access to legal protection. The implementation of the strategy is also linked to Ukraine\u2019s fulfilment of its commitments within the framework of negotiations on accession to the European Union.<\/p>\n<div class=\"news-summary-box\"><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Zelenskyy has approved a new National Human Rights Strategy.<\/li>\n<li>Decree No. 1038\/2026 was published on 15 October 2026.<\/li>\n<li>LGBTQI+ is explicitly mentioned amongst the groups whose rights require additional attention from the state.<\/li>\n<li>The strategy aims to combat discrimination, violence and human rights violations.<\/li>\n<li>The document aims to bring Ukrainian legislation into line with EU standards.<\/li>\n<\/ul>\n<\/div>\n<h2>Zelenskyy has signed a new human rights strategy<\/h2>\n<p>By decree <strong>No. 1038\/2026<\/strong> The President has approved a government document setting out the main priorities for the protection of human rights in Ukraine.<\/p>\n<p>The strategy applies to all persons falling within the jurisdiction of Ukraine, regardless of nationality, place of residence or other characteristics.<\/p>\n<p>Particular attention has been paid to sections of the population who may be more likely to face violations of their rights or obstacles to the exercise of those rights. These include children, people with disabilities, veterans, the families of fallen defenders of Ukraine, internally displaced persons, members of national minorities and <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/stefanchuk-odnostatevi-shliuby-ukraina\/\">LGBTQI+<\/a> communities.<\/p>\n<p>The document also takes into account the specific aspects of human rights protection during martial law and the country\u2019s future recovery.<\/p>\n<h2>What changes are planned for LGBTIQ+ people?<\/h2>\n<p>The document specifically sets out Operational Objective No. 14: to prevent discrimination, hate speech and crimes motivated by intolerance, and to safeguard the rights of LGBTIQ+ people. The strategy states that sexual orientation, gender identity, gender expression and sex characteristics need to be more clearly reflected in Ukrainian legislation.<\/p>\n<p>To this end, several areas of work are envisaged:<\/p>\n<ul>\n<li>\n<div>\n<div>\n<p>Combating discrimination. Improving legal mechanisms to protect against unequal treatment.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>Protection against violence. Improving the investigation of criminal offences committed on the grounds of intolerance.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>Access to public services. Improving the conditions for accessing administrative, social, healthcare and educational services.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>Legal assistance. Ensuring effective protection for victims, in particular access to free legal aid.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>Training for law enforcement officers. Training for police officers and judges on handling cases of discrimination and hate crimes.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<\/ul>\n<p>Separate provisions are made to raise public awareness of ways to protect their rights and to improve the system for recording discriminatory offences.<\/p>\n<h2>Does the decree mean the legalisation of same-sex marriages?<\/h2>\n<p>The adoption of the National Strategy does not mean the automatic introduction of same-sex marriage or amendments to the Family Code of Ukraine. The document is of a strategic nature and sets out the direction of future government policy.<\/p>\n<p>In order to introduce new legal mechanisms that require amendments to the legislation, it is necessary to adopt the relevant regulatory acts.<\/p>\n<p>The decree, therefore, lays the groundwork for further improvements to the protection of the rights of LGBTIQ+ people, but does not in itself change the procedure for registering marriages.<\/p>\n<h2>The strategy forms part of Ukraine\u2019s preparations for EU accession<\/h2>\n<p>The document emphasises that adherence to the principles of equality and non-discrimination is one of the ways in which Ukraine is moving closer to European legal standards.<\/p>\n<p>The new strategy is in line with the Association Agreement between Ukraine and the European Union, as well as with the roadmap on the rule of law. This applies not only to the rights of LGBTIQ+ people, but also to the protection of children, veterans, people with disabilities, internally displaced persons and other sections of the population. One of the state\u2019s objectives is to ensure a more effective response to discrimination, improve access to justice and increase the accountability of state bodies for human rights violations.<\/p>\n<h2>When will the new strategy come into effect?<\/h2>\n<p>Presidential Decree No. 1038\/2026 came into force on the date of its official publication \u2014 15 October 2026. However, the practical implementation of its provisions will take place in stages.<\/p>\n<p>The Cabinet of Ministers must draw up and approve an operational plan for 2027\u20132029 within six months. This plan will set out specific measures, deadlines for their implementation, the government bodies responsible and performance indicators.<\/p>\n<p>Going forward, the government is to draw up similar plans every three years and report annually to the President on their implementation.<\/p>\n<p>The previous National Human Rights Strategy, adopted in March 2021, has ceased to be in
