In the conclusions published on 16 October, EU leaders specifically condemned the support for Moscow provided by Iran, Belarus and North Korea, as well as the participation of North Korean military personnel in combat operations.

Briefly about the main points

The EU’s call covers military aid and technological support for Russia.

Particular attention is paid to dual-use goods and components.

The summit’s statement does not imply the automatic imposition of new sanctions.

The EU has backed the tribunal on aggression and the commission for the compensation of damages.

Temporary protection for Ukrainians in the EU is set to remain in place until March 2028.

The EU has called for a halt to the supply of technology to Russia

In paragraph 27 of the final document, the European Council reiterated its call for an end to all support for Russian aggression. Separately EU leaders drew attention to the supply of dual-use equipment, technologies and components — products that may have civilian applications but can also be used in the manufacture of weapons or to support military operations.

The European Union links restrictions on such supplies to a reduction in Russia’s ability to continue the war. At the same time, the statement adopted at the summit is a political appeal and does not, in itself, impose new sanctions on all states cooperating with Moscow.

The European Union has backed mechanisms to hold those responsible for the aggression against Ukraine to account

The European Council has reaffirmed its support for the establishment and launch of a special tribunal to deal with the crime of aggression against Ukraine. Its aim should be to ensure that those responsible can be held to account.

EU leaders also backed an international claims commission for Ukraine, which is to deal with claims for compensation for war-related damages. Work on both mechanisms is taking place within the framework of the Council of Europe.

The summit’s conclusions relate to the further development and operation of these institutions. They do not signify the commencement of legal proceedings or the passing of sentences.

Russia and Belarus have been called upon to return the deported Ukrainians

The European Council has called on Moscow and Minsk calling for the safe and unconditional return of all Ukrainian children and other civilians who have been unlawfully deported or forcibly displaced.

EU leaders also reaffirmed the importance of extending temporary protection for Ukrainians who have been forced to flee their homes due to the war until March 2028. The European Union has stated its intention to continue supporting Ukraine’s recovery; the areas mentioned include demining and the psychological and psychosocial rehabilitation of those affected.

The EU is preparing to step up economic pressure on Moscow

The European Council reaffirmed its intention to step up economic pressure on Russia in order to bring about an end to the aggression and the start of meaningful peace talks. The leaders welcomed the adoption of the 21st package of sanctions and called for more effective measures to counter the circumvention of the restrictions.

Specific areas of focus include reducing Russia’s energy revenues and countering the activities of the Russian Federation’s shadow fleet. The EU also expressed regret at the United States’ temporary suspension of sanctions on Russian diesel fuel.

The summit participants reaffirmed their continued political, financial, humanitarian and military support for Ukraine. Specific new restrictive measures, the procedures for their implementation and decisions regarding financial support will require separate approval at EU level.

The EU’s call to halt aid to Russia does not automatically trigger new sanctions, but it does concern military supplies and technology.

Заклик ЄС припинити допомогу Росії не запроваджує автоматично нових санкцій, але стосується військових поставок і технологій.
[805619
805624
post-33469","post","type-post","status-publish","format-standard","has-post-thumbnail","category-world","tag-805624
["GET
